Chairperson Long called the meeting of the General Government Committee to order at 9:30
a.m. in Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

PUBLIC COMMENT
Dr. Patricia Armstrong, Chairperson, Friend of the Court Citizens’ Advisory Committee, passed
out a letter of support that the FOC-CAC put together and expressed her support for the
reappointment of William Berlin to the Friend of the Court Citizens’ Advisory Committee.
Jim Thienel, Liaison, Friend of the Court Citizens’ Advisory Committee, expressed his support
for the reappointment of William Berlin to the Friend of the Court Citizens’ Advisory Committee .

AGENDA ITEMS
1. BOARD OF COMMISSIONERS – INTERVIEWS FOR APPOINTMENT TO THE OAKLAND
COUNTY FRIEND OF THE COURT CITIZENS’ ADVISORY COMMITTEE
Two individuals had applied for the Oakland County Friend of the Court Citizens’ Advisory
Committee for the Family Law Practice Attorney seat. Mr. Berlin was interviewed at 9:38 a.m.
Mr. Catchick, Jr., was interviewed at 9:53 a.m.
Kowall moved to report to the full Board with the recommendation that William Berlin be
reappointed to the Oakland County Friend of the Court Citizens’ Advisory Committee for the
Family Law Practice Attorney Seat. Supported by Potts.
Motion carried on a roll call vote with Hatchett, Crawford and Gregory absent.
2. BOARD OF COMMISSIONERS – INTERVIEWS FOR APPOINTMENT TO THE RETIREMENT
COMMISSION
Three individuals had applied for the Oakland County Retirement Commission for the Citizen
Member seat. Mr. Gonzales was interviewed at 10:03 a.m. Mr. Oram was interviewed at 10:19.
Ms. Bates was interviewed at 10:37 a.m.
AGENDA
Chairperson Long suggested that since the presenters for the other items on the agenda were
present, they should take up those items before discussion and consideration of the appointment
to the Retirement Commission. There were no objections.
3. DEPARTMENT OF CENTRAL SERVICES – OAKLAND COUNTY INTERNATIONAL
AIRPORT – GRANT PROGRAM ACCEPTANCE – MICHIGAN DEPARTMENT OF
GENERAL GOVERNMENT COMMITTEE Page 3

ENVIRONMENTAL QUALITY (MDEQ) PERMIT FOR NORTH HANGAR
The Michigan Department of Transportation has awarded the County of Oakland $25,000.00 in
grant funding, which includes a County match of $625.00, which is available in the airport fund.
The funds would be used for a project, which consists of a Michigan Department of Environmental
Quality permit for the north hangar area. The resolution authorizes the acceptance of the
$25,000.00 grant and authorizes the Chairperson of the Oakland County Board of Commissioners
to execute the grant contract.
Kowall moved approval of the attached suggested resolution. Supported by Potts.

4. MR #07182 – BOARD OF COMMISSIONERS – SUPPORT FOR SILENT WITNESS
CEREMONY
The Silent Witness Program began in 1990 by a group of women from Minneapolis, Minnesota
who were tired of seeing their friends and families being devastated by domestic violence and
decided to address the issue of domestic violence murders in their community. To commemorate
the lives of 26 women whose lives were lost in 1990 as a result of domestic violence, the group
created 26 free-standing, life-sized red wooden silhouettes, each wearing a breastplate shield
bearing the name of each woman who once lived, worked, had neighbors, friends, family and
children whose lives ended violently at the hands of a husband, ex -husband, partner or
acquaintance that year in Minnesota.
The resolution reflects that the Oakland County Board of Commissioners supports the Silent
Witness Ceremony that will be held on September 20, 2007. It is sponsored by Beaumont
Hospitals. The resolution also reflects that the Oakland County Board of Commissioners requests
that information regarding the Silent Witness Program be posted on the County website during the
month of September 2007 and that Silent Witness figures be displayed in the courthouse lobbies.
Suarez moved to report to the full Board with the recommendation that the resolution be
adopted. Supported by Gingell.

