PERSONNEL COMMITTEE MEMBERS PRESENT: Tom Middleton, Bradford Jacobsen, George Suarez, Sue Ann Douglas, Mike Rogers, John A. Scott, Robert Gosselin, Helaine Zack, Mattie Hatchett, and Karen Spector PERSONNEL COMMITTEE MEMBERS ABSENT WITH NOTICE: Eric Coleman OTHERS PRESENT: Human Resources Nancy Scarlet, Director Mary Pardee, Supervisor Cathy Shallal, Manager Heather Mason, Analyst Jennifer Mason, Manager Karen Jones, Supervisor Board of Commissioners Larry Doyle, Administrative Director Sheryl Mitchell, Senior BOC Analyst Nancy Wenzel, Committee Coordinator APPROVAL OF MINUTES OF December 6, 2006 Scott moved to approve the minutes of December 6, 2006 as printed. Supported by Rogers Motion carried on a voice vote. HUMAN RESOURCES DEPARTMENT OVERVIEW Nancy Scarlet, Director of the Human Resources Department highlighted the responsibilities handled by the department and contact information for each of the Divisions/Units. Scott moved to Receive & File. Supported by Rogers. Motion carried on a voice vote. APPOINTMENTS – CLASSIFICATION DETERMINATION HEARING SUBCOMMITTEE The Classification Determination Hearing Subcommittee was established in 1995 to hear appeals of Human Resource’s job studies as outline in Merit Rule 3. Th e Subcommittee is composed of three Commissioner members and one alternate. Chairperson Middleton suggested the appointment of Brad Jacobsen, George Suarez and Tom Middleton as members of the Subcommittee with Mattie Hatchett as alternate. Rogers moved approval of the appointments. Supported by Zack. Motion carried on a voice vote. APPOINTMENTS – JOB EVALUATION REVIEW PANEL The Job Evaluation Review Panel hears employee appeals resulting from Salary Grade Review studies conducted by the Human Resources Department. The Panel consists of five members and alternates including two Commissioner appointments by the Board, one member appointed by the County Executive, the Chief Circuit Judge and one member by the other elected officials (County Clerk, Sheriff, Prosecutor, Treasurer and Drain Commissioner). Chairperson Middleton suggested the appointment of Commissioners John A. Scott, and Eric Coleman with George Suarez as alternate. Douglas moved the Personnel Committee Report to the General Government Committee the suggested appointments. Supported by Douglas. Motion carried unanimously on a roll call vote with Coleman absent. Prosecuting Attorney, Circuit Court – Family Division, Children’s Village and Community Corrections: PY 2007 Juvenile Accountability Block (JABG) Grant Application Supported by Jacobsen Motion carried on a voice vote OTHER BUSINESS/ADJOURNMENT Nancy Scarlet notified the Committee applications for summer jobs will be opened on February 20th and closed two weeks later, March 6 th. Commissioner Hatchett expressed concern regarding the low percentage of summer employees residing in the City of Pontiac.
