Auditorium Wing, County Service Center, Pontiac, Michigan.

Chairperson Jamian requested the agenda be amended regarding Item #4 – MR #05277
Board of Commissioners – Authorization to Launch NACo's Prescription Discount Card
Program in Oakland County by changing the Action Required from Report to Board to
Information.
Moss moved to amend the agenda accordingly. Supported by Scott.
Motion carried on a voice vote.
MR #06011 CIRCUIT COURT/FAMILY DIVISION/FRIEND OF THE COURT –
REORGANIZATION AND PERSONNEL RELATED ACTIONS
Sixty six percent of the funding for Circuit Court/Family Division/Friend of the Court is
reimbursed by the Cooperative Reimbursement Program through the Michigan Department
of Human Services and approximately 34% is funded by General Fund General/Purpose
dollars. After review of the duties and responsibilities within their area it has been
determined that certain reclassifications will save General Fund/General Purpose dollars.
The downward reclassification of the Chief Assistant – FOC Operations position from Salary
Grade 20 to Salary Grade 17 and reclassifying the Chief -Child Support Account and Banking
position from Salary Grade 16 to Salary Grade 17 is requested. It is also requested a new
classification titled F.O.C. Case Assistant – Supervisor, be created as a Salary Grade 8,
overtime non-exempt position.
Coleman moved the Personnel Committee Report to the full Board with the
recommendation MR #06011 be adopted. Supported by Patterson.
Motion carried on unanimous roll call vote with Hatchett absent.
MR #06013 SHERIFF'S OFFICE – CONTRACT AMENDMENT #2 FOR LAW ENFORCEMENT
SERVICES IN THE CHARTER TOWNSHIP OF OXFORD 2004-2008
The Charter Township of Oxford has contracted with the Oakland County Sheriff's
Department to provide law enforcement services. The Township has requested the
deletion of one Patrol Investigator bringing the total of contracted positions to sixteen
effective February 4, 2006. One unmarked vehicle with mobile and prep radio will be
deleted from the county fleet.
Patterson moved the Personnel Committee Report to the full Board with the
recommendation MR #06013 be adopted. Supported by Middleton.
Motion carried on unanimous roll call vote with Hatchett absent.

MR #06012 SHERIFF'S OFFICE – CONTRACT AMENDMENT #3 FOR LAW ENFORCEMENT
SERVICES IN THE CHARTER TOWNSHIP OF ROYAL OAK 2004-2008
Royal Oak Township has contracted with the Oakland County Sheriff's Office to provide law
enforcement services. The Michigan State Police have agreed to provide patrols for the
midnight shift in the Township, therefore, the Township is requesting the deletion of three
Deputy II (with fill-in) positions to take effect February 4, 2006. One patrol vehicle with
mobile, prep, MDC and video camera will be deleted from the county fleet.
Coleman moved the Personnel Committee Report to the full Board with the
recommendation MR #06012 be adopted. Supported by Nash.
Motion carried on a unanimous roll call vote.
MR #05277 BOARD OF COMMISSIONERS – AUTHORIZATION TO LAUNCH NACo's
PRESCRIPTION DISCOUNT CARD PROGRAM IN OAKLAND COUNTY
The National Association of Counties (NACo) has established a free discount card program
to enable local counties to assist their residents by establishing a program offering savings
on the retail price of commonly prescribed drugs. All county residents, regardless of age,
income or existing health coverage may use these discount drug cards. This program also
may be used any time a prescription is not covered by insurance.
Hatchett moved to Receive & File. Supported by Suarez.
Motion carried on a voice vote.
GRETCHEN'S HOUSE @ LITTLE OAKS – 3RD QUARTER, 2005 REPORT AND FRIENDS OF
LITTLE OAK'S UPDATE
The Gretchen's House @ Little Oaks Third Quarter Report indicates a loss of $15,435.97.
Gretchen indicates this loss is due to a drop in enrollment. More public schools are now
marketing pre-school programs that parents are taking advantage of.
Nancy Scarlet requested Committee approval of a Letter of Understanding stating
Gretchen's House will report quarterly to the Committee but will return profits to the
County on a calendar year basis rather than quarterly.
Commissioner Rogers requested Gretchen's House supply the Committee with enrollment
figures for the last two years to determine if there is historically a drop in enrollment in the
fall and the percentage of that drop.
Coleman moved the Human Resource's Department issue a "Letter of
Understanding" to Gretchen's House requiring quarterly reports to the Committee
and allowing for the return of profit to the County on a calendar year basis.
Supported by Middleton.
Motion carried unanimously on a roll call vote.

OAKLAND COUNTY'S PRESCRIPTION DRUG PROGRAM UPDATE
Oakland County currently has two prescription drug programs in effect. Per MR #00264 a
Senior Citizen Resident Prescription Discount Program was established for Oakland County
residents who have attained the age of sixty. The County pays an annual subscription fee
of $6.00 for not more than three years and one year thereafter for new enr ollments. This
resolution also states "If the State or Federal government creates a prescription program
that is equal to or better than this program, the County shall terminate this program for
those who qualify."
MR #02031 establishes a County prescription discount program for residents under the age
of sixty through NPA that can be used at a national network of participating chain and
independent pharmacies to receive an average savings of 40% on generic medications and
an average savings of 15% off brand name medications. There is an annual family fee of
$20.00 or an individual fee of $14.00 for participation.
Mr. Poisson reported enrollment in both these programs has dropped considerably since
the inception of Medicare Part D as citizens can not participate in two programs. County
Administration is currently reviewing a Michigan Prescription Drug Discount Program now
offered by the State and the NACo program

Supported by Scott.
Commissioner Scott questioned Item B – Personnel Appeal Board Update. He asked why
there are cases from 2004 and 2005 scheduled for February when there are still cases
dating back to 2003 pending. It was explained that frequently the same employee is
involved in several appeals.
Motion carried on a voice vote

There being no further business to come before the Committee the meeting was adjourned