5. COUNTY CLERK/REGISTER OF DEEDS – ELECTIONS DIVISION – AGREEMENT FOR
BALLOT LAYOUT AND PROGRAMMING SERVICES BETWEEN OAKLAND COUNTY AND
LOCAL MUNICIPALITIES
Oakland County Corporation Counsel drafted an agreement for the cities, villages and townships
in Oakland County to utilize the services of the Oakland County Elections Division for Ballot Layout
and Programming Services at a cost of $300 per election. The proposed agreement would result
in an estimated $60,000 biennial savings to Oakland County. The resolution approves and
authorizes the agreement to govern the relationship and responsibilities between the County and
the following local municipalitie s for ballot layout and programming services: Cities of Auburn
Hills, Berkley, Birmingham, Bloomfield Hills, the Village of Clarkston, Clawson , Farmington,
Farmington Hills, Ferndale, Hazel Park, Huntington Woods, Keego Harbor, Lake Angelus, Lathrup
Village, Madison Heights, Northville, Novi, Oak Park, Orchard Lake Village, Pleasant Ridge,
Pontiac, Rochester, Rochester Hills, Royal Oak, South Lyon, Southfield, Sylvan Lake, Troy,
Walled Lake and Wixom; the Villages of Beverly Hills, Bingham Farms, Franklin, Holly, Lake Orion,
Leonard, Milford, Ortonville, Oxford and Wolverine Lake; and the Townships of Addison,

Bloomfield, Brandon, Groveland, Highland, Holly, Independence, Lyon, Milford, Novi, Oakland,
Orion, Oxford, Rose, Royal Oak, Southfield, Springfield, Waterford, West Bloomfield and White

Suarez moved approval of the attached suggested resolution. Supported by Jacobsen.
Jacobsen moved to amend the resolution, as follows:
1. In the NOW THEREFORE BE IT RESOLVED paragraph, add the Charter Townsh ip of
Commerce.
2. Amend the 1st BE IT FURTHER RESOLVED paragraph, as follows:

hereby directs its Chairperson or his designee to execute the attached Agreement and

6. DEPARTMENT OF HEALTH AND HUMAN SERVICES/CHILDREN’S VILLAGE DIVISION –
FY 2007-2008 CHILDREN’S VILLAGE SCREENING PROJECT GRANT ACCEPTANCE
The Michigan Department of Community Health (MDCH) has awarded $73,000 in grant funding to
the Department of Health & Human Services – Children’s Village Division for the purpose of
screening, compiling data and treating at -risk adolescents for sexually transmitted diseases
(STDs). This is the eighth year of funding for the Adolescent Screening Pr oject. There is no
County match required, and the acceptance of this award does not obligate the County to future
funding. The resolution authorizes the acceptance of $73,000 in grant funds.

2. BOARD OF COMMISSIONERS – INTERVIEWS FOR APPOINTMENT TO THE OAKLAND
COUNTY RETIREMENT COMMISSION
Judy Fandale, Supervisor, Retirement, Human Resources, gave Chairperson Long a document
with a note that stated that Barbara Bates is a retiree of the County, and is therefore, not eligible to
serve on the Retirement Commission. Larry Doyle asked Corporation Counsel to give an opinion
on this, and Joellen Shortley concurred that Barbara Bates was not eligible sit on the Retirement
Commission because she is a current retiree who is in the system.
Suarez moved to report to the full Board with the recommendation that D’Arcy Gonzales be
appointed to the Oakland County Retirement Commission. Supported by Nash.

Motion failed on a roll call vote with Hatchett, Crawford and Gregory absent.
Gingell moved to postpone consideration of the appointment to the Retirement Commission
until just prior to the Board meeting on Thursday, August 30 th to have staff contact Mr.
Gonzales to see if he would be willing to step down from his appointment on the Road
Commission Retirement Board because he had a concern about him sitting on both boards.
Supported by Potts.

OTHER BUSINESS/ADJOURNMENT
Chairperson Long indicated that a Legislative Picnic is scheduled for Monday, September 24,
2007, at 11:30 a.m., after the General Government Committee meeting. All commissioners are
invited, as well as state legislators for Oakland County, judges and County elected officials.
There being no other business to come before the committee, the meeting was ad journed at 11:37
a.m.
