Chairperson Middleton led the Committee in the recitation of the Pledge of Allegiance. APPROVAL OF MINUTES OF February 28, 2007 Suarez moved to approve the minutes of February 28 , 2007 as printed. Supported by Douglas. Motion carried on a voice vote with Scott, Gosselin, Coleman and Hatchett absent. PUBLIC COMMENT None MR #07076 SHERIFF’S OFFICE – ESTABLISHMENT OF STANDARD FIRE DISPATCH SERVICES AGREEMENTS, APRIL 1, 2007 – MARCH 31, 2012 The Board of Commissioners permits the Sheriff’s Office to enter into contracts with townships, villages and cities for the purpose of providing Sheriff dispatch services. Addison, Brandon, Commerce, Groveland, Highland, Independence and Springfield Townships and the North Oakland Fire Authority have expressed an interest in entering into a new five year fire dispatch service agreement. Additionally this resolution requests the creation of one new GF/GP Dispatch Specialist in the Sheriff, SEPTC, Communications Unit and the continuation of one GF/GP Office Assistant II position in the Sheriff, SEPTC, Communications Unit. The position continued and created in this resolution are contingent upon continuation of contract funding. Dale Cunningham informed the Committee that Risk Management has requested a change in the contract reducing liability insurance from $1,000,000 to $500,000. Corporatio n Counsel is in the process of correcting this. The new contract should be available at the April 19 th Finance meeting or at the latest the Board meeting of April 26 th. Suarez moved the Personnel Committee Report to the Board with the recommendation MR #07076 be adopted. Supported by Douglas. Motion carried unanimously on a roll call vote with Scott, Gosselin, Coleman and Hatchett absent. Personnel Committee Page 3 April 18, 2007 HUMAN RESOURCES DEPARTMENT – FISCAL YEAR 2007 WAGE AND BENEFIT REOPENER FOR EMPLOYEES REPRESENTED BY THE MICHIGAN NURSES ASSOCIATION (MNA) This contract covers approximately 126 Public Health Nurses and provides for a 2% increase with the pay period beginning September 30, 2006. The employees represented b y this bargaining unit’s health care will be consistent with MR #06114 with modifications effective with the ratification of this agreement. Rogers moved approval of the attached suggested resolution. Supported by Suarez. Motion carried unanimously on a roll call vote with Scott, Gosselin, Coleman and Hatchett absent. PROSECUTING ATTORNEY, CIRCUIT COURT – FAMILY DIVISION, CHILDREN’S VILLAGE AND COMMUNITY CORRECTIONS: PROGRAM YEAR 2007 JUVENILE ACCOUNTABILITY BLOCK GRANT (JABG) ACCEPTANCE The Department of Human Services has awarded grant funding to the Prosecuting Attorney, Circuit Court – Family Division, Children’s Village and Community Corrections under the Juvenile Accountability Block Grant (JABG) for the Period of April 1, 2007 through March 31, 2008. The grant total of $169,037 includes $152,133 from the State as a Federal pass through, and the balance of $16,904 is the County’s match. The grant award provides funding for Juvenile Drug Court equipment, Peer Groups to address the problem of high recidivism, a Teen Court to provide a justice model within a peer setting, Prosecuting Attorney juvenile offender backlog reduction staffing, Children’s Village security equipment, a Juvenile Forum, and equipment to provide multi-departmental information sharing. The grant continues funding for one Probation Officer I position and one part-time non-eligible Assistant Prosecutor II position in the Prosecutors Office. The grant discontinues partial funding for one SR Youth and Family Caseworker II position in the Circuit Court – Family Division. The position is currently funded 27% by the State Court Administrator Office and 73% funded by the Child Care Fund. Acceptance of this grant does not obligate the County to any future commitment; continuation of the special revenue positions is contingent upon future levels of grant funding. Zack moved the Personnel Committee Report to the Board with the recommendation the aforementioned resolution be adopted. Supported by Spector. Zack moved to amend the resolution in the NOW THEREFORE BE IT RESOLVED paragraph: the “Michigan Family Independence Agency” be corrected to read, the “Department of Human Services”. Supported by Douglas Motion to amend carried on a voice vote with Scott, Gosselin, Coleman and Hatchett absent. Main motion as amended carried unanimously on a roll call vote with Scott, Gosselin, Coleman and Hatchett absent. Personnel Committee Page 4 April 18, 2007 HUMAN RESOURCES DEPARTMENT OVERVIEW – COMPENSATION & WORKFORCE PLANNING UNIT Mary Pardee distributed information regarding the responsibilities of the Compensation & Workforce Planning Unit including: Salary Grade Reviews, Job Audits, Appeals/Salary Grade Review & Classification Audit, Agenda Items, Budget Analysis, Emergency Salaries, Organization Charts, Position Forecast Checking, Job Descriptions and Annual Leave Waivers. Zack moved to Receive & File. Supported by Spector. Motion carried on a voice vote with Scott, Gosselin, Coleman and Hatchett absent. HUMAN RESOURCES DEPARTMENT OVERVIEW – EMPLOYEE BENEFITS Dean Shackelford highlighted the responsibilities of the Employee Benefits Unit briefly explaining how employees can access their personal information via OakSource and the Oakland County Employee & Retirement Benefits Website.
