On Page 8 of the minutes, Item #3 - Page 12 – XI.B.2 – Remove the strikeout lines from (a) Aviation & Transportation, (b) Airport Committee, (h) Information Technology and (j) Parks and Recreation. 2. On Page 9 of the minutes, delete Amendments #5 and #6, as follows: 5. Page 16 – XI.D.(1).(e) – (I) – Amend as follows: (e) Department of Central Services (excludes: the Aviation Division – see GENERAL GOVERNMENT COMMITTEE 1. Administration 2. Support Services 3. Motion carried on a voice vote. AGENDA ITEMS 1. OAKLAND LIVINGSTON HUMAN SERVICE AGENCY (OLHSA) – PRISONER REENTRY GRANT AND SKILLMAN GRANT TO EXPAND JAIL PROGRAM “CONNECTIONS” – EXECUTIVE SUMMARY OLHSA is the designated Community Action Agency (CAA) for Oakland and Livingston Counties. Founded in 1964, OLHSA is a non-profit, 501c3 human service agency. Their mission is to remove the barriers to self-sufficiency of low income, elderly and those living with disabilities in the two counties. The agency provides 70 programs including Connections (a program for children of incarcerated women); Head Start (since 1965), Grandparents as Parents, Women Infant and Child Care (WIC), Maternal/Child Health, services to seniors, services to people with AIDS, homeownership counseling, as well as extensive information and referral services. OLHSA had acquired two grants to help with their efforts. The first one is the Skillman Grant, which amounts to $100,000 for three years. This grant is an end product of something OLHSA has been looking at since 1993. They identified a need, children 0 to 5 years of age. They saw that parents were being released from jail, and they didn’t have a stable relationship with their children. The program under this grant allows for visitation between mother and child, in the confines of the jail, twice a month. Each visit lasts about an hour and-a-half. OLHSA also goes to the jail twice a month for substance abuse counseling, conflict resolution and stress reduction. This program has been in operation since 2003, and has served 31 families in that timeframe. Of those families, only one of those women returned to jail. OLHSA has approached Skillman about serving older children, and as a result, the Skillman Grant is going to enable them to serve 50 children, aged birth to 18 years of age, and affect the lives of 25 families with a parent incarcerated or on probation in Oakland County. The program will be expanded to fathers, as well. The other grant is the Prisoner Reentry Grant, which is a partnership with the Michigan Department of Corrections, and it’s part of the larger puzzle of the Michigan Visitor reentry pilot that’s starting in Oakland County right now. The goal is to reduce recidivism. Each grantee has to serve 200 parolees each year. To be eligible to receive services under this program, you must be 18 and older and have to commit a non -violent crime. The four things that are going to be measured under this program is employment rate, retention of employment, earnings and recidivism. Another part of this program is mentoring, and OLHSA is contracting with five faith - based groups: Welcome Baptist Church, High Place/New Mt. Moriah, Catholic Social Services of Oakland County, Women’s Survival Center, and Common Ground Sanctuary. The main focus of this particular grant is to get people employed and provide for training while they are being employed so they can access training at OCC and various networks that provide training. Ron Borngesser submitted the OLHSA 2004 Annual Report to the committee. Crawford moved to receive and file the Summary and Executive Summary from the Oakland Livingston Human Service Agency. DEPARTMENT OF INFORMATION TECHNOLOGY – APPROVAL OF WIRELESS OAKLAND INTERLOCAL AGREEMENT The resolution reflects that the Oakland County Board of Commissioners approves and authorizes the Wireless Oakland Agreement to govern the relationship and responsibilities between the County and the local communities. It also reflects that the Oakland County Board of Commissioners directs its Chairperson or his designee to execute the Wireless Oakland Agreement between the County and the communities of Troy, Royal Oak, Wixom, Madison Heights, Pontiac, Birmingham and Oak Park. Exhibit B of the agreement is a Public Assets License Agreement. A question came up about Communication Item #L, “Crain’s Detroit Business – Wireless Oakland Company Sued over $33,330 in Equipment payments” , and whether this would affect Oakland County’s interests. Mr. Bertolini stated that the company made the payments, and the lawsuit had been withdrawn as of January 4, 2006. Mr. Berto lini stated that he does not foresee any problems concerning the Wireless Oakland project. Commissioner Melton expressed his concern that the City of Troy has already signed this agreement, and the Board has not approved the agreement yet. He stated th at this was at least the 4th time that an item has come for approval after a community has signed it. The agreement should come to the Board prior to a community signing it. Commissioner Crawford expressed his concern about this issue as well. Sheryl Mitchell distributed a memo to the committee and Mr. Bertolini requesting responses from the administration regarding the following questions/issues: 1. The resolution is a generic version. The individual Interlocal Agreements and their Attachments have not been provided. Will the completed Agreement documents come back to the Board of Commissioners for approval? Mr. Bertolini stated that this agreement is cast in stone, with the exception for the names of the municipalities on the agreement. He said that the BE IT FURTHER RESOLVED paragraph of the resolution gives the Oakland County Board Chairperson authorization to approve the agreements with the seven communities, but they will bring the actual agreements back to Chairperson Bullard for him to sign. E xhibit A, Municipal Pilot Application, was not provided because this document shows assets owned by the local municipalities. 