Scott George W. Suarez Mattie Hatchett Jim Nash Personnel Committee Page 2 September 14, 2005 APPROVAL OF THE PREVIOUS MINUTES Moss moved to approve the minutes of August 24, 2005. Supported by Middleton. Motion carried on a voice vote. PUBLIC COMMENT None. NEW EMPLOYEE RETIREE HEALTH SAVINGS ACCOUNT BID PROCESS UPDATE Effective January 1, 2006 a new employee retiree heal th saving account will be instituted. In place of the traditional retiree health care benefit package employees hired after January 1, 2006 will be offered an opportunity to fund a health savings account. The County will contribute $50.00 per pay period and employees will be able to contribute a one time, irrevocable amount per pay period of tax -free funds to this account. It is hoped the IRS will eventually allow participants to change the amount contributed each pay period. Employees will be 100% vested in personal funds invested and County funds after 15 years. The funds can only be used for medical expenses but can be passed on to a spouse beneficiary tax free, and become taxable if passed on to a non spouse beneficiary. Middleton moved to Receive & File the above-mentioned information. Supported by Patterson. Motion carried on a voice vote. MR #05185 DEPARTMENT OF INFORMATION TECHNOLOGY – EXTENSION OF ADDITIONAL COMPENSATION FOR OVERTIME EXEMPT EMPLOYEES FOR SPECIFIC PURPOSES Previously the Board of Commissioners authorized additional compensation for overtime exempt employees in the Information Technology Department at a straight-time hourly rate for all hours worked beyond 48 hours in a workweek for specific, pre -approved assignments. Information Technology is requesting the Board of Commissioners to authorize an extension of this program for FY 2006. Moss moved the Personnel Committee Report to the Board with the recommendation MR #05185 be adopted. Supported by Scott. Motion carried unanimously on a roll call vote with Coleman absent. Personnel Committee Page 3 September 14, 2005 DEPARTMENT OF INFORMATION TECHNOLOGY – REQUEST FOR SPECIFIC EXCEPTION OF MERIT RULE 18 – SUPERVISION OF RELATIVE In August 2005 Lisa Schmidt, Internal Service Supervisor married Brian Oppmann, the brother-in-law of Janette McKenna, the Chief of Internal Services. This created the situation of an employee becoming a relative of the current Division Head. Merit Rule 18 prohibits the continued employment of employees who are relatives of the Division Head or Supervisor. However, Merit Rule 18.6.1 allows the Personnel Committee to make an exception provided there is an intermediate supervisor between the Division Head and the related employee. Hatchett moved to approve an exception of Merit Rule 18. Supported by Nash. Motion carried unanimously on a roll call vote with Coleman absent. HUMAN RESOURCES – SALARY ADMINISTRATION 3RD QUARTERLY REPORT FOR FY 2005 The Salary Administration Plan for Salary Grades 1 – 21 provides a process for departments and employees to request a review of the salary grade placement of classifications. The 3 rd Quarter Report identifies three salary grade upgrades; Office Leader in the mail room, Medical Examiner Investigator and Medical Examiner Investigator Supervisor. Commissioner Rogers expressed his concerns regarding the salary increases proposed and their impact on the budget stating this request would have been more appropriate during the recently completed budget process. Middleton moved approval of the attached suggested resolution. Supported by Suarez. Motion carried on a roll call vote: Jamian, Middleton, Moss, Patterson, Scott, Suarez, Hatchett and Nash – yes Rogers – no Coleman - absent COMMUNICATIONS Patterson moved to Receive and File Communication Items A & B. A. Position Change Summary Report B. Updated FY06 Recommended Budget summaries (including amendments approved by Personnel Committee) Supported by Nash. Personnel Committee Page 4 September 14, 2005 OTHER BUSINESS/ADJOURNMENT Commissioner Patterson requested an update on the pharmacy program recently outsourced at the Medical Care Facility.
