APPROVAL OF THE JULY 22, 2008 MINUTES Middleton moved to approve the Minutes of July 22, 2008 as printed. Supported by Spector. Motion carried on a voice vote. PUBLIC COMMENT None. Potts Vincent Gregory Tim Burns Karen Spector PUBLIC SERVICES COMMITTEE Page 2 August 12, 2008 CIRCUIT COURT – FAMILY DIVISION – OAKLAND COUNTY CHILD CARE FUND BUDGET 2008-2009 Oakland County is required to develop and submit a plan and budget for the provision of funding of foster care services to the Bureau of Juvenile Justice, Department of Human Services. This years anticipated expenditures are DHS - $6,067,331; Court - $24,679,746 for a combined total of $30,747,077. Gershenson moved approval of the attached suggested res olution. Supported by Scott. Motion carried unanimously on a roll call vote . CIRCUIT COURT/FAMILY DIVISION 2008 JUVENILE DRUG COURT – JUVENILE JUSTICE AND DELINQUENCY PREVENTION ACT – GRANT ACCEPTANCE The Circuit Court Family Division – Juvenile Drug Court has been awarded State funds in the amount of $125,000 and general purpose Child Care Fund match support of $125,000 for a total budget of $250,000. This grant targets youth with co -occurring disorders that are non -violent repeat offenders charged with alcohol and/or controlled substance related offenses or charged with minor delinquency where substance abuse is a contributing factor. Partic ipation in this program will increase skill building and help to improve family relationships, reduce dropout rate and increase likelihood of success after completion. Gregory moved approval of the attached suggested resol ution. Supported by Spector. Motion carried unanimously on a roll call vote. CIRCUIT COURT/FRIEND OF THE COURT – 2008 ACCESS AND VISITATION GRANT AMENDMENT ACCEPTANCE The Friend of the Court received a grant award for FY 2008 of $24,000 to reimburse HAVEN for services performed facilitating parenting time for certain cases as determined by the Court. A grant amendment increase of $15,242 has been awarded, there are no required in -kind matching funds required. HAVEN will be reimbursed at a rate of $38 per hour for supervised parenti ng time services. Acceptance of this grant does not obligate the County to any future commitment. Middleton moved approval of the attached suggested resol ution. Supported by Gingell. Motion carried unanimously on a roll call vote. COUNTY EXECUTIVE, EMERGENCY RESPONSE AND PREPAREDNESS – OUTDOOR WARNING SYSTEM EXPANSION – TOWNSHIPS OF ORION AND OAKLAND The Oakland County Board of Commissioners have accepted federal grants to defray a portion of the costs in purchasing sirens to be utilized within the Oakland County Outdoor Warning System. The Townships of Orion and Oakland have executed an Interlocal Agreement agreeing to pay seventy -five percent of the total estimated cost of one siren. Oakland County will provide the remaining 25% and retain ownership of the siren and will be responsible for the maintenance and the electrical costs. Gingell moved approval of the attached suggested resolution. Supported by Spector. Motion carried unanimously on a roll call vote. Sheriff’s Office – 2009 Off Road Vehicle (ORV) Safety Education Program Reimbursement Grant Application. Supported by Gershenson. Motion carried on a voice vote.
