CIRCUIT COURT/FAMILY DIVISION 2007 JUVENILE DRUG COURT – JUVENILE JUSTICE AND DELINQUENCY PREVENTION ACT - GRANT ACCEPTANCE The Michigan Department of Human Services, Bureau of Juvenile Justice has awarded grant funding to the Circuit Court Family Divis ion in the amount of $187,500 with a grant period of June 1, 2007 through December 23, 2007 with a two year renewabl e option. This award represent s continuation of program funding that targets youth with co -occurring disorders that are non -violent repeat offenders charged with alcohol and/or controlled substance related offenses or charged with minor delinquency where substance abuse is a contributing factor. There is a general p urpose Child Care Fund match of $62,500 per DHS for a total program budget of $250,000. This award continues funding for one PTNE Client Transporter position in Circuit Court/Family Division/Court Services Unit. Continuation of the position associated wi th this grant is contingent upon continuation of grant funding. Gershenson moved approval of the attached suggested reso lution. Supported by Spector. Motion carried unanimously on a roll call vote. 2. SHERIFF’S OFFICE – CHANGE IN CONTRACT PRICE FOR POLI CE DISPATCH SERVICE FOR THE CITY OF THE VILLAGE OF CLARKSTON FOR 2007 – 2012 It is the policy of the Oakland County Board of Commissioners to permit the Sheriff’s Office to enter into contractual agreements for the purpose of Police Dispatch services. Th e City of the Village of Clarkston has requested that the Sheriff’s Office dispatch their police calls. This resolution authorizes the Chairperson of the Board to enter into a Police Dispatch Agreement with the City of the Village of Clarkston. The contract calls for monthly payments to the County of $380.42 for the first year; $783.67 for the second year; $1,661.25 for the third year; $1,711.33 for the fourth year and $1,762.67 per month for the fifth year of this Agreement. Gingell moved approval of the attached suggested re solution. Supported by Scott. Motion carried on a roll call vote : Potter, Gershenson, Gingell, Potts, Gregory, Burns and Spector – yes Scott and Middleton - no 3. MR #07110 BOARD OF COMMISSIONERS – SUPPORT FOR SAFE SCHOOLS AND AN TI- BULLYING PROGRAMS This issue was postponed from the June 5 th Public Services Committee meeting. The Prosecutor’s program “The School Violence Prevention Program” was discontinued in 2006 due to a cut in federal funding. A full - time social worker taught teaching faculty and students at area schools to appropriately deal with bullying reaching more than 4,700 students at 135 schools. These schools noticed a decline of 20 to 30 percent in behavioral problem and disciplinary issues. This resolution reque sts approximately $70,000 from the FY 2006-2007 Contingency Fund to re -establish the Prosecuting Attorney’s School Violence Program, including the reinstatement of the Social Worker position and that the Prosecuting Attorney’s School Violence Program be included in the Fiscal Year 2008 -2009 Budget. MR #07110 BOARD OF COMMISSIONERS – SUPPORT FOR SAFE SCHOOLS AND ANTI- BULLYING PROGRAMS (Continued) Spector moved to amend the resolution as follows: Delete the two BE IT FURTHER RESOLVED paragraphs replacing them as follows : “BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners hereby approves a budget amendment not to exceed $70,000 in the Fiscal Year 2008 budget, and such funds will be allocated from the Fiscal Year 2007 Jail Alternative Program Startup Fund, to create an Oakland County Prosecutor’s Anti -bullying Task Force. BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners encourages the Prosecutor’s Office to work in conjunction with the Oakland Mediation Center, a non -profit organization that provides youth conflict mediation services in the community, to provide anti - bullying counseling programs through grant funding when possible and to utilize the allocated County funding to provide training and education to those schools that request the Oakland County Prosecutor’s Anti-bullying Task Force’s assistance in reducing teen delinquent behavior that leads to adult criminal activities but are unable to qualify or allocate grant funding for such efforts. BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners requests the Oakland County Intermediate School District, also known as “Oakland Schools,” participate in the Oakland County Prosecutor’s Anti-bullying Task Force and join the County as a financial contributor to funding this program. BE IT FURTHER RESOLVED that the Oakland County Board of Commissioner s hereby requests that the Prosecuting Attorney’s Anti -bullying Task Force be included in the Fiscal Year 2008 and 2009 Budgets.” Supported by Gershenson. Spector withdrew the motion to amend. Gershenson withdrew support. Burns moved to Table MR #07110 indefinitely. Supported by Spector. Motion to Table failed on a roll call vote: Potter, Scott, Middleton, Gingell and Potts - no Gershenson, Gregory, Burns and Spector – yes Main motion failed on a roll call vote: Potter, Scott, Middleton, Gingell and Potts - no Gershenson, Gregory, Burns and Spector – yes Commissioner Gershenson suggested a Task Force be formed to investigate this issue working to pursue grant funds and coordinating efforts between the Prosecutor, Oakland Schools, Oaklan d Mediation Center and Committee members to develop a workable anti -bullying program. Prosecutor Gorcyca indicated he would meet informally with such a group to se e what the needs are, if any, and what’s being done by Oakland Schools. Mr. Whitson express ed a willingness to come back to the Committee with an update on the current program offered by Oakland Schools and the results of the informal meetings. MR # 07137 – BOARD OF COMMISSIONERS – SUPPORT GRANT FUNDING FOR PROSECUTOR’S POSITION TO ENHANCE OAKLAND SCHOOLS ANTI -BULLYING PROGRAM This issue was postponed from the June 5 th Public Services Committee meeting. This resolution recognizes the value of an anti -bullying program and the benefit of having a position in the Prosecutor’s office to assist with such a program. The Oakland Intermediate School District runs an anti -bullying program in Oakland County Schools and the County of Oakland is requesting the Oakland Intermediate School District consider authorizing a grant to fund and reinstate the Prosecutor’s position to enhance their anti-bullying program. No Motion offered, Resolution dies. INFORMATIONAL ITEMS Gingell moved to Receive & File Items A & B A.
