Chairperson Patterson called the meeting of the General Government Committee to order at
2:00 p.m. in Committee Room A, Commissioners’ Wing, County Service Center, Pontiac,
Michigan.

PUBLIC COMMENT
Commissioner Potter suggested that the Waterford School District investigate whether or not they
may be eligible for Intermediate School District funds through the use of special education millage
money. He was told that reimbursement is not possible for juvenile detention facilities.

1. DEPARTMENT OF HEALTH AND HUMAN SERVICES/CHILDREN’S VILLAGE, 2006 -2008
WATERFORD SCHOOL DISTRICT AGREEMENT (FOR RECONSIDERATION)
It is the mandate of statutory law that the Waterford School District shall educate all pupils within
its district. The resolution authorizes the execution of an agreement between Oakland County and
the Waterford School District for on -site educational services, including summer school, to be
provided by the Waterford School District at Children’s Village School, as well as secure detention
education sites located in J Building, A-North Building and A-South Building on the Children’s
Village campus. The agreement would be for three years, beginning July 1, 2006, through June
30, 2009, with annual budget negotiations to begin no later than February 28 of each year. The
net cost to Oakland County for the Fiscal Year 2006-2008 Children’s Village Operating Agreement
is $489,789. The funding for this agreement is subject to the County Board of Commissioners’
budget process.
Jerry Poisson was present today, and he explained that County administration and Water ford
Schools met and reviewed the Children’s Village School Operating Agreement between the
County of Oakland and the Waterford School District, and as a result of that meeting, the County
Executive’s recommendation to the Board of Commissioners is to acce pt the contract as it was
presented.
Commissioner Hatchett stated that there are things in the contract budget that could be removed,
and her position is still the same. She was concerned about the amount of money the County was
paying for the Children’s Village through this contract three years ago. She had asked for
comparisons within the State of the cost of facilities similar to Children’s Village, the lowest cost to
the highest cost facility. She had not received that information. For the faciliti es on the low end of
the cost scale, she wanted to know what programs they were offering. Mr. Wiseman distributed a
document that showed the costs from 2004 -2005 by all school districts.
Commissioner Kowall said she talked with several teachers that work at Children’s Village, people
at Waterford Schools, and she talked with Jody Overall, Manager, Children’s Village. She asked
them all some questions, and they were answered to her satisfaction. She does not want the kids
from Children’s Village going into the general population.
Commissioner Long expressed her disappointment that this contract was presented today as it
was originally. She said at least the driver’s education item could have been removed. Driver’s
Education is something that the public school students have to pay for. She was surprised and
disappointed that the County administration came back with the same budget recommendation.
Commissioner Crawford mentioned that the school districts are all supplemented in other ways
than just what they get from the State. Administration had done their due diligence, and the
$489,789 is an estimate of what it could cost Oakland County.
Mr. Wiseman explained that they average 200 students a day on an ongoing basis. At the end of
the year, they take a look at what the actual counts are for the year. Then it is reconciled through
their Finance Department and if the actual costs are lower, the difference is reimbursed back to
Oakland County. He explained that the cost for Children’s Village is subst antially lower than other

similar types of facilities.
Wilson moved approval of the attached suggested resolution. Supported by Kowall.
