DEPARTMENT OF PUBLIC SERVICES/COMMUNITY CORRECTIONS – DEVELOPMENT OF AN
OBJECTIVE PRETRIAL ASSESSMENT TOOL
Pretrial Services gathers and verifies information for the judicial officer regarding factors that must be taken
into consideration when setting bail. An objective pretrial assessment tool could assist the criminal justice
system in identifying defendants within the jail that may be able to be safely released into the community
thereby freeing jail beds for convicted and dangerous offenders. This resolution requests $75,000 from the
Capital Cooperatives and Initiatives Revolving Fund for the purpose of cont racting with a qualified vendor to
develop an objective pretrial assessment tool for Oakland County.
Gregory moved approval of the attached suggested resolution. Supported by Gershenson.

CIRCUIT COURT AND PROBATE COURT – FISCAL YEAR 2008 CIRCUIT AND PROBATE COURT’S
REPLACEMENT OF COURT REPORTERS WITH AUDIO VIDEO DIGITAL COURT RECORDING
SYSTEMS
Over the next two years the Circuit and Probate Courts intend to convert four courtrooms to video reco rding
and eliminate four court reporter positions. This resolution authorizes a one time appropriation of
approximately $200,000 from the Designated Fund Balance for the purchase of four Audio Video Digital
Court Recording Systems. The Equipment Fund is responsible for all incidental r eplacements and a
support contract to maintain the systems of approximately $3,000 per system per year. The useful life of a
system is five to ten years. The Courts plan to have all four systems installed and operational by no later
than January 1, 2009

SHERIFF’S OFFICE – NARCOTICS ENFORCEMENT TEAM (NET) INTERLOCAL AGREEMENT WITH
THE VILLAGE OF BEVERLY HILLS
The Village of Beverly Hills is requesting the approval of an Interlocal Agreement to participate in NET
under the direction of the Sheriff. The Interlocal Agreement has been approved by Corporation Counsel. In
addition one unmarked vehicle with radio and prep will be added to the County fleet.

CIRCUIT COURT/CIVIL/CRIMINAL AND FA MILY 2008 ADULT AND JUVENILE DRUG COURT
REORGANIZATION
The Circuit Court has reviewed their current business practices and identified several changes that could
increase efficiency and lower operation al costs without impacting the services currently provided to the
clients of the Adult and Juvenile Drug Court programs. It is proposed to combine the Adult and Juvenile
Drug Program Courts by combining the duties of both the Adult and Juvenile Drug Court Community
Service Coordinators into one position by upwardly reclassifying a Community Service Coordinator position
to a Youth & Family Casework Supervisor position and to create a SR full -time eligible Technical Assistant
position in the Family Court Services unit. To offset the cost it is proposed to delete a SR PTNE Technical
Aide position in the Circuit Court Family division and one SR FTE Community Service Coordinator position
in the Circuit Court Civil/Criminal division.

OAKLAND SCHOOLS – ANTI-BULLYING PROGRAM PRESENTATION
At the Committee’s request Carolyn Claerhout and Larry Thomas of Oakland Schools attended the
meeting to discuss the Anti-Bullying programs offered to Oakland County School Districts. Oakland
Schools has been coordinating their efforts on school safety issues to ensure all areas of school safety
requested by districts are being addressed and have established a website containing an abundance of
information. There are four departments providing a variety of curriculum assessments, Pauline
Pruneau is available to provide technical assistance and training to districts requesting this information
while Jennifer O’Connor provides information for the Second Step program for children at risk of
preschool expulsion. The office of Safe Schools provides many resources, Bullying is one specific
component, for school districts and can be contacted at 248-209-2345.
