FIFTY-SECOND DISTRICT COURT – APPROVAL OF MAGISTRATE KAREN TRUSZKOWSKI The judges of the Fifty-Second District Court have appointed Karen Truszkowski to serve as a magistrate for the Fifty-Second District Court. MCL 600.8501(1) provides that magistrate appointments are to be approved by the County Board of Commissioners. They currently have a 40-hour approved magistrate position, and they fill it with part -time attorneys, who usually work one day a week. Ms. Truszkowski is taking the place of a magistrate who had recently passed away. The resolution approves the appointment of Karen Truszkowski to act as a magistrate for the Fifty-Second District Court. Crawford moved approval of the attached suggested resolution. Supported by Kowall. Motion carried on a roll call vote with Gingell, Hatchett and Jacobsen absent. 2. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – 2007/2008 COMPREHENSIVE PLANNING, BUDGETING AND CONTRACTING (CPBC) AGREEMENT The Michigan Department of Community Health has awarded the Oakland County Health Division $8,597,228 in grant funding for the period of October 1, 2007 through September 30, 2008. The grant agreement provides for categorical grant funding and partial reimbursement for services provided in accordance with the Public Health Code (P.A. 368 of 1978, as amended). Nash moved approval of the attached suggested resolution. Supported by Greimel. Motion carried on a roll call vote with Gingell, Hatchett and Jacobsen absent. 3. COUNTY CLERKREGISTER OF DEEDS – ELECTIONS DIVISION – AGREEMENT TO UTILIZE THE SERVICES OF THE OAKLAND COUNTY BOARD OF CANVASSERS BY THE CITY OF BIRMINGHAM Miscellaneous Resolution #97232 authorizes the establishment of a revised Board of Canvassers’ Service Fee of $25.00 per precinct to help defray the cost of election certification as provided by Public Act 116 or 1954, as amended. The City of Birmingham is requesting to utilize the services of the Oakland County Board of Canvassers for the November 6, 2007 election. Oakland County Corporation Counsel drafted an agreement between Oakland County and the City of Birmingham. The resolution approves the agreement with the City of Birmingham to utilize the service s of the Oakland County Board of Canvassers. Potts moved approval of the attached suggested resolution. Supported by Suarez. Motion carried on a roll call vote with Gingell and Hatchett absent. 4. BOARD OF COMMISSIONERS – APPOINTMENT TO THE OAKLAND COUNTY CANVASSING BOARD Canvassing Board appointments are recommended by the political party district chairpersons in accordance with Act 116, PA 1154. Two of the current members’ terms are expiring on October 31, 2007. The Democratic and Republican Parties have submitted a list of three interested candidates to the County Clerk as their respective candidates for appointment, as mandated by GENERAL GOVERNMENT COMMITTEE Page 3 September 25, 2007 statute, also indicating their first choice. The Board of Commissioners will elect, by ballot, one member from each party to fill these two seats. Kowall moved to report to the full Board with the recommendation that Heide Oprisiu, Republican Member, and Jeanne Deneweth, Democratic Member, be reappointed to the Oakland County Canvassing Board for a four-year term ending October 31, 2011. Supported by Suarez. Motion carried on a roll call vote with Gingell and Hatchett absent. 5. MR #07155 – BOARD OF COMMISSIONERS – OAKLAND COUNTY COMMISSION ON WOMEN The resolution reflects that the Oakland County Board of Commiss ioners establishes an Oakland County Commission on Women. This commission would conduct an ongoing study (forum) of matters concerning women in Oakland County. It would be required to report its findings annually to the Oakland County Board of Commission ers on or before June 1, recommending solutions to problems facing the women of Oakland County. The Commission would meet four times a year with additional meetings scheduled as necessary to conduct the business of the commission. Membership of the Commission on Women would consist of 25 representatives, who would be appointed by their respective Oakland County Commissioner for a two -year term that coincides with the Board of Commissioners’ term of office. The members would serve as volunteers with no compensation. Suarez moved to report to the full Board with the recommendation that the resolution be adopted. Supported by Gregory. After much discussion, Commissioner Kowall moved to postpone consideration of this resolution until the next General Government Committee meeting, which is October 9, 2007, at 9:30 a.m. Supported by Suarez. Motion carried on a voice vote. COMMUNICATIONS A. Community Mental Health Authority Board Meeting Minutes of August 21, 2007 B. July 18, 2007 Memo from William J. Mann, Assistant Corporation Counsel, RE: Oakland County Commission on Women – Legal Opinion Jacobsen moved to receive and file the Communications. Supported by Gregory. Motion carried on a voice vote. OTHER BUSINESS/ADJOURNMENT Judy Cunningham, Corporation Counsel, advised the commissioners that they had learned late Friday afternoon that the County had prevailed in a very big lawsuit at Children’s Village. Commissioner Potts requested information regarding how much this lawsuit cost the County. Ms. Cunningham stated that she did not have that information with her today, but she would get that information for him.
