Chairperson Moss called the meeting of the Finance Committee to order at 9:32 a.m., in the Board of
Commissioners' Committee Room A, Commissioners' Wing, County Service Center, Pontiac, Michigan.

9. DEPARTMENT OF HEALTH AND HUMAN SERVICES/CHILDREN’S VILLAGE, 2006 -2008
WATERFORD SCHOOL DISTRICT AGREEMENT
Children’s Village is reque sting authorization to enter into a three -year contract with the Waterford School
District to provide education and administrative staff for the residents of the Village. State statute requires
that the Waterford School District educate all pupils within its district and allows the District to enter into
agreements or cooperative arrangements with other entities as part of performing the function of the school
district. Total net cost for the 2006/2007 Fiscal Year is $48 1,002, a decrease of $129,606 fro the previous
amended agreement of $610,608. The gross school district cost of $2,545,089 for the 2006/2007 school

year includes $2,064,987 eligible for reimbursement by State Aid and Court Placed Student
Reimbursement, leaving a net expense of $48 1,002 eligible for 50% reimbursement up to cap by the State
Child Care Fund. Funding for the contract has been included in the Executive’s Recommended FY 2007
budget. Therefore, no budget amendment is necessary.
Melton moved to amend the resolution to add severa l BE IT FURTHER RESOLVED paragraphs.
Supported by Zack.
BE IT FURTHER RESOLVED that the funding for this agreement is approved for a one
(1) year budget.
BE IT FURTHER RESOLVED that annual budgets under this agreement are subject to
the Oakland County Board of Commissioners annual approval through the committee
process.
BE IT FURTHER RESOLVED that the County executive Administration and Waterford
School District will engage in conversations with the Oakland Intermediate School District to
identify Children’s Village’s eligibility for additional special education or vocational funding or
support services.

Motion failed.
Palmer moved approval of the attached suggested Fiscal Note. Supported by Crawford.
Motion carried on a roll call vote with Melton, Coulter and Zack voting no.
