PUBLIC SERVICES DEPARTMENT/MEDICAL EXAMINER DIVISION – DISCONTINUATION OF INTERLOCAL AGREEMENT WITH GENESEE COUNTY MEDICAL EXAMINER FOR MEDICAL EXAMINER SERVICES AND THE DELETION OF POSITIONS TIED TO THE CONTRACT In 2004 the County entered into an agreement with the County of Genesee to provide the services of the Oakland County Medical Examiner. Seven positions were added to the Medical Examiner Division to provide these services. The County of Genesee has not renewed the contract; continuation of the positions was contingent upon continuation of sufficient revenu e generated from the contract. One of the positions has been funded through another source leaving six positions to be deleted; two PTNE Autopsy Attendants, one Family Service Counselor, two PTNE Office Assistant II positions and one Medical Examiner Investigator position. Middleton moved approval of the attached suggested resolution. Supported by Gregory. Motion carried unanimously on a roll call vote with Gingell absent. 2. SHERIFF’S OFFICE – PAINT CREEK TRAILWAYS CONTRACT FOR LAW ENFORCEMENT SERVICES FOR THE 2008 SEASON The Paint Creek Trailways Commission has requested a contract with the County for law enforcement patrol services for the 2008 season. The proposed contract is for Part Time Non-Eligible Mounted Deputies at the rates included in the contract. The continuation of the additional 500 hours added per MR #06129 are contingent upon renewal of the agreement. Scott moved approval of the attached suggested re solution. Supported by Potts. Motion carried unanimously on a roll call vote with Gingell absent. 3. SHERIFF’S OFFICE -CONTRACT AMENDMENT #2 FOR LAW ENFORCEMENT SERVICES IN THE CHARTER TOWNSHIP OF BRANDON 2004 -2008 For several years the Oakland County Sheriff has contracted with the Charter Township of Brandon to provide law enforcement services. The current agreement expires on December 31, 2008; Brandon Township is requesting the addition of one Deputy I (no -fill) position under this agreement. Spector moved approval of the attached suggested resolution. Supported by Middleton. Motion carried unanimously on a roll call vote with Gingell absent. 4. SHERIFF’S OFFICE – CAMP DEARBORN CONTRACT FOR LAW ENFORCEMENT SERVICES FOR THE 2008/2009/2010 SEASONS The City of Dearborn has requested to renew the contract with the Cou nty for law enforcement patrol services at Camp Dearborn for the 2008/2009/2010 seasons. The continued services include one Deputy II position, three Deputy I positions and ten PTNE Park Deputy positions at the rates included in the contract and approved by the Department of Management and Budget. Gregory moved approval of the attached suggested resolution. Supported by Middleton. Motion carried unanimously on a roll call vote with Gingell absent. SHERIFF’S OFFICE – CONTRACT FOR AUXILIARY DEPUTY SERVICES IN THE CHARTER TOWNSHIP OF BLOOMFIELD 2008 The Charter Township of Bloomfield has requested the Sheriff to provide patrol services for special events within the township at the established standard law enforcement services overtime rates for the period 2004-2008. Gershenson moved approval of the attached suggested resolution. Supported by Spector. Motion carried unanimously on a roll call vote with Gingell absent. 6. CIRCUIT COURT/FRIEND OF THE COURT – FISCAL YEAR 2008 COOPERATIVE REIMBURSEMENT PROGRAM (CRP) AMENDMENT #1 ACCEPTANCE The Michigan Department of Human Services, Office of Child Support has amended the Oakland County Friend of the Court’s Fiscal Year 2008 CRP Contract providing additional f unding of $1,101,543 reducing the grant match from $3,771,186 to $2,669,643 for FY 2008. Acceptance of this amendment does not obligate the County to any future commitment. Continuation of the program and positions are contingent upon future levels of grant program funding. Middleton moved approval of the attached suggested resolution. Supported by Gershenson. Motion carried unanimously on a roll call vote with Gingell absent. 7. MR #08045 BOARD OF COMMISSIONERS – SUPPORT FOR THE “STOPPED” PROGRAM The Sheriff Telling Our Parents and Promoting Educated Drivers (STOPPED) is a program intended to save lives by alerting parents by mail if a window decal is on the vehicle requesting parental notification of unsafe driving behaviors by children under the ag e of 21. The program was initiated by the Michigan Sheriff’s Association, sponsored by AAA Michigan, and supported by the Secretary of State. Each time a participating law enforcement officer pulls over a young person’s vehicle registered with STOPPED, parents will receive a letter providing details of the time, location, number of passenger s, reason for the stop and whether a citation was issued. Scott moved the Public Services Committee Report with the recommendation MR #08045 be adopted . Supported by Middleton. Motion carried unanimously on a roll call vote with Gingell absent. 8. MR #08046 BOARD OF COMMISSIONERS – REVISION TO THE CIRCUIT COURT MEDIATION FUND MR #90177 established the Circuit Court Mediation Program which has been a source of fund s used for improvements and enhancements to the Circuit Court. MR #90177 provides that “The fund balance at the end of each fiscal year will be used to help pay for Circuit Count enhancements and improvements only as requested by the Circuit Court and app roved by the Board of Commissioners”. This resolution would provide more flexibility to the Court and County by revising the use of the mediation fund balance to include and/or grant program continuation. Scott moved the Public Services Committee Report with the recommendation MR #08046 be adopted. Supported by Gregory Motion failed unanimously on a roll call vote with Gingell absent.
