DEPARTMENT OF INFORMATION TECHNOLOGY – ESTABLISHMENT OF LIVE SCAN INTERLOCAL AGREEMENT The Court Law Enforcement Management Information System (CLEMIS) is a computerized system that provides access to and entry of law enforcement and public safety data and facilitates the exchange of information among public safety agencies. It also provides access to various other criminal justice databases. Miscellaneous Resolution #04073 authorized t he CLEMIS Division to provide maintenance services and preventative maintenance services for Live Scan Equipment to certain municipalities, who are members of CLEMIS for a fee. This equipment is now being replaced with new Live Scan Equipment, which would provide a palm scan. This new equipment would no longer be maintained by the CLEMIS Division but would be maintained by the vendor who sold the equipment to Oakland County. In exchange for the use of the Live Scan Equipment for free, the municipalities would be responsible for all maintenance costs associated with the Live Scan Equipment. Lieutenant Rossman, with the assistance of Corporation Counsel, drafted a Live Scan Interlocal Agreement with these municipalities setting forth the rights and obligations of these municipalities, as well as Oakland County. They are seeking approval of the resolution and the Interlocal Agreements between Oakland County and the specified municipalities. Crawford moved approval of the attached suggested resolution. Supported by Gingell. Motion carried unanimously on a roll call vote with Gregory and Suarez absent. 2. DEPARTMENT OF INFORMATION TECHNOLOGY – MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN OAKLAND COUNTY AND THE U.S. GEOLOGICAL SURVEY (USGS) TO COOPERATE IN SUPPORT OF MAPPING ACTIVITIES Oakland County Information Technology acquires aerial imagery every two to three years for the County’s and Cities, Villages and Townships (CVTs’) land management activities. The United States Geological Survey (USGS) acq uires aerial imagery every two years in the Metropolitan Detroit Area in support of the Department of Homeland Security’s 133 Cities Initiative. Oakland County recently learned that the USGS expanded the size of their aerial imagery project to include the entire area of Oakland County and contacted the USGS to partner on a collaborative project. The resolution authorizes the Memorandum of Understanding (MOU) between Oakland County and the USGS. This MOU would constitute a partnership between the USGS and Oakland County to eliminate duplication of effort, which would save the County approximately $50,000. The County would provide the USGS with a generalized version of the high resolution surface topography to process the newly acquired aerial imagery an d to improve the content of the National Elevation Dataset, and in return, the USGS would provide Oakland County with high resolution aerial imagery. There would be no costs associated with th e exchange of this information between Oakland County and the USGS. Kowall moved approval of the attached suggested resolution. Supported by Jacobsen. BOARD OF COMMISSIONERS – OAKLAND COUNTY BOARD OF COMMISSIONERS’ RULES FOR THE RECORDING OF MEETINGS BY THE PUBLIC The Michigan Open Meetings Act provides that anyone from the public has the right to tape record or videotape proceedings of meetings that are open to the public. In order to minimize disruptions to the meetings, the Oakland County Board of Commissioners may establish rules and regulations governing the recording of its meetings that are open to the public. With the assistance of Corporation Counsel, Larry Doyle drafted some rules and regulations for the electronic rec ording of board and committee meetings open to the public, and the resolution authorizes the adoption of the following rules and regulations: 1. The use of microphones, electronic recording devices, video recording equipment or portable computers used for the purposes of recording the proceedings of board or committee meetings are permitted, if done in a non -disruptive manner. 2. Videotaping or electronic recording shall not interfere, obstruct or otherwise disrupt the proceedings. 3. Videotaping or electronic recording shall be done in an unobstructive and non -intrusive manner, and in compliance with all safety rules and regulations. 4. Video recording or electronic recording devices are to be placed in an area behind the seating area of the commissioners and in such a manner as to not block, obstruct, or hinder access in aisle ways adjacent to or leading to entry/exit doors in the auditorium or committee meeting room. 5. The Chairperson may, as circumstances dictate, otherwise direct the placement of recording equipment. 6. The Chairperson has the right to suspend taping of a meeting if these regulations are not complied with. 7. These regulations apply to a political caucus meeting, if a majority of the Board is in attendance. Crawford moved approval of the attached suggested resolution. Supported by Gingell. After much discussion and suggestions, Commissioner Kowall moved to postpone consideration of this item until the next General Government Committee meeting of May 12, 2008 to give the commissioners time to write down their ideas and suggestions and submit them to Larry Doyle, who would then review them with Corporation Counsel.
