Chairperson Potter called the meeting of the Public Services Committee to order at 1:32 p.m. in Committee

AGENDA ITEMS
1. 52nd DISTRICT COURT AND INFORMATION TECHNOLOGY MAINFRAME ENHANCEMENT
PROJECT
Currently the 52nd District Courts support its case processing and computer operating system through
Oakland County’s IBM Mainframe System. This system is currently in need of upgrades and
enhancements to provide the Court with the ability to operate with new technology to effectively use
County resources efficiently and effectively. This project will be implemented and supported by the
Oakland County Information Technology Department. It will take several years to fully implement and
two years of concurrent effort to convert all data and records. The total project cost is $1,347,051.
Gershenson moved approval of the attached sug gested resolution. Supported by Spector.

2. OAKLAND COUNTY CIRCUIT COURT AND OAKLAND COUNTY CLERK – REQUEST FOR
FUNDING TO IMPLEMENT A THIRD PARTY VENDOR E -FILING SYSTEM TO ALLOW THE
COURT, ATTORNEYS, AND PR O SE LITIGANTS TO FILE AND SERVE COURT DOCUMENTS
ELECTRONICALLY, VIA THE INTERNET
This item was held over from the February 27, 2007 Public Services Committee meeting to allow
Wiznet an opportunity to demonstrate their system. All Commissioners were notified of and invited to
attend this presentation.
The Oakland County Circuit Court and Clerk’s Office continue to explore new ways of doing business
and ways to improve efficiency and provide better service to the public. The first two components of
their Electronic Document Management System (EDMS) have been implemented; Electronic
Workspace allows judges and court staff to electronically access, route, manage and utilize E -
Documents and Electronic @ccess which makes case information, the Register of Acti ons, and court
documents available via the internet to the general public and attorneys. This request is for
implementation of the E -filing project and its various components. The EDMS Advisory Committee is
recommending a contract with Wiznet creating a mandatory environment, allowing a filing fee of $5
(with e-service $8) advanced pilot stag e with one judge beginning August 1, 2007 for “C” and “N” civil
case types and three other judges beginning January 1, 2008 for “C” and “N” civil case types. The
Department of Technology has determine d $95,160 in funding will be needed for both source system
consulting and project management. It is projected this initial $95,160 outlay in funding will be paid
back within the second year of operation and then produce a new source of revenue annually, via
electronic filing/service fees generated.
Messrs Schott and Schwartz from Wiznet demonstrated their e -filing system and were available for
questions.

Middleton moved approval of the attached suggested resolution. Supported by Gregory.
Burns moved to amend the resolution by adding a BE IT FURTHER RESOLVED paragraph:
“BE IT FURTHER RESOLVED this request come back to the Public Services Committee for review
and approval prior to the proposed expansion beyond the initial four judge pilot program.”
Supported by Potts.
Motion to amend failed on a roll call vote:
Potter, Scott, Gershenson, Middleton, Gingell, Gregory and Spector – no
Potts and Burns – yes
Gershenson moved to amend the resolution by adding a BE IT FURTHER RESOLVED paragraph:
“BE IT FURTHER RESOLVED the Circuit Court Administrator report back to the Public Services
Committee prior to the proposed expansion of this project to include other Judges beyond t he pilot
program.”
Motion to amend carried unanimously on a roll call vote.
Middleton moved to amend the resolution in the NOW THEREFORE BE IT RESOLVE D paragraph
by changing the word “supports” to “approves”. Supported by Gingell.
Motion to amend carried on a voice vote.

3. CIRCUIT COURT – USE OF MEDIATION FUNDS
The Board of Commissioners established the Circuit Court Civil Mediation Fund to be used to help pay for
Circuit Court enhancements and improve ments as requested by the Court. The Court is requesting
$148,200 from this fund for the purpose of purchasing furniture for courtrooms, office/administration and
jury room; OCBA Bench/Bar Conference expenses and jury assembly room cable or satellite.
Potts moved approval of the attached suggested resolution. Support ed by Gershenson.
Motion carried unan imously on a roll call vote .
