1 DEPARTMENT OF CENTRAL SERVICES – OAKLAND/COUNTY INTERNATIONAL
AIRPORT – GRANT PROGRAM ACCEPTANCE – DESIGN SERVICES FOR A NEW
ELECTRICAL VAULT AND STANDBY POWER SYSTEM AND FOR MEDIUM
INTENSITY TAXIWAY LIGHTING (MITL) FOR TAXIWAY D
The Michigan Department of Transportation has awarded the County of Oakland $70,000
in grant funding, which includes $56,000 in Federal funds, $12,250 in State funds and a
required County match of $1,750, which is available from the airport fund. The funds would
be used for the purchase of a new electrical vault, standby power generator and additional
lighting for the medium intensity Taxiway D. The current electrical vault is located in the
basement of the terminal building, and the new one will be locate d in a more central
location to the rescue fire fighting building and the standby generator.
Crawford moved approval of the attached suggested resolution. Supported by
Gregory.
Motion carried unanimously on a roll call vote with Gingell, Hatchett and Potts
absent.
2. DEPARTMENT OF CENTRAL SERVICES – OAKLAND COUNTY INTERNATIONAL
AIRPORT – GRANT PROGRAM ACCEPTANCE – RESIDENTIAL SOUND INSULATION
The Michigan Department of Transportation has awarded the County of Oakland
$4,221,053 in grant funding, which includes $4,010,000 in Federal funds, $105,526 in State
funds and a required County match of $105,527, which is available from the airport fund.
The funds would be used for the next phase of the noise mitigation program to benefit the
neighbors who live next to the Oakland County International Airport, which are
approximately 80 homes. Under this program these homeowners would get new windows,
doors, additional insulation, and if their furnaces are ten years old or more, they will be
upgraded to high-efficiency furnaces.
Kowall moved approval of the attached suggested resolution. Supported by Potter.
Motion carried unanimously on a roll call vote with Gingell, Hatchett and Potts
absent.
3. DEPARTMENT OF CENTRAL SERVICES – OAKLAND/SOUTHWEST AIRPORT –
2008 GRANT PROGRAM ACCEPTANCE – CONDUCT A RUNWAY SAFETY AREA
(RSA) DETERMINATION STUDY UPDATE AIRPORT LAYOUT PLAN (ALP)
The Michigan Department of Transportation has awarded the County of Oakland $30,000
in grant funding, which includes $24,000 in Federal funds, $5,250 in State funds and a
required County match of $750, which is available from the airport fund. The funds would
be used to conduct a determination study to look at the area parallel to and outside of the

runway service, and they are going to see what improvements and modifications may be
necessary to follow FAA and aeronautical standards. In order for them to be eligible for
grant funding, the plans have to be on their airport layout plan. So part of the grant funding
for this grant will go towards updating the airport layout plan as well.
Potter moved approval of the attached suggested resolution. Supported by
Jacobsen.

absent.
4. DEPARTMENT OF INFORMATION TECHNOLOGY – UPDATE ON WIRELESS
OAKLAND PROJECT
Phil Bertolini was asked to come before the General Government Committee to give an
update on the Wireless Oakland project. Mr. Bertolini indicated that this program is
currently on hold. Due to tough economic times, investors have pulled back on this
program at this time; however, things are beginning to shift, and investors are again looking
at participation in Wireless Oakland. Discussions at this time are going very well, and Mr.
Bertolini and his staff are also talking to other people who may have different ideas about
how to implement Wireless Oakland. They also have some experts involved. Mr. Bertolini
indicated that they are still in negotiations with MichTel, and he should have some answers
for the committee by the end of the year. He indicated that he would give the
commissioners a copy of the information when they get close to completion on this effort.

A. Oakland County Friend of the Court Citizen’s Advisory Committee – Minutes of May
19 and June 16, 2008
Gregory moved to receive and file the Communications. Supported by Kowall.
Motion carried on a voice vote.
