Chairperson Potter called the meeting of the Public Services Committee to order at 1:35 p.m. in Committee
Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

AGENDA ITEMS
1. COUNTY EXECUTIVE – EMERGENCY RESPONSE AND PREPAREDNESS SUPPLEMENTAL
HAZARDOUS MATERIALS EMERGENCY PREPAREDNESS 2005-06 GRANT FUNDING AMENDMENT
The U.S. Department of Transportation provides funds to Local Emergency Planning Committees for the
purpose of enhancing hazardous material response planning. Oakland County processed a grant
agreement for $6,950 with a required in -kind match of $1,390. Oakland County has been notified that it has
been awarded additional funds in the amount of $11,345.88 for a total award of $18,295.88.
Gregory moved approval of the attached suggested reso lution. Supported by Gingell.

2. SHERIFF’S OFFICE – ESTABLISHMENT OF STANDARD FIRE DISPATCH SERVICES
AGREEMENTS, APRIL 1, 2007 – MARCH 31, 2012
For several years the County of Oakland and the Oakland County Sheriff have contracted with Addison,
Brandon, Commerce, Groveland, High land, Independence and Springfield Townships and the North
Oakland Fire Authority to provide fire dispatch for these communities. The current agreement will expire on
March 31, 2007. This resolution will extend these contracts to March 31, 2012 and add o ne GF/GP
Dispatch Specialist position in the Sheriff, SEPTC Communications Unit. Positions continued and created
in this resolution are contingent upon continuation of contract funding. Negotiations are continuing with
Springfield Township at this time.

3. SHERIFF’S OFFICE – POLICE DISPATCH SERVICES FOR THE CITY OF THE VILLAGE OF
CLARKSTON FOR 2007 – 2012
The Sheriff’s Office enters into contractual agreements for the purpose of Police Dispatch services.
The City of the Village of Clarkston has requested the Sheriff’s Office dispatch their police ca lls. This
agreement calls for the City of the Village of Clarkston to pay the County $1,141.25 per calendar month
for the first year of this agreement, $1,175.50 per calendar month for the second year, $1,246.00 per
calendar month for the third year, $1,283.50 per calendar month for the fourth year and $1,322.00 per
calendar month for the fifth year.

Middleton moved to amend paragraph 11 of the contract by changing the amounts to $400 per
calendar month for the first year, $425 fo r the second year, $450 for the third year, $450 for the
fourth year and $450 for the fifth year. Supported by Scott.
Gershenson moved to postpone this item to the May 1, 2007 Public Services Committee meeting
providing Corporation Counsel has no ob jection to extending the current contract. Supported by
Middleton.
Motion to postpone carried on a voice vote .

4. SHERIFF’S OFFICE – POLICE DISPATCH SERVICES FOR THE CITY OF LAKE ANGELUS
The Sheriff’s Office enters into contractual agreements for the purpose of Police Dispatch services.
The City of Lake Angelus has requested the Sheriff’s Office dispatch their police ca lls. This agreement
calls for the City of Lake Angelus to pay the County $1,521.66 per calendar month for the first year of
this agreement, $1,567,.33 per calendar month for the second year, $1,661.33 per calendar month for
the third year, $1,711.33 per calendar month for the fourth year and $1,762.66 per calendar month for
the fifth year.

Scott moved approval of the attached suggested res olution. Supported by Middleton.
Scott moved to amend paragraph 11 of the contract by changing the amounts to $400 per
calendar month for the first year, $425 for the second year, $450 for the third year, $450 for the
fourth year and $450 for the fifth year. Supported by Middleton .
Scott moved to postpone this item to the May 1, 2007 Public Services Committee meeting
providing Corporation Counsel has no objection to extending the current contract. Supported by
Spector.
Motion to postpone carried on a voice vote .
5. SHERIFF’S OFFICE – POLICE DISPATCH SERVICE FOR OAKLAND COMMUNITY COLLEGE
FOR 2007-2012
The Sheriff’s Office enters into contractual agreements for the purpose of Police Dispatch services.
Oakland Community College has requested the Sheriff’s Office dispatch their police calls. This
agreement calls for Oakland Community College to pay the County $82,170 for 2007; $89,338 for
2008; $99,680 for 2009; $102,460 for 20 10 and $111,006 for 2011.
Gingell moved approval of the attached suggested resolution. Supported by Potts.
Motion carried unanimously on a roll call vote.
6. SHERIFF’S OFFICE – DISPOSITION OF K-9 DOG
“Teddy” has faithfully served the County of Oakla nd for approximately eight years and is eligible to
retire. Due to the unique bond developed between Teddy and his handler Detective Chris Topacio the
Sheriff is recommending Teddy be sold to Deputy Topac io for a nominal fee ($1).
Burns moved approval o f the attached suggested resolution. Supported by Spector.
Motion carried unanimously on a roll call vote.
7. SHERIFF’S OFFICE – ADDITION OF K-9 DOG
Deputy Topacio has purchased Raine, a Belgian Malinois, who has been successfully trained and
certified in the areas of Narcotics Detection, Article Searches, Tracking and Obedience. Deputy
Topacio has agreed to sell Raine to Oakland County for the nominal sum of $1.00 on the condition that
Raine be sold back to him for the same sum upon Deputy Topacio’s transfer from the K -9 unit or at the
end of Raine’s service life, whichever comes first.
Gregory moved approval of the attached suggested resolution. Supported by Scott .
