Chairperson Long called the meeting of the General Government Committee to order at 9:07

PUBLIC COMMENT
Commissioner Rogers expressed his support for Randy Oram to be appointed to the Oakland
County Retirement Commission.

AGENDA ITEMS
1. DEPARTMENT OF CENTRAL SERVICES – OAKLAND COUNTY INTERNATIONAL
AIRPORT – GRANT PROGRAM ACCEPTANCE – FEDERAL AVIATION ADMINISTRATION
(FAA) REIMBURSABLE AGREEMENT FOR THE RELOCATION OF AN INSTRUMENT
LANDING SYSTEM (ILS)
The Michigan Department of Transportation has awarded the County of Oakland $409,000 in grant
funding, which includes $327,200 in Federal funds, $71,575.00 in State funds and a required
County match of $10,225.00. The funds would be used for a project, which consists of a Federal
Aviation Administration (FAA) reimbursable agreement for the relocation of an instrument landing
system (ILS). The County match is available from the airport fund. The resolution accepts the
grant contract in an amount not to exceed $409,000, which includes the local grant match of
$10,225.00.
Crawford moved approval of the attached suggested resolution. Supported by Kowall.
Motion carried unanimously on a roll call vote.
2. MR #07205 – PUBLIC SERVICES DEPARTMENT/ANIMAL CONTROL DIVISION – ANIMAL
CONTROL SOFTWARE SYSTEM
In conjunction with the Information Technology Department, Animal Control Administration has
researched pre-packaged software applications that will enhance the tracking and reporting of
Division activities leading to more efficient control of the animal population in Oakland County.
Funding is available in the Designated Fund Balance for Operational Improvements to cover the
software purchase, and it is projected that this investment will pay for itself within six years. The
resolution authorizes the Animal Control Software System purchase and implementation.
Gingell moved to report to the full Board with the recommendation t hat the resolution be
adopted. Supported by Potts.
Motion carried unanimously on a roll call vote.

3. BOARD OF COMMISSIONERS – APPOINTMENT TO THE RETIREMENT COMMISSION
(SENT BACK FROM FULL BOARD FOR RE-EVALUATION)
At the General Government Committee meeting of August 20, 2007, the committee had
recommended to the full Board that Mr. D’Arcy Gonzales be appointed to the Oakland County
Retirement Commission. The Board of Commissioners had referred this recommendation back to
the General Government Committee for re-evaluation.
Gingell moved to report to the full Board with the recommendation that D’Arcy Gonzales be
appointed to the Oakland County Retirement Commission. Supported by Potts.
Motion carried on a roll call vote with Hatchett, Gregory, Suarez and Greimel voting no.
4. BOARD OF COMMISSIONERS – REVIEW APPLICATIONS FOR SOLID WASTE PLANNING
COMMITTEE
The terms for the individuals currently sitting on the Act 641 Solid Waste Planning Committee are
expiring on October 11, 2007. Eleven out of Fourteen incumbents have reapplied to the
committee.
Gregory moved to report to the full Board with the recommendation that the following
incumbents be reappointed to the Act 641 Solid Waste Planning Committee :
Michael Csapo, Michael Czuprenski, Richard Padlo, Solid Waste Industry
Jean Gramlich and Randall Young, Environmental Interest Groups
Sue Ann Douglas, County Government
Claire Galed, City Government
Jill Bastian, Township Government
Linda S. Furlough, Industrial Waste Generator
Mary Ann Ryan and Steven Balagna, General Public
Supported by Crawford.
Motion carried unanimously on a roll call vote.
