Chairperson Jamian announced Mr. Williams requested Item 3 be moved to Item 1 as he had a conflict in his schedule. Suarez moved to amend the agenda accordingly. Supported by Scott. Motion carried on a voice vote. HUMAN RESOURCES DEPARTMENT – RETIREMENT HEALTH SAVINGS PLAN Effective January 1, 2006 a new employee retiree health saving account will be instituted in place of the traditional retiree health care benefit package. Employees hired after January 1, 2006 will be offered an opportunity to fund a health savings account. The County will contribute $50.00 per pay period ($1,300 per year) and employees will be able to contribute a one time, irrevocable amount per pay period of tax -free funds to this account. It is hoped the IRS will eventually allow participants to change the amount contributed ea ch pay period. Employees will be 100% vested in personal funds invested and 60% of County funds after 15 years. The account will become fully vested after 25 years. The funds can only be used for medical expenses but can be passed on to a spouse benefic iary tax free, and become taxable if passed on to a non spouse beneficiary. Part-time eligible employees hired on or after January 1, 2006 will not be eligible for County contributions to this fund nor are they eligible for any retiree health, dental, or vision coverage. Suarez moved approval of the attached suggested resolution. Supported by Scott. Middleton moved to amend the Resolution by deleting the second BE IT FURTHER RESOLVED paragraph: BE IT FURTHER RESOLVED that full-time and part-time eligible employees hired prior to January 1, 2006 will continue to receive retiree health, dental, and vision coverage based on the retiree eligible health schedule in effect at the time of hire. Supported by Coleman. Motion to amend carried unanimously on a roll call vote with Patterson and Hatchett absent. Motion to approve the Resolution as amended carried unanimously on a roll call vote with Patterson and Hatchett absent. Mr. Williams left a copy of "Publication 502 Medical and Dental Expenses (Including the Health Coverage Tax Credit) with Sheryl Mitchell for Committee reference. Personnel Committee Page 3 October 19, 2005 HUMAN RESOURCES – EXTENSION OF MERIT SYSTEM ELIGIBILITY LIST Under the provisions of Section VI-H-1 of the Merit System Resolution the Human Resources Department is requesting the extension of nine eligible lists for six months. Coleman moved to approve the requested extension. Supported by Scott. Motion carried unanimously on a roll call vote with Patterson and Hatchett absent. HUMAN RESOURCES – AUTHORIZE THE COUNTY TO SUPPLEMENT PAY AND PROVIDE MEDICAL BENEFITS FOR DEPENDENTS OF EMPLOYEES CALLED TO ACTIVE MILITARY DUTY Oakland County continues to support Oakland County employees who have been called to active military duty by supplementing their military pay to equal their current County compensation. In addition, the County will provide continuing medical benefits to dependents of those employees currently called to active duty until December 31, 2006. Moss moved approval of the attached suggested resolution. Supported by Coleman. Motion carried unanimously on a roll call vote with Patterson and Hatchett absent. GRETCHEN'S HOUSE @ LITTLE OAKS – 2ND QUARTER, 2005 REPORT AND FRIENDS OF LITTLE OAK'S UPDATE Gretchen's House returned $17,369.24 to the County for the 2nd quarter of 2005. The Friends of Little Oak's meets once a month, usually the last Wednesday. They have an account balance of approximately $8,000. No determination has been made as to how to distribute these funds.