2. The generic Agreement is between Oakland County and a municipality. Are any agreements coming forward that will involve other public entities, or private and non- profit organizations? Mr. Bertolini stated that for this portion of the project, the answer would be no. This Wireless agreement is only for the local municipalities. 3. Agreement – Section 3.1: refers to the County Executive or designee being authorized to execute the License Agreement. This is not referenced in the resolution. Should the License Agreement be signed by the BOC Chair and/or the County Executive (or their designee)? Should this be spelled out in the reso lution? GENERAL GOVERNMENT COMMITTEE Page 5 January 9, 2005 Mr. Bertolini stated that the Board Chairperson is signing the interlocal agreement, and the County Executive will sign the licensing agreement, which consists of the assets owned by the municipalities. 4. Agreement – Section 7.1: refers to concurrent resolutions passed by the governing parties. Can the Board of Commissioners (BOC) receive informational copies of the resolutions adopted by the local communities? Mr. Bertolini stated that the BOC could receive informational copies of the resolutio ns adopted by the local communities. When they get the resolutions, copies will then be sent to the BOC. 5. Will there be a License Agreement between Oakland County and Michtel for the use of Oakland County’s public assets? Mr. Bertolini stated that yes, there will be. 6. Will a copy of the proposed By-laws for the Wireless Oakland Advisory Board come before the Board of Commissioners for approval? Mr. Bertolini stated that the Wireless Oakland Advisory Board is advisory only, and the Michigan Telecommunications Act prohibits any oversight of advisory boards. It would be contrary to statute to have someone approve their By -laws, but the Board of Commissioners can receive a copy of the By-laws. 7. Are the meetings of the Wireless Oakland Advisory Board subject to the Michigan Open Meetings Act? Mr. Bertolini answered no, but the public is welcome to attend. They are not going to be closed meetings. Commissioner Wilson expressed his concern that, in regards to the Wireless Oakland Advisory Board, there is only one representative from the Oakland County Board of Commissioners. He stated that they need more commissioners on this Board. Kowall moved approval of the attached suggested resolution. Supported by Melton. Crawford moved to amend Exhibit C of the Wireless Oakland Agreement, under Item #2 (h), as follows: h. A Three representatives from the Oakland County Board of Commissioners. Supported by Wilson. Motion to amend carried on a roll call vote with Long and Hatchett voting no. GENERAL GOVERNMENT COMMITTEE Page 6 January 9, 2005 Main motion, as amended, carried unanimously on a roll call vote. 3. BOARD OF COMMISSIONERS – APPOINTMENT TO THE JURY BOARD The Jury Board consists of three qualified electors of the county appointed by the Oakland County Board of Commissioners, on recommendation of the County’s judicial circuit court judges. Not more than two shall be members of the same political party. Carol Webb had resigned, and Chief Judge Wendy Potts has recommended that William J. Axtell be appointed to the Jury Board to complete the six-year term expiring April 30, 2006. Kowall moved to report to the full Board with the recommendation that William J. Axtell be appointed to the Jury Board for the term expiring April 30, 2006. Supported by Coulter. Motion carried unanimously on a roll call vote. 4. BOARD OF COMMISSIONERS – APPOINTMENTS TO THE ACT 641 SOLID WASTE PLANNING COMMITTEE The Act 641 Solid Waste Planning Committee consists of 14 members representing 8 categories. Mr. Starbuck was recommended by SEMCOG to represent the SEM COG category on this committee, and Ms. Furlough was the only application received for the Industrial Waste Generator category. Melton moved to report to the full Board with the recommendation that Ted Starbuck, SEMCOG category, and Linda Furlough, Industrial Waste Generator category, be appointed to the Act 641 Solid Waste Planning Committee. OTHER BUSINESS/ADJOURNMENT Commissioner Wilson requested that Mr. Daddow come to the next General Government Committee meeting to give a detailed explanation of Communication Item B and C. Commissioner Crawford stated that it would be appropriate for the General Government Committee to address the issue of agreements being signed by municipalities before the Board of Commissioners approves them, and he asked Chairperson Patterson if he would put this issue on a future agenda. Commissioner Crawford asked Dr. Gordon about radon test kits and how to obtain one. Dr. Gordon stated that radon is the second leading cause of lung cancer, and test kits are available at the Health Division.
