APPROVAL OF MINUTES OF July 11, 2007 Suarez moved to approve the minutes of July 11, 2007 as printed. Supported by Gosselin. Motion carried on a voice vote with Jacobsen, Rogers and Coleman absent. PUBLIC COMMENT None. Chairperson Middleton indicated the agenda would be revised to take up Budget Hearing II as the first item. There was no objection. OTHER BUSINESS/BUDGET HEARINGS/ADJOURNMENT II. 52/1 DISTRICT COURT The Court is requesting the creation of 1 GF/GP District Court Clerk I position due to the increase of caseload during the last three years. Efforts to handle the existing workload have not helped and work continues to backlog. The Court indicates that the creation of this position would increase case processing, reduce overtime, and stabilize current processing staff for cross training. The County Executive does not recommend the creation of a District Court Clerk I position. Hatchett moved to place this item on the list for final determination on August 22, 2007. Supported by Spector. AGENDA ITEMS CIRCUIT COURT/FAMILY DIVISION 2007 JUVENILE DRUG COURT – JUVENILE JUSTICE AND DELINQUENCY PREVENTION ACT – GRANT ACCEPTANCE The Michigan Department of Human Services, Bureau of Juvenile Justice has awarded grant funding to the Circuit Court Family Division in the amount of $187,500 with a grant period of June 1, 2007 through December 23, 2007 with a two year renewable option. This award represents continuation of program funding that targets youth with co-occurring disorders that are non-violent repeat offenders charged with alcohol and/or controlled substance related offenses or charged with minor delinquency where substance abuse is a contributing factor. There is a general purpose Child Care Fund match of $62,500 per DHS for a total program budget of $250,000. This award continues funding for one PTNE Client Transporter position in Circuit Court/Family Division/Court Services Unit. Continuation of the position associated with this grant is contingent upon continuation of grant funding. Gosselin moved the Personnel Committee Report to the Board with the recommendation this resolution be adopted. Supported by Scott. OTHER BUSINESS/BUDGET HEARINGS/ADJOURNMENT III. LIBRARY BOARD The Library has requested that the County continue funding the Secretary I position at the Library either at a full-time or part-time eligible level. If the County elects not to provide further funding, the position will en d on September 30, 2007 due to lack of funding. The County Executive’s amended recommendation is that as there is a vacant Law Library Technician position, the Library will promote a Library Technician I in the Law Library into this position leaving the Library Technician I position vacant. The vacant Library Technician I position will be deleted in order to fund and continue the Secretary I position resulting in a $2,908 savings for FY 2008. Zack moved to approve the County Executive’s amended recommendation. Supported by Scott. Motion carried on a voice vote. I. CIRCUIT COURT The Circuit Court requests a budget amendment to create one Court Clerk position and professional services funding for a Visiting Judge. The Court Clerk position is to assist the Visiting Judge by performing duties relative to the conducting of Circuit Court proceedings and ensuring that all necessary legal documents for the proceedings are in order. The cost of the position is $52,992. The amount of the professional services funding for a visiting judge is $85,000. The Court has agreed to a reduction of $15,000 in two line items (Juror Per Diems & Family Counseling Services) and has indicated the remaining cost of the Court Clerk position will be offset by the launch of a new program that will increase collections for court ordered fines and fees. The County Executive recommends this budget amendment. Hatchett moved to approve the County Executive’s recommendation. Supported by Douglas. Motion carried unanimously on a roll call vote with Jacobsen, Rogers and Coleman absent. PERSONNEL COMMITTEE PAGE 4 JULY 25, 2007 OTHER BUSINESS/BUDGET HEARINGS/ADJOURNMENT (Continued): II. 52/4 DISTRICT COURT The Court is requesting the creation of one GF/GP PTNE Probation Officer I position. The Probation Unit has one District Court Probation Supervisor and 3.5 Probation Officers who each supervise approximately 276 new cases per year. In addition one PTNE Probation Officer is funded by a State Court Administra tion Office grant assigned to the Drug Therapy Court Program. The Drug Therapy Court program has had 318 participants since inception and 127 have completed it successfully. The State grant funds will end this year. To offset the associated cost ($22,345) the Court proposes to utilize a portion of the mandated filing fees plus revenue generated by charging $100 to each participant of the new Road Awareness Program which is expected to have 400 participants. The County Executive does not recommend this request. Hatchett moved to approve the County Executive’s recommendation of denying the request for the creation of one PTNE Probation Officer I position. Supported by Zack.
