Scott moved to approve the minutes of May 16, 2007 as printed. Supported by
Jacobsen.

HUMAN RESOURCES – FISCAL YEAR 2007 – 2008 WAGE AND BENEFIT REOPENER AND
COLLECTIVE BARGAINING AGREEMENT EXTENSION FOR EMPLOYEES REPRESENTED BY
AFSCME COUNCIL 25
This agreement provides for a 2% increase with an additional 1% increase for the classification
of Senior Committee Coordinator effective with the pay period beginning September 30, 2006.
This agreement also provides that health care for the employees represented will be
consistent with MR #06114 effective with the ratification of this agreement. This agreement is
extended through Fiscal Year 2008 and provides for the same increase for FY 2008 as
approved for the general non-represented employees.
Suarez moved approval of the attached suggested r esolution. Supported by Scott.
Motion carried unanimously on a roll call vote with Rogers, Coleman and Hatchett
absent.
HUMAN RESOURCES DEPARTMENT – DEFERRED DEFINED BENEFIT RETIREMENT BUY-
OUT PLAN
The County of Oakland continues to explore opportunities to control personnel costs while
maintaining a competitive salary and benefit package. The County has a number of vested,
deferred retirements to administer, including the provision of future health care for persons
no longer in the service of the County. The Human Resources Department is requesting
authorization of a Deferred Retirement Buy-Out Plan initiating an offer to buy-out accrued,
vested retirement benefits to members of the retirement system who have left the service of
Oakland County, deferring their retirement benefits. Acceptance of the buy-out is strictly
voluntary on the part of the retirees. Acceptance of the buy -out requires the deferred retirees
surrender other retirement benefits including future health care as a condition of receiving the
optional Lump-Sum buy-out.
Zack moved approval of the attached suggested resolution. Supported by Jacobsen.
Motion carried unanimously on a roll call vote with Douglas, Rogers and Coleman absent.
