Supported by Woodward. Motion carried on a voice vote. PUBLIC COMMENT None Chairperson Douglas brought up the issue of changing the time of the P lanning & Building Committee meetings from 9:00 a.m. to 9:30 a.m. Some of the members did mention that they had difficulties making it here by 9:00 a.m. There were no objections to changing the time to 9:30 a.m. for future meetings. FACILITIES MANAGEMENT – PURCHASE OF APPROXIMATELY 9.53 ACRES, PARCEL NO. 08-19-351-003 (PART) FOR FUTURE SITE OF 52-2 DISTRICT COURTHOUSE On April 6, 2006, per the rules and procedures of the Oakland County Board of Commissioners , the Planning and Building Committee authorized staff to obtain appraisals and begin negotiations for the purcha se of two parcels totaling approximately 10 acres located on Dixie Highway, near I-75 in Independence Township for the future construction of a new 52 -2 District Courthouse facility. On November 30, 2006, the Oakland County Board of Commissioners approved and accepted a purchase for the acquisition of the property for $2,500,000, subject to obtaining a Phase One Environmental Assessment. At this time, a Phase One Environmental Assessment has been received, which indicates the property has no recognized en vironmental conditions. The final parcel split survey resulted in the County purchasing a total of 9.53 acres with a final purchase price of $2,383,069. Items still in process include receipt of an Alta survey, final title commitment and completion of th e operating easement agreement. The anticipated completion date of the purchase is by the end of January 2007. Jacobsen moved to receive and file the document titled, “Future Site of 52 -2 District Courthouse Land Purchase Update. Supported by Gingell. Motion carried on a voice vote. 2. FACILITIES MANAGEMENT - OVERVIEW Dave Ross, Director, Facilities Management, introduced himself, Bob Larkin, Paul Hunter and Mike Hughson to the committee and gave a brief description of their responsibilities. The facilities that they are responsible for include 46 county -owned facilities and five leased spaces, which totals to almost 2 million square feet. They have about 80 acres of parking lots that they are responsible for. The County Service Center is 453 acres . He gave a brief history of the land and buildings within the County Service Center. There are 97 acres of land that the County owns that is off campus, which includes the South Oakland Health Center and an office building in White Lake. The average cost for maintenance operations of these facilities is $12.03 per square foot. a. FACILITIES MANAGEMENT – 2007 – 2011 CAPITAL IMPROVEMENT PROGRAM Every January Facilities Management communicates with all the department heads to find out what their projected needs are for their facilities. Then Facilities Management starts making plans for those needs. It takes a lot of time to develop accurate estimates for projects that are going to be five or six years out. Mr. Ross gave a brief overview from information on Page 2 of the 2007-2011 Capital Improvement Program. He mentioned the 2007 Roof Replacement Program, which is projected to cost $285,000. He talked a little about the Jail Renovation and Visitation Addition, which is projected to cost $4,900,000. These requests have already been approved by the Planning & Building Committee. Once the County Executive moves all of his staff out of the current facility, Facilities Management will work on consolidating the Health Department into the existing County Executive Office building. Then they could move Veterans’ Services, Co -op and Community Corrections into the current Health Division building. They also need to consider the facilities at Oakland Pointe where half of the Friend of the Court staff is. There are plans for an addition and renovations to the Oakland Pointe facility to accommodate relocating the caseworkers and support staff for Friend of the Court into that facility so that all Friend of the Court staff would be in one location. FACILITIES MANAGEMENT – OAKLAND COUNTY SERVICE CENTER 2002-2012 “A FORWARD LOOK” This is a booklet that first gives some history of the Oakland County Service Center, and there is a map that identifies all of the buildings in the center. It shows the current s ervice center with the forecasted capital improvement projects that are planned in 2007. Then it shows a map of what the plans are for the service center by 2012, which include s capital improvement projects such as an extensive renovation and addition to the courthouse. c. FACILITIES MANAGEMENT – 2004 FACILITIES REPORT Dave Ross highlighted a few things in this report that was submitted to the Planning & Building Committee last year. It gives a little history of each building and the year of construction. In regards to the utilities for the Service Center, the County buys electrical at a primary rate. There is a switch house , and the distribution system is owned by the County. There is also a power house tunnel system for steam, and that power house can be fueled by natural gas or fuel oils. It also has an emergency generator. Water for the Service Center on the east side of Telegraph is purchased from the City of Pontiac, and water servicing the west side of Telegraph is purchased from Waterford To wnship. d. FACILITIES MANAGEMENT – ENGINEERING – SERVICE CENTER 88-ACRE MASTER PLAN (FOR 5 NEW COMMITTEE MEMBERS) This booklet was only included in the packets of the new commissioners on the committee. This master plan includes a spreadsheet site plan that shows a proposed plan for the 88 acres that the County purchased from the State of Michigan. Assuming there is a need, there would be another jail immediately south of the existing jail. The current jail is just too large to manage, and the booking area is a problem. 3. FACILITIES MANAGEMENT – 2007 FACILITY INSPECTION The 2007 Inspection List was passed around to all of the committee members to allow them to sign up to conduct inspections of these facilities. These inspections must be condu cted by September of this year. The commissioners need to contact Dick Johnston to coordinate dates and times for these inspections. INFORMATIONAL ITEMS A.
