Vice Chairperson Scott called the meeting of the Public Services Committee to order at 1:31 p.m. in
Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

Spector moved to approve the Minutes of August, 26, 2008 as printed. Supported by Potts.
Motion carried on a voice vote.

COUNTY EXECUTIVE – EMERGENCY RESPONSE AND PREPAREDNESS – PERFORMANCE GRANT
AGREEMENT FOR FISCAL YEAR 2008 ACCEPTANCE
The State of Michigan has awarded Oakland County Emergency Response and Preparedness grant
funding in the amount of $50,195 for the period of October 1, 2007 through September 30, 2008. The
program is designed to encourage the development of comprehensive disaster preparedness and
assistance plans, programs, capabilities and organizations by States and local gov ernments. There is
no County match required and acceptance of this grant does not obligate the County to any future
commitment.
Gingell moved approval of the attached suggested res olution. Supported by Potts.
Motion carried unanimously on a roll call vote with Potter, Middleton and Gregory absent.
MR #08164 DEPARTMENT OF MANAGEMENT AND BUDGET – PURCHASING DIVISION – INMATE
BILLING AND COLLECTIONS – AUTHORIZATION FOR SETTLEMENT AUTHORITY FOR PRIVATE
VENDOR
In evaluating alternative cost -effective methods of delivering County Services the Oakland County
Purchasing Division has sent out a Request for Pr oposal on behalf of the Sheriff’s Office and
Reimbursement Unit to obtain proposals for Inmate Billing and Collection Profession al Services. This
proposal provides the vendor will receive a percentage of the monies deposited into County held accounts
as payment in full for their collection efforts. The vendor will be empowered to settle certain inmate claims
for lesser amounts than the calculated inmate “ability to pay” amount as set forth in the resolution.
Gingell moved the Public Services Committee Report to the Board with the recommendation MR
#08164 be adopted. Supported by Gershenson.
Gershenson moved MR #08164 be amended as follows: The seco nd NOW THEREFORE BE IT
RESOLVED paragraph be changed to BE IT FURTHER RESOLVED. Supported by Gingell.
Motion to amend carried on a voice vote.
Main motion as amended carried unanimously on a roll call vote with Potter and Gregory absent.
SHERIFF’S D EPARTMENT – MARINE DIVISION
Lt. Toth of the Marine Division explained the duties and responsibilities of the Marine Division. They serve
the County in several ways, awareness and education programs and enforcement of safety rules and
regulations plus investigation of water related incidents through out the County. Mandatory boat safety
classes are offered through the school systems. Snowmobile and hunter safety classes are offered as well.
The dive team, on duty 24/7, are fu ll time officers that carry their dive team equipment in their vehicles and
are stationed in the four corners of the County so are able to respond quickly.
Oakland County receives approximately 25% of every dollar collected by the State from watercraft
registrations in the County. T he Division has been working with legislators in Lansing to change the
method the DNR uses in determining the distribution of funds. In an effort to effect a more equitable
distribution of funds a resolution will be developed to be presented to Oakland Co unty legislators in
Lansing.
