Chairperson Potter called the meeting of the Public Services Committee to order at 1:35 p.m. in
Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

CRIMINAL JUSTICE COORDINATING COUNCIL – EXTEND PILOT TETHERING PROGRAM
The Criminal Justice Coordinating Council (CJCC) was created to plan, develop and implement innovative
programs to alleviate jail overcrowding. Tethering defendants prior to release from jail has proven to be an
effective tool for monitoring their whereabouts and enforcing the conditions of release. It is more cost
effective to subsidize a defendant’s participation in tethering or other monitoring programs in lieu of jail. The
pilot program has been successful, thirty f our participants have completed the program and five have been
returned to jail to complete their sentences. The CJCC is requesting the tethering p rogram be extended for
one year; funds have been designated in the budget for jail management. The program is limited to home
confinement at this time.
Scott moved approval of the attached suggested res olution. Supported by Middleton
Motion carried unanimously on a roll call vote with Gershenson and Gingell absent .
CRIMINAL JUSTICE COORDINATING COUNCIL (C JCC)-EXPANSION OF TETHER PROGRAM AND
PILOT PROGRAM FOR DRIVING WHILE LICENSE SUSPENDED POPULATION
The Criminal Justice Coordinating Council (CJCC) was c harged with addressing chronic county -wide jail
overcrowding issues and has devised and implemented sev eral programs to manage an increasing jail
population. The CJCC is requesting expansion of the tether program to include district courts and
misdemeanants. This proposal would provide assistance from volunteers in the legal community to help
guide individuals through the license reinstatement process. This program would also be directed at
incarcerated persons charged and convicted of driving while license suspended or operating a vehicle
without a license in one’s possession. Approximately 40 individua ls are in custody on these charges
everyday and frequently these are the only offenses for which they have been charged.
Commissioner Burns requested the Committee be provided with a list of the judges utilizing the tether
program in next six months.
Potts moved approval of the attached suggested resol ution. Supported by Spector.
Motion carried unanimously on a roll call vote with Gershenson and Gingell absent .

A. Circuit Court/Friend of the Court – FY 2009 Access and Visitation Grant Application
Supported by Gregory.
Motion carried on a voice vote.
