Potts Vincent Gregory Tim Burns Karen Spector PUBLIC SERVICES COMMITTEE Page 2 August 21, 2007 APPROVAL OF THE July 24, 2007 MINUTES Burns moved to amend the minutes of July 24, 2007 by adding the following paragraph under Item #3 MR #07110 Board of Commissioners – Support for Safe Schools and Anti-Bullying Programs, “Mr. Whiston of Oakland Schools committed that Oakland County ISD would provide an anti -bullying program similar in scope to the previous prosecutor’s program to any school within the County that desired to participate.” Supported by Spector. Motion carried unanimously on a roll call vote. PUBLIC COMMENT None. 1. PROSECUTING ATTORNEY – FY 2008 CRIME VICTIM RIGHTS GRANT ACCEPTANCE The Michigan Department of Community Health has awarded the Oakland County Prosecutor’s Office Victim Rights Division grant funding in the amount of $188,900 for the period of October 1, 2007 through September 30, 2008. The purpose of the grant is to expand and enhance local services available to crime victims regarding their safety, rights, dignity and healthy recovery. This grant continues funding of salaries, supplies and material for three Victim Advocate posi tions and one Victim Rights Leader position. Continuation of this program, including the positions, is contingent upon continued grant funding. Middleton moved approval of the attached suggested reso lution. Supported by Gershenson. Motion carried unanimously on a roll call vote. 2. PUBLIC SERVICES DEPARTMENT / ANIMAL CONTROL DIVISION – ANIMAL CONTROL SOFTWARE SYSTEM The administrative process currently utilized by the Animal Control Division for animal location, intake, medical recording and final disp osition is labor intensive and does not allow for efficient tracking and reporting. As a result of research conducted by Information Technology and Animal Control a pre - packaged software program supplied by Rescue Connection Software was found to meet the needs of Animal Control. The total cost of this project is $205,808 which includes $99,180 to purchase the software and $106,628 to install the software and train the users. Funding is available in the Designated Fund Balance for Operational Improvements to cover the software purchase and it is projected that this investment will pay for itself within a six year time frame. Gershenson moved approval of the attached suggested re solution. Supported by Gingell. Motion carried unanimously on a roll call vote. 3. CIRCUIT COURT – FAMILY DIVISION – OAKLAND COUNTY CHILD CARE FUND BUDGET 2007 - 2008 Oakland County is required to develop and submit a plan and budget for the provision of funding of foster care services to the Bureau of Juvenile Justice, Departme nt of Human Services annually. The anticipated expenditures of Oakland County are $23,817,182.57, the anticipated expenditures for the Department of Human Services is $7,334,188.00 for a total of $31,151,370.57. The County is requesting a 50% reimbursement of approximately $15,575,000. Potts moved approval of the attached suggested resolution. Supported by Gershenson. CIRCUIT COURT/FRIEND OF THE COURT – 2007 ACCESS AND VISITATION GRANT AMENDMENT ACCEPTANCE The Oakland County Friend of the Court received a grant award of $17,150.00 for FY 2007 for the Federal Access and Visitation Grant administered through the State Court Administrative Offic e. Subsequently the State Court Administrative Office has increased the contrac t award by $14,000.00 for a total award of $31,150.00. There are no County funds required. This grant allows the Friend of the Court to reimburse Haven at a rate of $38 per hour to provide supervised parenting time services. The acceptance of this grant does not obligate the County to any future commitment. Gregory moved approval of the attached suggested resolution. Supported by Scott. Motion carried unanimously on a roll call vote. 5. SHERIFF’S OFFICE – FIRE DISPATCH CONTRACT EXTENSION FOR FRANKLIN -BINGHAM FIRE DEPARTMENT FOR 2007-2012 It is the policy of the Board of Commissioners to allow the Sheriff to enter into contracts for the purpose of Fire Dispatch services . This resolution requests the approval of contracts between the County and the Franklin Volunteer Fire Department, the Village of Franklin and The Village of Bingham Farms for Fire Dispatch services through 2012. Gershenson moved approval of the attach ed suggested resolution. Supported by Gregory. Motion carried unanimously on a roll call vote. INFORMATIONAL ITEMS Gingell moved to Receive & File Items A & B A. Sheriff’s Office – FY 2008 Off-Road Vehicle (ORV) Safety Education Program Reimbursement Grant Application. B. Circuit Court/Friend of the Court – FY 2008 Access and Visitation Grant Application Supported by Middleton. Motion carried on a voice vote.
