APPROVAL OF MINUTES OF JUNE 4, 2008 Scott moved to approve the minutes of June 4, 2008 as printed. Supported by Spector. Motion carried on a voice. PUBLIC COMMENT None MR #08126 BOARD OF COMMISSIONERS – TRANSIT COMMUTER BENEFIT PROGRAM FOR OAKLAND COUNTY EMPLOYEES Federal law allows private and public agencies to implement a Transit Commuter Benefit Program so that workers receive up to $115 a month in employer-paid tax-free transit costs, or take up to $115 a month in tax-sheltered payroll deductions for transit costs. Transit benefits are defined as passes, vouchers, or similar fare media provided to employees to cove r their transit or qualified vanpool commuting costs. This resolution requests the County Executive, through the Human Resources Department, to implement a voluntary Transit Commuter Benefit Program for all county employees and enroll in the SMART TransitChek Program. Zack moved the Personnel Committee Report to the Board with the recommendation MR #08126 be adopted. Supported by Spector. Gosselin moved to postpone MR #08126 until August 27, 2008. Supported by Scott. Motion to postpone carried on a roll call vote: Middleton, Jacobsen, Douglas, Scott, Gosselin – yes Coleman, Zack and Spector – no Suarez, Rogers and Hatchett - absent MERIT SYSTEM BALLOT PROPOSAL LANGUAGE The Board of Commissioners established a merit system for the County’s employees in 1966. The Constitution of the State of Michigan provides a governing body may modify a merit system to take effect upon approval by a majority of the electors voting thereon. This resolution proposes modifications to the Oakland County Merit System and requests the Oakland County Clerk to place the proposal, as set forth in the attached resolution, on the ballot for the November 4, 2008 general election. Coleman moved approval of the attached suggested resolution. Supported by Scott. Motion carried unanimously on a roll call vote with Suarez, Rogers and Hatchett absent Personnel Committee Page 3 July 23, 2008 MR # 08139 DEPARTMENT OF INFORMATION TECHNOLOGY - REORGANIZATION In reaction to the difficult economic times facing Oakland County a hiring freeze has been imposed and an Estimated Budget Reduction Task has been established for Fiscal Years 2008- 2010. Information Technology is proposing a re-organization that deletes two positions, deletes the e-Government Division and merges those services into the Application Services and Technical Systems & Networking Divisions, as well as realigns existing resources. This reorganization will result in an overall net saving to the County. Coleman moved the Personnel Committee Report to the Board with the recommendation MR #08139 be adopted. Supported by Jacobsen. Motion carried unanimously on a roll call vote with Suarez, Rogers and Hatchett absent. COMMUNICATIONS Coleman moved to Receive & File Communication Items A – G. A. Position Change Summary Report B. OTHER BUSINESS Personnel Committee Budget hearings have been scheduled for August 13th and 27th immediately following the regularly scheduled Committee meeting.
