Supported by Kowall. Motion carried on a voice vote. AGENDA ITEMS 1. DEPARTMENT OF HEALTH & HUMAN SERVICES/CHILDREN’S VILLAGE DIVISION – FY 2008-2009 CHILDREN’S VILLAGE SCREENING PROJECT GRANT ACCEPTANCE The Michigan Department of Community Health (MDCH) has awarded $73,000 in grant funding to the Oakland County Department of Health & Human Services for screening, compiling data and treating at-risk adolescents for sexually-transmitted diseases (STDs) for the period of October 1, 2008 through September 30, 2009. There is no County match required. This is the 9th year of grant funding for this program. The resolution authorizes the approval of this grant and the execution of the grant agreement in the amount of $73,000. Gingell moved approval of the attached suggested resolution. Supported by Hatchett. Motion carried unanimously on a roll call vote with Potter, Jacobsen and Greimel absent. 2. COUNTY CLERK/REGISTER OF DEEDS – ELECTIONS DIVISION – AGREEMENT TO UTILIZE THE SERVICES OF THE OAKLAND COUNTY BOARD OF CANVASSERS BY THE CITY OF FARMINGTON HILLS The City of Farmington Hills has requested to utilize the services of the Oakland County Board of Canvassers for five years. Oakland County Corporation Counsel drafted an agreement between the City of Farmington Hills and Oakland County which would allow the City of Farmington Hills to utilize the services of the Oakland County Board of Canvassers for the cost of $25.00 for each and every election precinct within the municipality. The resolution approves the attached agreement between Farm ington Hills and Oakland County. Nash moved approval of the attached suggested resolution. Supported by Potts. Motion carried unanimously on a roll call vote with Potter, Jacobsen and Greimel absent. GENERAL GOVERNMENT COMMITTEE Page 3 September 8, 2008 3. DEPARTMENT OF INFORMATION TECHNOLOGY – INTERLOCAL AGREEMENT BETWEEN OAKLAND COUNTY AND LYON TOWNSHIP FOR THE FIRE RECORDS MANAGEMENT SYSTEM Lyon Township has indicated their desire to participate in the Fire Records Management System. The Fire Records Management System is a system that captures and creates fire records from the inception of a 9-1-1 call and includes the additional computer-aided dispatch information and completes the recording in a stan dard records management system. This information is then communicated and shared with the municipalities that participate. The addition of Lyon Township would bring the total participating fire departments in Oakland County to 34. There are currently 43 fire departments in Oakland County. Crawford moved approval of the attached suggested resolution. Supported by Gingell. Motion carried unanimously on a roll call vote with Potter, Jacobsen and Greimel absent. 4. DEPARTMENT OF INFORMATION TECHNOLOGY – EXTENSION OF ADDITIONAL COMPENSATION FOR OVERTIME EXEMPT EMPLOYEES FOR SPECIFIC PURPOSES Since 1999, the Oakland County Board of Commissioners has annually author ized additional compensation for overtime exempt employees in the Information Technology Department at a straight-time hourly rate for all hours worked beyond 48 hours in a workweek for specific, pre-approved assignments. Updated usage statistics of Additional Compensation for Overtime Exempt Employees is provided to the Board of Commissioners in each Information Technology Master Pla n Quarterly Status Report. Miscellaneous Resolution #07243 requires that this additional compensation be subject to review and evaluation for continuation by the Board of Commissioners. The current resolution reflects that the Board of Commissioners authorizes for FY 2009 additional compensation for overtime exempt employees in the Information Technology Department (excluding Managers and the Director) at a straight-time hourly rate for all hours worked beyond 48 hours in a workweek (hours must be approved by a supervisor) for specific, pre-approved assignments. DEPARTMENT OF INFORMATION TECHNOLOGY, CLEMIS DIVISION – REQUEST TO TERMINATE THE COMMUNICATION TOWER AGREEMENT WITH THE CITY OF ROCHESTER HILLS AND REQUEST FOR APPROVAL OF TRANSFER OF OWNERSHIP AND LICENSE AGREEMENT OF A COMMUNICATIONS TOWER AT 1000 ROCHESTER HILLS DRIVE, ROCHESTER HILLS, OAKLAND COUNTY, MICHIGAN The existing communications tower for the current 800 MHz radio system at 1000 Rochester Hills Drive, Rochester Hills, Michigan, has been found to be technically and structurally insufficient for the requirements of the new 800 MHz radio system. The City of Rochester Hills was extremely cooperative in assisting Oakland County to co nstruct a new tower on the Home Depot property at Rochester and Avon Roads that does meet the technical and structural requirements of the new 800 MHz system. The current Communications Tower Agreement between Oakland County and Rochester Hills provides that Rochester Hills shall have the option to take over ownership, control and possession of and responsibility for the tower, equipment building and related facilities located at 1000 Rochester Hills Drive, Rochester Hills, Michigan upon termination of such agreement. The Department of Information Technology is requesting to terminate the Communications Tower Agreement and transfer ownership of the tower and equipment building to Rochester Hills at the time the new 800 MHz radio system is operational. The resolution authorizes the termination of the May 8, 1992 Communications Tower Agreement with the City of Rochester Hills and approves and authorizes the attached Transfer of Ownership and License Agreement between the County of Oakland and the City of Rochester Hills. Gingell moved approval of the attached suggested resolution. Supported by Crawford. Motion carried unanimously on a roll call vote with Potter and Jacobsen absent. 6. BOARD OF COMMISSIONERS – AMENDMENT TO THE 2008 OAKLAND COUNTY BOARD OF COMMISSIONERS’ BOARD RULES – STANDING COMMITTEE STRUCTURE The proposed report reflects a change in the Oakland County Board of Commissioners’ Board Rules X B(2) and B(3), under Standing Committee Structure. Gingell moved to report to the full Boa rd with the following recommended changes to the Oakland County Board of Commissioners’ Board Rules, as follows: (2) The General Government Committee shall consist of seven (7) eight (8) members of the majority party and five (5) four (4) members of the minority party. GENERAL GOVERNMENT COMMITTEE Page 5 September 8, 2008 (3) The Personnel Committee shall consist of six (6) seven (7) members of the majority party and five (5) four (4) members of the minority party. Supported by Kowall. Motion carried on a roll call vote with Hatchett and Greimel voting no and Potter absent. 7. BOARD OF COMMISSIONERS – AMENDMENT TO STANDING COMMITTEE MEMBERSHIP FOR THE GENERAL GOVERNMENT AND PERSONNEL COMMITTEES The proposed report reflects recommended changes to the membership on the General Government and Personnel Committees. Potts moved to report to the full Board with the following recommended changes to the General Government and Personnel Committees: GENERAL GOVERNMENT COMMITTEE: Long (Chair), Gingell, (Vice Chair), Hatchett (Minority Vice Chair), Crawford, Kowall, Potter, Jacobsen, Potts, Clark, Gregory, Suarez, Nash, Greimel PERSONNEL COMMITTEE: Middleton (Chair), Jacobsen (Vice Chair), Suarez Spector (Minority Vice Chair), Douglas, Rogers, Scott, Gosselin, Clark, Coleman, Hatchett, Zack, Spector Supported by Jacobsen. After much discussion Commissioner Gingell moved to postpone consideration of this report to get more information regarding which committees Commissioner Clark would be best suited for. Supported by Potts.
