Chairperson Potter called the meeting of the Public Services Committee to order at 1:35 p.m. in
Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

SHERIFF’S OFFICE – CONTRACT FOR LAW ENFORCEMENT SERVICES AT THE MICHIGAN
RENAISSANCE FESTIVAL – 2008 SEASON
The Michigan Renaissance Festival, operator of a summer theatre facility in Groveland Township, has
requested the Oakland County Sheriff to sup ply deputies for law enforcement services for the 2008 season.
The County will be reimbursed for such services at the hourly overtime rates for the 2008 season.
Scott moved approval of the attached suggested resolution. Supported by Gershenson.

SHERIFF’S DEPARTMENT – CONTRACT FOR COURT SECURITY AT THE 43 RD DISTRICT COURT –
HAZEL PARK FOR 2009/2010/2011
The 43rd District Court, Hazel Park, is requesting the continuation of two PTNE Deputy II positions to
provide the ability to quickly respond to and control situations at the Court minimizing the risk to both the
public and District Court staff.
Burns moved approval of the attached suggested re solution. Supported by Potts.

BLOOMFIELD TOWNSHIP FOR 2009/2010/2011
The 48th District Court, Bloomfield Township, is requesting the continuation of three PTNE Deputy II
positions to provide the ability to quickly respond to and control situations at the Court minimizing the risk to
both the public and District Court staff.
Spector moved approval of the attached suggested resolution. Supported by Gershenson.
Motion carried unanimously on a roll call vote with Middleton and Gingell absent.
SHERIFF’S DEPARTMENT – EXPIRATION OF THE SOUTHFIELD DETENTION FACILITY
AGREEMENT
In March 1979 an agreement between the City of Southfield and the County of Oakland was authorized
wherein the County would operate Southfield’s Detention Facility in the City’s safety building. The m ost
recent agreement terminated on June 30, 2008. The City and County have been negotiating a renewal
of this agreement but have not come to terms. The Sheriff is being requested to reduce his budget by
$859,700 for 2009; the expiration of this agreement will reduce the Sheriff’s budget by over $1 million
for 2009. The Sheriff has given 90 days notification to the City of Southfield for ca ncellation of this
agreement. The Sheriff has enough vacancies to avoid any person nel layoffs and requests one
Sergeant position, five D eputy II positions, twelve Deputy I positions and one Office Assistant position
be deleted in the Southfield Detention Facility Unit, Corrective Services -Satellite Facilities Division,
Sheriff Department.
Potts moved approval of the a ttached suggested resolution. Supported by Scott.
Commissioner Gregory commented that the Southfield City Council is not happy with the manner in
which this agreement was terminated.

PUBLIC SERVICES SHERIFF DEPARTMENT -DISCONTINUATION OF INMATE ZERO
TOLERANCE/TREATMENT PROGRAM AND DELETION OF POSITIONS IN THE CORRECTIVE
SERVICES-DETENTION FACILITIES DIVISION
The Zero Tolerance/Treatment Program provides substance abuse services within the corrections
system consisting of assessments, Alcoholic Anonymous and Narcotics Anonymous Services,
Chemical Dependency classes and relapse prevention services. Discontinuation of this program and
deletion of positions will reduce the Sheriff’s budget by over $250,000 for FY 2009. The resolution
deletes the Zero Tolerance/Treatment Program, the five positions associated with the program and
requests the creation of one PTNE Office Assistant position, th e cost of which is covered by the
deletion of the other positions.

SHERIFF’S OFFICE/PROSECUTOR’S OFFIC E/CIRCUIT COURT/COMMUNITY CORRECTIONS –
FISCAL YEAR 2008 BYRNE JUSTICE ASSISTANCE GRANT (JAG) INTERGOVERNMENTAL
AGREEMENT AND GRANT APPLICATION
The Sheriff’s Office, Prosecutor’s Office, Circuit Court, Community Corrections Division, the City of
Southfield and City of Pontiac wish to apply to the U.S. Department of Justice Office of Justice
Programs for funding under the Byrne Justice Assistance Grant Program for the period October 1, 2007
through September 30, 2011 in the amount of $98,869. Oakland Count y will receive $17,823, the City
of Pontiac will receive $44,058 and the City of Southfield will receive $36,988. No local match is
required.

DEPARTMENT OF PUBLIC SERVICES/COMMUNITY CORRECTIONS – MICHIGAN DEPARTMENT
OF CORRECTIONS, OFFICE OF COMMUNITY CORRECTIONS, COMMUNITY CORRECTIONS
COMPREHENSIVE PLAN AND APPLICATION FOR FY 2009
This Program is targe ted to divert non-violent offenders from prison into local jail or sentencing
alternatives. The application requests $4,198,092 from the State Office of Community Corrections for
the purpose of continuing programs contained within the Office of Community Corrections FY 09 grant
application for offenders who meet PA 511 eligibility.
Scott moved approval of the attached suggested resolution. Supported by Middleton.

COUNTY EXECUTIVE, EMERGENCY RESPONSE AND PREPAREDNESS – TORNADO WARNING
SYSTEM EXPANSION – CITY OF MADISON HEIGHTS
The City of Madison Heights has approved an agreement with the County for the purchase of one
tornado warning siren. Consistent with county policy the city wil l pay 75% of the cost ($17,250) and the
county will pay 25% ($5,750) of the cost. The county will retain ownership of the siren and be
responsible for maintenance and electrical costs.

COUNTY EXECUTIVE -EMERGENCY RESPONSE AND PREPAREDNESS -SARA TITLE III DATA
ANALYSIS 2008-2010 GRANT AGREEMENT
Congress passed the Emergency Planning and Community Right -To-Know ACT, also known as SARA
Title III to help increase the public’s knowledge and access to information on the presence of
hazardous substances in their community. Oakland County is one of 97 districts in the State of
Michigan meeting the minimum criteria in performing planning functions and will work with the MDEQ to
analyze Emergency Hazardous Chemical Inventory (TIER II) information to provide to the Michigan
Department of State Police, U.S. EPA Regi on 5 and local fire departments in Oakland County.
Oakland County is eligible to receive $10,800 to purchase a one time license for the TIER II MANAGER
Tm online reporting program used by MDEQ for the collection of data. Oakland County will participate i n
this project for a minimum of three years at a cost of $1,080 (max) per year.

MR #08122 BOARD OF COMMISSIONERS – OAKLAND COUNTY COURT APPOINTED
ATTORNEY’S ANNUAL SALARY INCREASE
Pursuant to the Michigan Constitution of 1963 in Article I, Section 20, an indigent person, charged with
a crime is, “…to have the assistance of counsel, for his or her def ense “ and “to have such reasonable
assistance as may be necessary to perfect and prosecute an appeal”. From 2000 to 2007 Oakland
County court appointed attorneys have not received an increase in fees. This resolution will match the
general salary increase of Oakland County employees for Oakland County Circuit Court and Family
Court appointed attorneys.
Potts moved the Public Services Committee Report to the full Board with the recommendation
MR #08122 be adopted. Supported by Burns.
