Suarez Mattie Hatchett Jim Nash Personnel Committee Page 2 March 29, 2006 PUBLIC COMMENT None MR #06047 BOARD OF COMMISSIONERS – AMENDMENT TO MISCELLANEOUS RESOLUTION #05248 – PROCESS FOR CONSIDERATION OF BOARD OF COMMISSIONERS LEADERSHIP STIPEND AND FY 2006-07 BUDGET AMENDMENT MR #05248 established new Board of Commissioner rules requiring that any compen sation increase given to any member of the Board of Commissioners must go through the Board of Commissioners committee process with a recommendation to and consideration by the full Board of Commissioners. A Study Group consisting of Commissioners Charles Palmer, Helaine Zack and Tom Middleton were charged with gathering compensation information and developing a recommendation to be considered by the Board of Commissioners on or by November 1, 2006. This resolution proposes the Study Group make its recomm endation by April 3, 2006. Scott moved the Personnel Committee Report to the full Board with the recommendation MR #06047 be adopted. Motion failed due to lack of support. MR #06051 BOARD OF COMMISSIONERS – REQUEST FOR PROPOSAL POLICY FOR EXISTING COUNTY SERVICES Under Public Act 139 of Public Acts of 1973 the Board of Commissioners has the authority and responsibility to establish policy to be followed by county government. Oakland County Purchasing Division Policies and Procedures provides that "all professional service contracts that affect services otherwise provided by County personnel shall be reported to the Personnel Committee". This resolution seeks to revise the Oakland County Purchasing Policies and Procedures as follows: "The approval of the Oakland County Board of Commissioners is required prior to issuing all request for Proposals (RFP) and/or Request for Quotes (RFQ) to solicit bids for Professional Services contracts that affect existing county services provided by county employees". Suarez moved the Personnel Committee Report to the full Board with the recommendation MR #06051 be adopted. Supported by Coleman. Nash moved to amend the resolution by substituting the word "notification" for "approval" in the NOW THEREFORE BE IT RESOLVED paragraph. Supported by Coleman. Motion to amend failed on a roll call vote: Jamian, Middleton, Moss, Patterson, Rogers, Scott – no Coleman, Suarez, Hatchett, Nash – yes Main motion failed on a roll call vote: Jamian, Middleton, Moss, Patterson, Rogers, Scott – no Coleman, Suarez, Hatchett, Nash – yes Personnel Committee Page 3 March 29, 2006 MR #06067 FACILITIES MANAGEMENT/FACILITIES MAINTENANCE & OPERATIONS/BUILDING SAFETY UNIT – ADJUSTED WORK SCHEDULE OPTION FOR SHIFT SUPERVISOR – BUILDING SAFETY, SAFETY DISPATCHER AND BUILDING SAFETY ATTENDANT CLASSIFICATIONS The Building Safety Unit is a 24-hour, 7-day a week operation. The Unit is relatively small with minimum staffing, when anyone takes time off, it is staffed by PTNE or PTE personnel or on an overtime basis resulting in one or no days off during a week or 16-hour shifts. Facilities Management is requesting a flexible work schedule for the classifications of Shift Supervisor – Building Safety, Safety Dispatcher and Building Safety Attendant. Hatchett moved the Personnel Committee Report to the full Board with the recommendation MR #06067 be adopted. Supported by Patterson. Motion carried on unanimous roll call vote. GRETCHEN'S HOUSE @ LITTLE OAKS – 4TH QUARTER, 2005 Nancy Scarlet stated the 4th Quarter is back on the positive side and enrollment is up, virtually full. Patterson moved to Receive & File. Supported by Middleton. Motion carried on a voice vote. EMPLOYEE SELF-SERVICE DEMONSTRATION The Human Resources Department demonstrated how to access OakSource, a new Oakland County gateway to job-related resources and information. Middleton moved to Receive & File. Supported by Patterson. Motion carried on a voice vote. COMMUNICATIONS Coleman moved to Receive and File Communication Item A. A. Position Change Summary Report Supported by Scott. Motion carried on a voice vote.
