Chairperson Long called the meeting of the General Government Committee to order at 9:37
a.m. in Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

PUBLIC COMMENT
Mr. Milton expressed his support for House Resolution 0162, to support recognizing August
18, 2007 as Family Preservation Day. He also expressed his support for HB 4564 for Equal
Parental Responsibility. He asked that the Oakland County Board of Commissioners support
Responsible Fatherhood Awareness Month in February 20 08. He also asked for support for

AGENDA ITEMS
1. BOARD OF COMMISSIONERS – INTERVIEWS FOR APPOINTMENTS TO THE OAKLAND
COUNTY DEPARTMENT OF HUMAN SERVICES AGENCY BOARD
Dr. Grenae Dudley-White’s appointment on the Oakland County Department of Human Services
Agency Board (OCDHSA) is expiring on October 31, 2007. She has applied for reappointment,
and three other applications were received. Mr. Mel Ettenson was interviewed at 9:44 a.m. Dr.
Grenae Dudley-White was interviewed at 9:55 a.m. Mr. Csizmadia was interviewed at 10:18 a.m.
Mr. Wronski did not show up today.
Chairperson Long suggested postponing consideration of the appointments so that the presenters
of the other items on the agenda would not have to wait. There were no objections.
2. DEPARTMENT OF CENTRAL SERVICES – OAKLAND COUNTY INTERNATIONAL
AIRPORT – GRANT PROGRAM ACCEPTANCE – RESIDENTIAL SOUND INSULATION
The Michigan Department of Transportation has awarded the County of Oakland $3,684,210,
which includes Federal funds in the amount of $3,500,000, State funds in the amount of $92,105
and a required local grant match of $92,105, which is available in the airport fund. The monies
would be used for sound insulation on residential homes in the area of the airport. The resolution
authorizes the acceptance of the $3,684,210 grant, which includes a local grant match of $92,105.
Gregory moved approval of the attached suggested resolution. Supported by Kowall.
Motion carried on a roll call vote with Crawford, Potter and Suarez absent.
3. HEALTH AND HUMAN SERVICES DEPARTMENT/CHILDREN’S VILLAGE –
ADMINISTRATIVE REORGANIZATION
In reviewing and analyzing their various responsibilities and operations, Children’s Village has
identified ways to streamline operations and provide for more efficient use of current staff. They
are requesting an Administrative Reorganization. The resolution authorizes the creation of the
Administrator, Children’s Village classification, overtime exempt, at a Salary Grade 18, and the
following positions would be reclassified to Administrator, Children’s Village: Chief, Children’s
Village Operations; Administrator, Children’s Village Intake Team ; and the Administrator,
Children’s Village Program Team. The Supervisor, Children’s Village Administration position
would be downwardly reclassified to Youth Specialist I and the following positions would be
deleted because they would no longer be used: Administrator, Children’s Village Intake Team;

Administrator, Children’s Village Program Team; Chief, Children’s Village Operations; and the
Supervisor, Children’s Village Administrative Services.
Hatchett moved approval of the attached suggested resolution. Supported by Kowall.
Motion carried on a roll call vote with Potter and Suarez absent.
4. COUNTY CLERK/REGISTER OF DEEDS – ELECTIONS DIVISION – AGREEMENT TO
UTILIZE THE SERVICES OF THE OAKLAND COUNTY BOARD OF CANVASSERS BY THE
CITY OF MADISON HEIGHTS
The City of Madison Heights is requesting the services of the Oakland Coun ty Board of
Canvassers for a period of five years. The cost is $25.00 per precinct, and Oakland County
Corporation Counsel drafted a five-year agreement between the City of Madison Heights and
Oakland County for this purpose. The resolution approves the agreement and directs the
Chairperson of the Oakland County Board of Commissioners, or his designee, to sign the
agreement
Jacobsen moved approval of the attached suggested resolution. Supported by Hatchett.

1. BOARD OF COMMISSIONERS – INTERVIEWS FOR APPOINTMENTS TO THE OAKLAND
COUNTY DEPARTMENT OF HUMAN SERVICES AGENCY BOARD
Commissioner Kowall expressed her concerns about problems in the past with the Oakland
County Department of Human Services Agency Board (OCDHSA) and the invoices that were not
getting paid. Dr. Gordon indicated that things are better, but there are still some problems with
vendors not getting paid in a timely fashion. Commissioner Long suggested that they could ask
Dr. Dudley-White and Ms. Eddy (currently appointed by the Board of Commissioners) to come to
the committee periodically with updates. Dr. Gordon suggested inviting Ms. Margaret Warner from
the Michigan Department of Human Services Agency to a Gener al Government Committee
meeting, as well. Commissioner Nash indicated that it might be a good idea to have a
commissioner from the General Government Committee, as a liaison, attend the OCDHSA
meetings and report back to the committee, and he indicated th at he would be interested in
attending the next meeting, and he encouraged the other commissioners to join him. Dr. Gordon
said that he would forward the meeting dates and times to Commissioner Nash.
Gregory moved to report to the full Board with the recommendation that Dr. Grenae Dudley-
White be reappointed to the Oakland County Department of Human Services Agency
Board. Supported by Potts.

OTHER BUSINESS/ADJOURNMENT
Dr. Gordon handed out a Public Health Fact Sheet on MRSA to inform the commissioners about it,
since there have been some cases in Oakland County. The sheet explains what MRSA is, how
you could get it, who is more susceptible to it, how it is spread, what MRSA looks like, how it’s
treated and how to prevent it. The information is also available on the Oakland County web s ite
under the Health Division.
There being no other business to come before the committee, the meeting was adjourned at 11:27
a.m.
