Chairperson Potter called the meeting of the Public Services Committee to order at 1:30 p.m. in
Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

Spector moved to approve the minutes of July 24 and August 21, 2007 as printe d. Supported by
Gershenson.

PUBLIC COMMENT

1. PUBLIC SERVICES DEPARTMENT/ANIMAL CONTROL DIVISION – ESTABLISH FISCAL YEAR
2008-FISCAL YEAR 2010 MUNICIPALITIES OAKLAND PET ADOPTION CENTER RATES FOR
BOARDING AND DISP OSAL AND FLEXIBILITY IN ADOPTION RATES
The Oakland Pet Adoption Center renders services to local jurisdictions through Purchase Contracts. The
Center and Department of Management and Budget, through a cost analysis, recommend the rates be
increased per the attached resolution. Oakland County would recover 100% of its cost based on these
revised rates.
Gregory moved approval of the attached suggested re solution. Supported by Scott.
Gingell moved to amend the resolution with the addition of the follow ing:
“BE IT FURTHER RESOLVED that when market conditions demand, a temporary discounted fee is
allowed with notice and approval of the Director of Public Services.”
Supported by Scott.
Motion to amend carried unanimously on a roll call vote.

2. COUNTY EXECUTIVE – EMERGENCY RESPONSE AND PREPAREDNESS -ACCEPTANCE
FOR GRANT PROGRAM FOR MICHIGAN CITIZEN CORPS
The U.S. Department of Homeland Security has released funds for the 2006 State of Mic higan Citizen
Corps Program Grant for programs to increase domestic preparedness among members of the community .
Oakland County was awarded reimbursement for qualified expenses up to, but not exceeding $100,000.00,
for the period of June 1, 2007 – June 1, 2008. The funds are to be used to establish Citizen Corps
Councils to support oversight and outreach functions of the councils, and expand CERT training essential
for developing the Citizen Corps.
Middleton moved approval of the attached suggested resol ution. Supported by Spector.

3. CIRCUIT COURT – USE OF MEDIATION FUNDS
MR #90177 established the Circuit Court Civil Mediation Fund. The fund is to be used to help pay for
Circuit Court enhancements and improvements. The Court is seeking to use $45,000 of Mediation Funds
to convert a conference room into a court room to accommodate a new visiting judge.
Gershenson moved approval of the attached suggested resolution. Supported by Potts.

4. PROSECUTING ATTORNEY – FY 2008 DISTRICT COURT ADVOCACY PROGRAM – VICTIMS
OF CRIME ACT (VOCA) GRANT ACCEPTANCE
The State of Michigan, Department of Commu nity Health has awarded the Prosecuting Attorney grant
funding in the amount of $142,485 to expand and enhance local services available to crime victims
regarding their safety, rights, dignity and healthy recovery . The State contribution is $113,988 and County
contribution is $28,497. The County contribution includes voluntary part -time Victim Advocate Intern
positions and continued funding of salaries and fringe benefits for two Victim Advocate positions. The
acceptance of this grant does not obligate t he County to any future commitment.

The Committee invited Mr. Cojanu to return and provide a program description and av ailable services.
5. PROSECUTING ATTORNEY – FY 2008 COOPERATIVE REIMBURSEMENT PROGRAM (CRP )
GRANT ACCEPTANCE
The Michigan Department of Human Services has awarded the Prosecuting Attorney funding in the amount
of $2,425,802 for the period October 1, 2007 through September 30, 2008. The Federal contribution is
$1,601,029 (66%) with a County contribution of $824,773 (34%). The State supplement has been
eliminated. This grant continues funding for twenty four positions. Acceptance of this grant does not
obligate the County to any future commitment .

6. CIRCUIT COURT/FRIEND OF THE COURT – FISCAL YEAR 2008 COOPERATIVE
REIMBURSEMENT PROGRAM (CRP) CONTRACT ACCEPTANCE
The Michigan Department of Human Services, Office of Child Support has approved the Oakland County
Friend of the Court’s Fiscal Year 2008 Title IV -D Cooperative Reimbursement Program Contract, effective
October 1, 2007 through September 30, 2008. The program totals $12,787,190 of which $110,831 will be
funded by fees collected and an estimated Federal Incentive payment of $1,584,635 . The remaining will be
funded by the State in the amount of $7,320,538 (66%), and a County general fund match of $3,771,186
(34%). The contract-funded State supplement allocation has been discontinued for FY 2008. Future levels
of service, including personnel, are contingent upon the level of funding .

Commissioner Potts asked Ms. Hollyer to provide the Committee with a report on the “Privatizing of the
Wayne County Friend of the Court”.

7. CRIMINAL JUSTICE COORDINATING COUNCIL – PILOT TETHERING PROGRAM FOR OAKLAND
COUNTY JAIL INMATES
Oakland County has experienced jail overcrowding problems for the last several years resulting in several
Court ordered early releases. Technological advances in GPS tethers and biometric identification have
resulted in reliable tools for monitoring the movements of defendants fitted with these devices. It maybe
cost effective to subsidize a defendant’s participation in tethering or other monitoring programs in lieu of jail
time. This resolution supports a six mon th pilot program to study the impact that subsidized or reduced
cost monitoring would have on jail overcrowding. The pilot program is intended to serve an average of
thirty inmates per month at a cost not to exceed $150,000.

8. SHERIFF’S OFFICE – USE OF FORFEITED FUNDS FOR ADDITION TO THE CANINE UNIT
Public Act 368 of 1978 authorizes courts to distribute p roperty and funds forfeited through narcotic seizures
to participating agencies to be utilized toward the enhancement of law enforcement efforts related to the
Controlled Substances Act. The Sheriff is requesting $16,275 from these funds to purchase one t rained
canine dog and equipment. The canine will be assigned specifically to Highland Township to enhance law
enforcement efforts in compliance with state law. The vehicle will be provided by the Highland Township
patrol contract.

9. SHERIFF’S OFFICE – 2005 MICHIGAN CITIZEN CORPS VIPS PROGRAM GRANT ACCEPTANCE
The Michigan Department of State Police, Emergency Management and Homeland Security Division, has
awarded the Sheriff’s Office assistance through the Michigan Citizen Corps Program for Volunteers in
Police Service. The grant in the amount of $7,532 is to purchase 800 MHz interoperable hand -held radios.
No additional county funds are required. Acceptance of this grant does not obligate the County to any
future commitments.
Scott moved approval of the attached suggested resolution. Supported by Gingell.

10. SHERIFF’S OFFICE, PROSECUTOR’S OFFICE, CIRCUIT COURT AND COMMUNITY
CORRECTIONS – FISCAL YEAR 2007 BYRNE JUSTICE ASSISTANCE GRANT (JAG)
ACCEPTANCE
The U.S. Department of Justice awarded Oakland County, along with the City of Pontiac and the City of
Southfield, grant funding in the amount of $299,465. Oakland County’s share is $58,509 and requires no
local matching funds. The County’s projects under thi s award include the purchase of capital equipment for
the Sheriff’s Office, Prosecutor’s Office, Circuit Court and Community Corrections. Acceptance of this grant
does not obligate the County to any future commitment.

With regard to Item C - Chairperson Potter indicated he had resp onded to Genesee County’s Board of
Commissioners to determine if some sort of hybrid or sharing program could be established to continue
services for Genesee County. There has been no response to his inquiry.
