Chairperson Long called the meeting of the General Government Committee to order at 9:30

Chairperson Long indicated that since they had some time before the first interview, they
could take care of other business on the agenda until the first applicant arrived. There
were no objections.
AGENDA ITEMS
2. PARKS AND RECREATION COMMISSION – 2008 TEENS OUTSIDE PROGRAM GRANT
The National Recreation and Park Associa tion and the Outdoor Industry Foundation have
awarded Oakland County Parks and Recreation $1,500 in grant funding for the Teens Outside
Program. The funds would be used to enhance existing outdoor recreational programs in the
communities in Oakland County and influence the development of environmentally and
conservation-aware youth. The resolution authorizes the acceptance of the $1,500 grant
agreement for the Teens Outside Program through the National Recreation and Park Association
and the Outdoor industry Foundation.
Crawford moved approval of the attached suggested resolution. Supported by Gingell.
Motion carried unanimously on a roll call vote with Suarez and Greimel absent.
3. MR #08125 – BOARD OF COMMISSIONERS – MICHIGAN’S STRUCTURAL DEFICIT
The Citizens Research Council (CRC) of Michigan projects that the State of Michigan is facing a
budget challenge that is projected to grow at an inexorable rate through Fiscal Year 2017.
Although the State of Michigan has met the legal requirement of ad opting a balanced budget each
year since 2001, it has been accomplished by depleting reserves and using non -recurring
revenues. The resolution reflects that the Oakland County Board of Commissioners urges
Governor Granholm and Michigan’s legislators to ma ke the policy changes necessary to address
the State’s structural budget deficits to restore long-term balance to the State of Michigan’s budget
and economy.
Crawford moved to report to the full Board with the recommendation that the resolution be
adopted. Supported by Kowall.
Motion carried unanimously on a roll call vote with Hatchett, Suarez and Greimel absent.

1. BOARD OF COMMISSIONERS – APPOINTMENT TO THE COMMUNITY MENTAL HEALTH
AUTHORITY - INTERVIEWS
A vacancy exists on the Oakland County Community Mental Health Authority due to the passing of
Leon Pratnicki, who was a member of the General Public. Thirteen applications were initially
received, and at the last General Government Committee meeting on July 7, 2008, the Ge neral
Government Committee voted to have all members review all applications, choose their top three
candidates, and the top four would be selected out of those names. Since there were four
applicants tied for third place, the Chairperson decided to interview six applicants, instead of four.
Christopher Martin was interviewed at 9:37 a.m. Lois Shulman was interviewed at 9:48 a.m. Molly
Mueller was interviewed at 9:58 a.m. Beverly McDonald was interviewed at 10:11 a.m. Barbara
Bates was interviewed at 10:22 a.m. Gale Arkwright was interviewed at 10:30 a.m.
Crawford moved to report to the full Board with the recommendation that Lois Shulman be
appointed to the Oakland County Community Mental Health Authority as a General Public
member. Supported by Gingell.

4. BOARD OF COMMISSIONERS/LIBRARY SERVICES – PRESENTATION ON NEWSPAPER
CLIPPINGS DATABASE
Laura Mancini, Director, Library Services, did a PowerPoint presentation on the Law Library.
There are three specialized areas of the Law Library and they are the Adams -Pratt Law
Library, the Library for the Visually and Physically Impaired and the Research Library. The
Oakland County Law Library is hosting a Family Law Legal Aid Clinic on August 6 th and 20th
from 1:00 p.m. to 3:30 p.m. for individuals who live or have a case in Oakland County about
court procedures and forms, advice on their legal rights, and in some cases they may
represent them in court. There is also a Mobile Law Office Legal Aid Clinic that will be offered
on July 30th and August 13th from 12:00 p.m. to 2:30 p.m. for low income individuals who need
help with Immigration, Landlord/Tenant issues and other civil law issues. The Oakland County
Law Library also has free public access computers and training for blind and visually -impaired
individuals living in Oakland County. There are three computers with the latest hardware and
software to help the blind and visually-impaired users. They offer free individual instruction for
these services, by appointment. The Research Library offers genealogical information, as well
as free in-library access to residential and commercial property from @ccess Oakland.
Several commissioners indicated that Ms. Mancini explore more ways to advertise these
services to the public.
Gingell moved to receive and file the brochures that were included in the meeting
packets. Supported by Nash.
