Chairperson Long called the meeting of the General Government Committee to order at 9:32
a.m. in Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

PUBLIC COMMENT
Commissioner Scott expressed his support for Anthony Bartolotta to be appointed to the Criminal
Justice Coordinating Council. Commissioner Kowall indicated that she was dismayed and
disgusted with the behavior of the frie nds, families and constituents of the minority party at the
evening Board meeting held on Thursday, January 4 th. She indicated that there was a complete
lack of decorum, and she was disappointed that none of the commissioners from the minority party
tried to put a stop to it.
APPROVAL OF THE PREVIOUS MINUTES
Crawford moved approval of the minutes of December 4, 2006, as printed. Supported by
Gingell.
Motion carried on a voice vote.

1. PARKS AND RECREATION COMMISSION – IN SUPPORT OF THE ACCEPTANCE OF THE
2006-2007 COMMUNITY FORESTRY GRANT
The Michigan Department of Natural Resources, through the Urban & Community Forestry
Program, has awarded the Oakland County Parks and Recreation Commission $3,000 in grant
funding for the period of October 1, 2006 through September 1, 2007. There is a required County
match of $3,000, which is available in the Parks and Recreation Fund, making the total project
cost $6,000. The funds would be used to replace trees at Groveland Oaks due to the devastation
of a lot of the trees caused by the Emerald Ash Borer. The resolution authorizes the acceptance
of the $3,000 in grant funding and authorizes the Oakland County Parks and Recreation
Commission to enter into the grant agreement associated with this p rogram.
Crawford moved approval of the attached suggested resolution. Supported by Kowall.
2. BOARD OF COMMISSIONERS/LIBRARY BOARD – LIBRARY FUND APPROPRIATION FOR
TRAVEL AND CONFERENCE
Library Board has participated in the Federal Depository Library Program since 1987. On
November 22, 2006, the Oakland County Library Board had voted to authorize a staff person to
attend the Interagency Depository Training Seminar sponsored by the Federal Depository Library
Program. This seminar will be held in Washington D.C.at the Library of Congress this year. The
Library Board has estimated that the cost of sending a staff person to be $2,000.00, which
includes airfare and hotel and meals for five days. There is no cost to attend the seminar itself.
The resolution approves an appropriation of $2,000.00 from Designated Fund Balance – Library
Fund to Library Board for Travel and Conference in the Fiscal Year 2007 Budget. Any advance
payments and/or reimbursements for travel and conference related expenses would f ully comply
with the Oakland County Travel Policy and Procedures.
Suarez moved approval of the attached suggested resolution. Supported by Gingell.
Motion carried on a roll call vote with Potter and Nash absent.
3. BOARD OF COMMISSIONERS – APPOINTMENT TO THE CRIMINAL JUSTICE
COORDINATING COUNCIL
There are vacancies on the Criminal Justice Coordinating Council for two Represen tatives of the
public at large. We have received six applications, and it is to the discretion of the General
Government Committee whether interviews will be conducted to decide which individuals would be
recommended to the full Board. Eric Wilson has requested to withdraw his application from
consideration.
Crawford moved that the General Government Committee interview all five of the interested
applicants at the next General Government Committee meeting on Monday, January 22,
2007. Supported by Jacobsen.
Motion carried on a roll call vote with Potter and Nash absent.

Kowall moved to receive and file the Communications. Supported by Potts.
Motion carried on a voice vote.
OTHER BUSINESS/ADJOURNMENT
Chairperson Long appointed Eileen Kowall, Hugh Crawford, herself, Christine Long, and
David Coulter to the Legislative Study Group to allow the group to continue its work as a
liaison to the Board of Commissioners’ lobbying firm. The meetings would take place on
Mondays after the General Government Committee meeting. Commissioner Gregory will
speak with Commissioner Coulter to confirm that he wishes to continue to serve on the
study group.
There being no other business to come before the committee, the meeting was adjourned at 9:43
a.m.
