Supported by Scott. Motion carried on a voice vote. PUBLIC COMMENT None MR #06172 SHERIFF'S OFFICE – CONTRACT FOR COURT SECURITY AT THE 50TH DISTRICT COURT – PONTIAC FOR 2006/2007/2008 Judge Bowman of the 50th District Court has ordered the Sheriff to provide security for the 50th District Court in Pontiac and for the City of Pontiac to pay for this service. The contract calls for the creation of one FTE Deputy II position, four FTE Deputy I positions and four PTNE 1,000 hr./yr Court Deputy II positions. Six prep radios, two PC’s with printer and five Tasers will be added to the County inventory. Future level of service, including personnel is contingent upon the level of funding associated with this contract. The contract also contains a provision for the State of Michigan to withhold funds due the Court or the City of Pontiac and assign those funds to offset any deficiency to the County. In addition the County Treasurer is entitled to set-off and retain any amounts due the Court from Delinquent Tax Revolving Fund or any other source of funds due the Court o r City of Pontiac in the possession of the County to partially or completely offset any deficiency by the Court. Scott moved the Personnel Committee Report to the full Board with the recommendation MR #06172 be adopted. Supported by Coleman. Motion carried on a roll call vote with Hatchett voting no. MR #06170 52ND DISTRICT COURT, DIVISION I – SOBRIETY COURT FEE INCREASE AND CREATION OF PROBATION OFFICER I POSITION In 2001 the 52nd District Court, Division I implemented a Sobriety Court to address the problems of increasing recidivism, increasing use of alcohol and illegal drugs, rising costs and an increase in jail days. A Sobriety Court Fee was established and imposed on all offenders convicted of drinking and driving related charges and to support the continuation of the Drug Court program. The program currently supports two Probation Officer II positions and one grant funded Probation Officer I position. The grant is expiring and the Court is requesting the creation of one Probation Officer I position to be funded by an increase in the Sobriety Court Fee from $130 to $240 in the 52 nd District Court, Division I. Moss moved the Personnel Committee Report to the full Board with the recommendation MR #06170 be adopted. Supported by Patterson. Motion carried on a roll call vote with Scott voting no. Personnel Committee Page 3 September 13, 2006 AFFIRMATIVE ACTION REPORT The Board of Commissioners passed MR #9947 committing the County to the goal of having a workforce that closely reflects the number of minorities and females in the surrounding civilian labor market. The goals cited in the report were based on the 1990 census. It is indicated the 2000 census will be used to update the county’s goals for future reports. Based on Occupational Categories Oakland County did not meet its Affirmative Action goals for Females in the categories of Protective Service Workers, Skilled Craft Workers or Service/Maintenance. The goals were not reached for Minorities in the categories of Officials and Administrators, Professionals, Technicians, Protective Service Workers, Skilled Craft Workers or Service/Maintenance. However, as of December 31, 2005 the County’s overall workforce was comprised of 3,622 full -time employees of which 13.9% were minorities (up from 13.5% in 2004) and 54% were females (down from 54.6% in 2004). OTHER BUSINESS/ADJOURNMENT Human Resources announced the First Annual Wellness Fair to be held Friday, September 15, 2006 from 10:00 a.m. to 3:00 p.m. at Waterford Oaks Activity Center. This is open to all County employees, their families and retirees. Also on October 6, 2006 there will be a “cook off” to create a wellness cookbook. Chairperson Jamian announced that the County will be conducting an audit of Blue Cross/Blue Shield activities in the role of administrator of medical claims for the County. Commissioner Hatchett had some questions regarding summer employment and the failure to reach the minority goal of total positions hired. Ms. Scarlet indicated she recognized this and Human Resources will be working diligently to reach the goals in the future. Personnel Committee Page 4 September 13, 2006 OTHER BUSINESS/ADJOURNMENT (Continued) Commissioner Coleman stated that while the NACo prescription plan has been successful in Oakland County the program will be advertised again in an effort to reach a larger audience.
