HUMAN RESOURCES DEPARTMENT OVERVIEW – LABOR RELATIONS
Karen Jones, Supervisor explained the Labor Relations Division of Human Resources deals
with employee relations and EEO areas of the Department. They investigate any i nternal
complaint that has to do with EEO legislation and also under the American With Disabilities
Act. They compile statistical information and review hiring guidelines. The Division is
awaiting information from the State regarding implementation of Pr oposal 2. They also
administer and answer questions relating to the Merit System rules , general County policies
and deal with union contracts. The Division also deals with employee discipline suggesting
appropriate action.
HUMAN RESOURCES DEPARTMENT – FISCAL YEAR 2005 - 2009 LABOR AGREEMENT FOR
EMPLOYEES REPRESENTED BY THE OAKLAND COUNTY EMPLOYEES UNION (OCEU)
This contract covers approximately 380 employees and provides for a 2% increase for Fiscal Year 2006; a 2%
increase for Fiscal Year 2007 and the same increase as provided the general non-represented employees for
Fiscal Year 2008 plus a wage re-opener for Fiscal Year 2009.
Scott moved approval of the attached suggested resolution. Supported by Douglas.
Motion carried unanimously on a roll call vote with Zack absent.
HUMAN RESOURCES DEPARTMENT OVERVIEW – SELECTION AND PLACEMENT
The Selection and Placement Division handles all of the internal and external hiring processes for the County
adhering to the Federal and State laws plus the Merit System Rules proactively recruiting a diversified
applicant pool. Applicants are tested and placed on an eligibility list if qualified. A new paperless application
process is being developed; the Committee viewed a draft tutorial of this process.
Coleman moved to Receive & File. Supported by Douglas.
Motion carried on a voice vote with Zack absent.
HUMAN RESOURCES DEPARTMENT – EXTENSION OF MERIT SYSTEM ELIGIBILITY LISTS
Section VI-H-1, of Merit System Resolution #4606 allows for the extension of t he eligible lists for six months
with the approval of the Board of Commissioners. Human Resources is requesting the extension of sixteen
lists.
Coleman moved to approve the extension of the requested sixteen lists. Supported by Gosselin.
Motion carried unanimously on a roll call vote with Zack absent.

HUMAN RESOURCES DEPARTMENT – SALARY ADMINISTRATION PLAN 1ST QUARTERLY REPORT
FOR FY 2007
The Salary Administration Plan approved by the Board of Comm issioners for Salary Grades 1 – 21 provides a
process for departments and employees to request a review of the salary grade placement of clas sifications.
Human Resources is requesting approval of their recommendations for the six classifications reviewed this
quarter and the deletion of the unused classification title of Chief Auditing Special Projects Engineer.
Rogers moved approval of the attached suggested resolution. Supported by Coleman

Commissioner Hatchett had some questions regarding the Vacancy Report, Item C.
Several of the vacant positions are in the Medical Care Facility, a decision was made last
fall to not fill these positions with full time employees and use part time non eligible and
agencies to provide staff during the transition to Cienna.

There being no further business to come before the Committee the meeting was adjourned
at 10:47 a.m.
