Chairperson Long called the meeting of the General Government Committee to order at 9:30
a.m. in Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

AGENDA ITEMS
1. PARKS AND RECREATION COMMISSION – AMENDMENT TO RED OAKS GOLF COURSE
LEASE
Pursuant to Miscellaneous Resolution #04151, the County of Oakland approved a 50 -year lease
with the George W. Kuhn Drainage District for the property located in Madison Heights for the
purpose of the Red Oaks Golf Course. The George W. Kuhn Drainage District acquired Parcel
No. 25-12-203-007, which is contiguous to the Red Oaks Golf Course. The parcel is currently not
included in the premises leased by the County. The resolution approves the First Amendment to
the lease between the County of Oakland and the George W. Kuhn Drainage District for the
property at the Red Oaks Golf Course to include Parcel No. 25 -12-203-007.
Crawford moved approval of the attached suggested resolution. Supported by Gregory.
Motion carried on a roll call vote with Hatchett, Kowall, Jacobsen and Greimel absent.
2. PARKS AND RECREATION COMMISSION – AMENDMENT TO RED OAKS WATER PARK
LEASE
Pursuant to Miscellaneous Resolution #04150, the County of Oakland approved a 50 -year lease
with the George W. Kuhn Drainage District for the property located i n Madison Heights for the
purpose of the Red Oaks Water Park. There is a need for additional property for overflow parking
for the Red Oaks Water Park and a proposed dog walking area. The resolution approves the First
Amendment to the Lease between the County of Oakland and the George W. Kuhn Drainage
District for the property at the Red Oaks Water Park to include property identified in Exhibit B of
the agreement for overflow parking and proposed dog walking areas.
Crawford moved approval of the attached suggested resolution. Supported by Suarez.
Motion carried on a roll call vote with Hatchett, Kowall, Jacobsen and Greimel absent.
3. MR #07125 – BOARD OF COMMISSIONERS – SUPPORT SB 438,439 TO INCLUDE
VOTER REGISTRATION ON LICENSE APPLICATIONS FOR HUNTING, FISHING, FUR
HARVESTING
Senate Bill 438 would provide another opportunity for vote r registration by providing a space on
applications for hunting, fishing and fur harvesting licenses. The resolution requests that the
Michigan State Legislature approve SB 438 and SB 439 to help register more citizens to vote.
Crawford moved to report to the full Board with the recommendation that the resolution be
adopted. Supported by Gingell.
Motion carried on a roll call vote with Kowall and Jacobsen absent.
4. MR #07126 – BOARD OF COMMISSIONERS – SUPPORT OF SENATE BILLS 440, 441,
442, 443 TO PROTECT HUNTING AND FISHING ON STATE OWNED PROPERTY IN
MICHIGAN UNDER THE DEPARTMENT OF NATURAL RESOURCES
The resolution reflects that the Oakland County Board of C ommissioners supports the rights of
Michiganians to hunt, fish and fur harvest on State -owned property under the regulation of the
Department of Natural Resources (DNR) as specified in Senate Bills 440, 441, 442 and 443, which

