Potts Vincent Gregory Tim Burns Karen Spector PUBLIC SERVICES COMMITTEE Page 2 December 4, 2007 Scott moved to amend the agenda by adding Item #6 – Prosecuting Attorney - 2008 Automobile Theft Prevention Authority (ATFA) Grant Acceptance. Supported by Gingell. Motion carried on a voice vote. 1. DEPARTMENT OF PUBLIC SERVICES/COMMUNITY CORRECTIONS DIV ISION – FY 2007/2008 COMMUNITY CORRECTIONS COMPREHENSIVE PLAN GRANT ACCEPTANCE The Michigan Department of Corrections has awarded Oakland County a grant in the amount of $3,804,992 for Fiscal Year 2008. The grant funds several positions in the Community Corrections Division and Sheriff’s Department. Grant acceptance requires no additional personnel and future level of service and personnel is contingent upon the level of funding available from the State. No County match is required. Gregory moved approval of the attached suggested resolution. Supported by Gingell Motion carried unanimously on a roll call vote with Middleton absent. 2. PUBLIC SERVICES/MEDICAL EXAMINER – ESTABLISHMENT OF CONTRACTS TO PROVIDE TOXICOLOGY SERVICES TO SEVERAL COUNTIES AND T O CHANGE FUNDING SOURCE OF ONE (1) POSITION The Counties of Bay, Jackson, Lapeer, Saginaw and Tuscola have requested that the County of Oakland provide Toxicology services of the Oakland County Medical Examiner. The Oakland County Medical Examiners Office is requesting to change the funding of one (1) GF/GP full-time eligible Forensic Toxicology Chemist position from the Genesee County Agreement to revenue generated under these contracts. Future level of service including personnel will be contingent upo n sufficient revenue being generated by these contracts to cover the costs of the position. Scott moved approval of the attached suggested re solution. Supported by Spector Motion carried unanimously on a roll call vote with Middleton absent. Commissioner Gregory requested Mr. Zehnder return in six months to report to the Committee on the status of the contracts and whether sufficient funds are being received to support the Forensic Toxicology Chemist position. 3. SHERIFF’S OFFICE – GRANT YEAR 2007 STAT E CRIMINAL ALIEN ASSISTANCE PROGRAM (SCAAP) REIMBURSEMENT APPLICATION/ACCEPTANCE The United States Department of Justice, Bureau of Justice Assistance, awarded Oakland County expenditure reimbursement funding in the amount of $118,570 for its State Crimin al Alien Assistance Program for the period July 1, 2005 through June 30, 2006. No county match is required and acceptance of this grant does not obligate the County to any future commitment. Gershenson moved approval of the attached suggest ed resolution . SHERIFF’S OFFICE – FISCAL YEAR 2008 JAIL ALLIANCE WITH SUPPORT FOR INMATES WITH CO-OCCURRING DISORDERS GRANT ACCEPTANCE AND COMMUNITY MENTAL HEALTH AUTHORITY LETTERS OF AGREEMENT The Michigan Department of Community Health has awarded Oakland County with a grant in the amount of $283,334, $170,000 is grant match and $113,334 is state funding. The grant match of $170,000 is funded by Oakland County ($155,414) and CMHA ($14,586). In addition CMHA contributes $63,747 for additional program costs. Acceptance of this grant does not obligate the County to any future commitment and continuation of the program is contingent upon future level of grant program funding. Gregory moved approval of the attached suggested resolution. Supported by Potts. Motion carried unanimously on a roll call vote with Middleton absent. 5. SHERIFF’S OFFICE – CALENDAR YEAR 2008 AUTOMOBILE THEFT PREVENTION AUTHORITY (ATPA) GRANT ACCEPTANCE The State of Michigan, Automobile Theft Prevention Authority awarded the Sheriff’s Office funding in the amount of $683,765 for the nine month period of January 1, 2008 through Sept ember 2008, and represents continuation funding to convert from a calendar year to a fiscal year grant award. Waterford, Pontiac and Farmington Hills Police Departments are included In the grant award. Oakland County has been awarded $331,945 with a requ ired $110,648 match, Farmington Hills $66,816 with a $22,272 match, Pontiac Police $48,825 with a $16,275 match and Waterford Township $65,238 with a $21,746 local match. Continuation of this program, including positions, is contingent upon continued gran t funding. Scott moved approval of the attached suggested resolution. Supported by Gingell. Motion carried unanimously on a roll call vote with Middleton absent. 6. PROSECUTING ATTORNEY – 2008 AUTOMOBILE THEFT PREVENTION AUTHORITY (ATPA) GRANT ACCEPTANCE The Automobile theft Prevention Authority has awarded the Prosecutors Office grant funding in the amount of $226,320; with the State’s contribution $169,740 and County contribution of $56,580 for January 1, 2008 through September 30, 2008. Continua tion of this program, including personnel, is contingent upon continued grant funding. Burns moved approval of the attached suggested re solution. Supported by Gershenson. Motion carried unanimously on a roll call vote with Middleton absent. INFORMATIONAL ITEMS Gingell moved to Receive & File Item A. A. Sheriff’s Office – CY 2008 Marine Safety Program Grant Application. Supported by Scott. Motion carried on a voice vote with Middleton absent.
