The meeting was called to order by Chairperson Middleton at 9:30 a.m. in Committee Room A,
Auditorium Wing, County Service Center, Pontiac, Michigan.

Scott moved to approve the minutes of March 12, 2008 as printed. Supported by Zack.

PUBLIC COMMENT
David VandeGrift introduced Matthew Sawicki, a student at Oakland University working as an
intern in the Human Resources Department.
PROSECUTING ATTORNEY, AND CIRCUIT COURT-FAMILY DIVISION-PROGRAM YEAR 2008
JUVENILE ACCOUNTABILITY BLOCK GRANT (JABG) ACCEPTANCE
The Department of Human Services has awarded Oakland County a grant totaling $96,393 of
which $86,754 is from the State as a Federal pass-through, the balance of $9,639 is the County’s
match. The award provides funding for the Circuit Court Juvenile Drug Court-Art Therapy
Program, Circuit Court Juvenile Forum and Peer Groups to address the problem of high
recidivism, a Teen Court and Prosecuting Attorney juvenile offender backlog reduction staffing.
The grant continues funding for one Probation Officer I position and reduces one 1,000 hour PTNE
Assistant Prosecutor II position to 289 hours. Acceptance of this grant does not obligate the
County to any future commitment and continuation of the special revenue positions is contingent
upon future levels of grant funding.

MR # 08057 SHERIFF’S OFFICE – CANCELLATION OF PROPOSED CONTRACT FOR COURT
SECURITY AT THE 50TH DISTRICT COURT – PONTIAC FOR 2006/2007/2008
The Chief Judge of the 50th District Court ordered Sheriff Deputies to attend sessions of the court
on June 19, 2006. The Board authorized a contract for Court Security with the 50th District Court
creating one new Deputy II position, four FTE Deputy I positions and four PTNE 1,000 hrs./yr Court
Deputy II positions to comply with the 50th District Court’s Order. The City of Pontiac never
approved the contract. In an Order dated February 15, 2008 the 50th District Court relieved the
Sheriff of his duty to provide deputies as of February 29, 2008. This resolution deletes the
positions created and requests that six prep radios and two PC’s be turned in to Radio
Communications and Information Technology.

MR #08064 SHERIFF’S OFFICE-CONTRACT AMENDMENT #2 FOR LAW ENFORCEMENT SERVICES
IN THE CHARTER TOWNSHIP OF BRANDON 2004-2008
For several years the Oakland County Sheriff has contracted with the Charter Township of
Brandon to provide law enforcement services. The current agreement expires on December 31,
2008; Brandon Township is requesting the addition of one Deputy I (no-fill) position under this
agreement.
Jacobsen moved the Personnel Committee Report to the Board with the recommendation #08017 be adopted. Supported by Scott.

MR #08063 PUBLIC SERVICES DEPARTMENT/MEDICAL EXAMINER DIVISION –
DISCONTINUATION OF INTERLOCAL AGREEMENT WITH GENESEE COUNTY MEDICAL
EXAMINER FOR MEDICAL EXAMINER SERVICES AND THE DELETION OF POSITIONS TIED TO
THE CONTRACT
In 2004 the County entered into an agreement with the County of Genesee to provide the services
of the Oakland County Medical Examiner. Seven positions were added to the Medical Examiner
Division to provide these services. The County of Genesee has not renewed the contract;
continuation of the positions was contingent upon continuation of sufficient revenue generated
from the contract. One of the positions has been funded through another source leaving six
positions to be deleted; two PTNE Autopsy Attendants, one Family Service Counselor, two PTNE
Office Assistant II positions and one Medical Examiner Investigator position.
Gosselin moved the Personnel Committee Report to the Board with the recommendation #08017 be adopted. Supported by Scott.

OTHER BUSINESS
Commissioner Douglas commented she has been favorably impressed with the service from
the new drug provider “Navitus”.
Chairperson Middleton announced the next scheduled Personnel Committee meeting of April
30th has been cancelled.
There being no further business to come before the Committee t he meeting was adjourned at
10:00 a.m.