have to do with promoting the exercise of the people’s right to lawfully hunt, fish and harvest game
that are the property of the State.
Crawford moved to report to the full Board with the recommendation that the resolution be
adopted. Supported by Gingell.
Motion carried on a roll call vote with Hatchett, Gregory, Suarez and Nash voting no and
Kowall absent.
5. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – 2007 MARCH
OF DIMES CHAPTER COMMUNITY GRANT AWARD FOR THE TRANSPORTATION OF
PREGNANT WOMEN – GRANT ACCEPTANCE
The lack of transportation has been documented as a primary barrier to accessing prenatal care.
The Oakland County Health Division has been awarded $15,000 by the March of Dimes Michigan
Chapter under its Transportation for Pregnant Women Project. The res olution approves the 2007
March of Dimes Chapter Community Grant Award for the Transportation of Pregnant Women
Agreement in the amount of $15,000.
Potts moved approval of the attached suggested resolution. Supported by Gingell .
Motion carried on a roll call vote with Kowall absent.
6. MR #07138 – BOARD OF COMMISSIONERS – REQUIRE OAKLAND COUNTY HEALTH
DEPARTMENT TO PROVIDE CONSUMERS WITH EDUCATIONAL BROCHURE FOR
REPORTING SEVERE ADVERSE REACTIONS TO THE FEDERAL DRUG ADMINISTRATION
AND THE VACCINE ADVERSE EVENT REPORTING SYSTEM
The resolution requires the Oakland County Health Division to develop a brochure for the purpose
of educating and encouraging county residents to report serious adverse effects of vaccines,
prescription drugs, generic drugs, over-the-counter medications and medical appliances to the
Food and Drug Administration. The resolution states that the Oakland County Health Division
would report serious adverse effects that they become aware of to MedWatch or VAERS as long
as such reporting is consistent with state and federal patient privacy statutes, and that the
educational brochure would be available on the Oakland County website.
Dr. Gordon indicated that the Oakland County Health Division has been telling people about
vaccine reporting, and this is not something new.
Commissioner Douglas indicated that she introduced this resolution to put something together to
inform the public that they have the ability to report adverse reactions to vaccines or drugs, and
she wanted to raise the awareness about certain websites and phone numbers that they could
utilize to report adverse reactions. She suggested that maybe the brochure could be accessed
from a link on the County website. Chairperson Long suggested that the MedWatch informa tion
on where to report adverse effects to drugs could be posted at the pharmacies.
Crawford moved to report to the full Board with the recommendation that the resolution be
adopted. Supported by Jacobsen.
Potter moved to report to the full Board with the recommendation that the NOW
THEREFORE BE IT RESOLVED paragraph of the resolution be amended, as follows:

NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
requires the Oakland County Health Division to develop a brochure or other mechanism
for the purpose of educating and encouraging county residents to report serious adverse
effects of vaccines, prescription drugs, generic drugs, over the counter medications and
medical appliances to the FDA.
Supported by Gingell.
Motion to amend carried on a roll call vote with Kowall absent.
Gingell moved to report to the full Board with the recommendation that the 1 st BE IT
FURTHER RESOLVED paragraph be amended, as follows:
BE IT FURTHER RESOLVED that the Oakland County Health Division report advise
consumers of the reporting options for serious adverse effects that they become aware
of to MedWatch or VAERS as long as such reporting is consistent with state and federal
patient privacy statutes.
Supported by Jacobsen.
Motion carried on a roll call vote with Potts voting no and Kowall absent.
7. MR #07128 – BOARD OF COMMISSIONERS – DISTRIBUTION OF VACCINE ADVERSE
EVENT REPORTING SYSTEM (VAERS) BROCHURES
The resolution states that the Oakland County Health Division shall provide parents , guardians
and legal representatives of child and adolescent patients and adult patients receiving
immunizations with a VAERS informational brochure. It further states that the Oakland County
Health Department shall provide VAERS brochures as long as such materials are provided to the
County at no charge from the U.S. Department of Health & Human Services.
Suarez moved to report to the full Board with the recommendation that the resolution be
adopted. Supported by Greimel.
Dr. Gordon indicated that there is a 58 cent charge per brochure.
After some discussion, Greimel moved to amend the resolution, as follows:
NOW THEREFORE BE IT RESOLVED that the Oakland County Health Division shall
provide parents, guardians and legal representatives of child and adolescent patients and
adult patients receiving immunizations with a n informational brochure specific to each
vaccine and to include reporting adverse reactions.
BE IT FURTHER RESOLVED that the Oakland County Health Department shall provide
VAERS brochures as long as such materials are provided to the County at no charge from
the U.S. Department of Health & Human Services. to recipients of the first five vaccines
about how to report adverse effects.

OTHER BUSINESS/ADJOURNMENT
Chairperson Long indicated that since Item A is a resignation letter from Jerry Elis, who currently
sits on the Oakland County Mental Health Authority as a General Public member, a press release
will be going out soon to accept applications from individuals who wish to apply. The General
Government Committee will have applications to review at the July 9, 2007 meeting. The deadline
for applications will be June 29th, 2007.
There being no other business to come before the committee, the meeting was adjourned at 10:58
a.m.
