APPROVAL OF THE October 23, 2007 MINUTES Middleton moved to approve the Minutes of October 23, 2007 as printed. Supported by Gingell. Motion carried on a voice vote. HEALTH DIVISION – UPDATE MRSA Mr. Miller reported that while there is an increased awareness resulting in more identification and reporting of cases MRSA has been around for decades. MRSA spreads by close skin -to-skin contact through open cuts or scrapes or by touching an item or su rface that has come into contact with the infected person. It is easy to protect yourself and others by practicing good hygiene. 2. 52-2 DISTRICT COURT – 2008 MICHIGAN DRUG COURT PROGRAM – MICHIGAN STATE COURT ADMINISTRATIVE OFFICE (SCAO) GRANT ACCEPTANCE Total grant funding is $95,557, $40,000 from the State Court Administrative Office and $55,557 of required general fund matching dollars. The drug court was instituted to deal with the problems of increasing recidivism, increasing use of alcohol and illeg al drugs, rising systems costs and an increase in jail days ordered. One special revenue full -time eligible Probation Officer II position will be continued and other related program costs including travel and conference, and testing supplies will be covere d by this grant. Continuation of the position associated with this grant is contingent upon continuation of State funding. Middleton moved approval of the attached suggested re solution. Supported by Spector. Motion carried unanimously on a roll call vote with Potter absent. 3. 52nd DISTRICT COURT, DIVISION I – 2008 MICHIGAN DRUG COURT PROGRAM CONTINUATION (SCAO) GRANT ACCEPTANCE Total grant funding is $68,750, $5,000 from the State Court Administrative Office and $63,750 of in -kind support from the gen eral fund with no required cash match. The drug court was instituted to deal with the problems of increasing recidivism, increasing use of alcohol and illegal drugs, rising systems costs and an increase in jail days ordered. Continuation of this grant pr ogram is contingent upon continuation of State funding. Gregory moved approval of the attached suggest ed resolution. Supported by Gingell . Motion carried unanimously on a roll call vote with Potter absent. Vice Chairperson Scott suggested Items 6 & 7 be considered now as the presenters for Items 4 & 5 had not arrived. There was no objection. 6. SHERIFF’S OFFICE – FISCAL YEAR 2008 SECONDARY ROAD PATROL AND TRAFFIC ACCIDENT PREVENTION PROGRAM GRANT ACCEPTANCE The Michigan Department of State Police – Office of Highway Safety Planning has awarded Oakland County a grant in the amount of $1,040,457 to conduct secondary road patrol activities from October 1, 2007 to September 30, 2008. The grant provides funding for seven Deputy II positions, and two Sergea nt positions in the Patrol Services Division. One Deputy II position will be deleted. Acceptance of this grant does not obligate the County to any future commitment and continuation of the program is contingent upon future levels of grant program funding. PUBLIC SERVICES COMMITTEE Page 3 November 6, 2007 7. SHERIFF, PROSECUTING ATTORNEY – FISCAL YEAR 2008 OAKLAND COUNTY NARCOTICS ENFORCEMENT TEAM (NET) GRANT ACCEPTANCE The Michigan Department of Community Health awarded the Sheriff and Prosecuting Attorney grant funding in the amount of $704,000; $352,000 from State funds, $352,000 in matching County funds and an additional $78,800 in funding from the NET Forfeiture Funds and Prosecutor Forfeiture Funds. The grant will fund three SR Assistant Prosecutor positions, two SR Sergeant positions, one SR Deputy II position and one SR Office Assistant II position in the Sheriff’s Office. Continuation of this program, including positions, is contingent upon continued grant funding. Gingell moved approval of the attached suggested resolution. Supported by Burns. Motion carried unanimously o n a roll call vote with Potter absent. 5. CIRCUIT COURT/FAMILY DIVISION – 2008 MICHIGAN DRUG COURT CONTINUATION (SCAO) JUVENILE DRUG COURT GRANT ACCEPTANCE The State Court Administrative Office, Michigan Drug Court Grant Program has awarded Oakland Coun ty total program funding in the amount of $508,725 including $60,000 in SCAO funding, $358,499 in Child Care Fund funding, $50,000 of Other Grant funding from the Department of Human Services/Bureau of Juvenile Justice Grant, $34,226 of In -kind matching General Fund support, and $6,000 in cash matching funds. One full-time eligible SR Community Service Coordinator, 33% SCAO and 67% Child Care funded, position will be continued. Four additional positions are being charged 100% to the Child Care Fund. In addition program funding includes funds for drug testing supplies, contractual services for drug testing; individual, group and family treatment therapy services. Cash and in-kind matching funds are no longer required and are now designated as contributed funding. The four positions and other program costs are contingent on continuation of State grant funding. Motion carried unanimously on a roll call vote with Potter absent. 4 CIRCUIT COURT – FY 2008 MICHIGAN DRUG COURT GRANT PROGRAM AND JUSTICE ASSISTANCE ADULT TREATMENT COURT GRANT ACCEPTANCE The State Court Administrative Office, Michigan Drug Court Grant Program has awarded Oakland County grant funding in the amount of $210,956 which includes $95,000 of SCAO funding; $100,000 of PA 511 Community Corrections contributed fund s and $15,956 of general fund in -kind support. The drug court deals with the problems of increasing recidivism, increasing use of alcohol and illegal drugs, rising systems costs and an increase in jail days ordered. The grant award is sufficient to fund one SR full time eligible Community Service Coordinator position for nine months. This position will be deleted unless sufficient additional funding becomes available. This award also provides funding for drug testing supplies and kits, contractual services for individual and family treatment and transitional housing. Continuation of the position associated with this grant is contingent upon c ontinuation of state funding, and receipt of additional funding sources. Circuit Court is considering asking the Criminal Justice Coordinating Council for additional funds. Middleton moved approval of the attached suggested resolution. Supported by Gin gell.
