Chairperson Potter called the meeting of the Public Services Committee to order at 1:35 p.m. in
Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

CIRCUIT COURT/FRIEND OF THE COURT – FISCAL YEAR 2009 COOPERATIVE R EIMBURSEMENT
PROGRAM (CRP) CONTRACT ACCEPTANCE
The Michigan Department of Human Services, Office of Child Support FY2009 Title IV -D Cooperative
Reimbursement Program Contract totals $13,250,596 of which $140,200 will be funded by fees collected
and $1,573,192 will be funded by Federal Incentive Payments. The remaining $11,537,204 will be funded
by the State in the amount of $7,614,555 (66%) and Oakland County in the amount of $3,922,649 (34%).
Additional County funds are required to fund all expenditures not covered by the CRP contract, Federal
Incentive funds and Charges for Services. Future levels of service, including personnel, are contingent
upon the level of funding from the State for this program.

Commissioner Potts requested the Friend of the Court to report back to the Committee with information
regarding the effectiveness of the Department in collecting child support, a baseline performance report or
someway of measuring the effectiveness of dollars in and dollars out. The goal of the request is to find a
baseline to get some sense of performance , some criteria to measure the programs’ effect iveness.
PROSECUTING ATTORNEY – FISCAL YEAR 2009 COOPERATIVE REIMBURSEMENT PROGRAM
(CRP) GRANT ACCEPTANCE
A revised resolution (blue copy) was distributed to the Committee.
The Michigan Department of Human Services has awarded the Prosecuting Attorney f unds in the amount
of $2,430,000. The Federal contribution is $1,603,800 (66%) and the County contribution is $826,200
(34%).
The grant includes the continued funding for 24 positions. The purpose of the Contact is to establish and
enforce child support orders against parents who are failing to support their children. The federal funding
allows the Prosecutor’s Family Support Division to perform legal services to establish paternity, establish
court orders for payment of child support and to investigate, arrest, extradite and prosecute deadbeat
parents. Acceptance of this contract does not obligate the County to any future commitment.

SHERIFF’S OFFICE, PROSECUTOR’S OFFICE, CIRCUIT COURT AND COMMUNITY CORRECTIONS –
FISCAL YEAR 2008 BYRNE JUSTICE ASSISTANCE GRANT (JAG) ACCEPTANCE
The U.S. Department of Justice – Office of Justice Programs awarded Oaklan d County, along with the City
of Pontiac and City of Southfield grant funding in the amount of $98,869. Oakland County’s share is
$17,823 with no local matching of funds. Oakland County uses these funds to purchase expendable
electronic equipment for the Sheriff’s Office, Prosecutor’s Office, Circuit Court and Community Corrections.
Oakland County acts as fiduciary and lead agency for the entire award. Continuation of the program is
contingent upon future levels of grant funding.

PROSECUTING ATTORNEY – FISCAL YEAR 2009 CRIME VICTIM RIGHTS GRANT ACCEPTANCE
A revised resolution (blue copy) was distributed to the Committee.
The State of Michigan Department of Community Health has awarded the Oakland County Prosecuting
Attorney Office grant funding in the amount of $188,900, no grant match required. The purpose of the grant
is to expand and enhance local services available to crime victims regarding their safety, rights, dignity and
healthy recovery. The Victim’s Right Coordinator has requested the grant’s budget summary be revised b y
the State to reflect four positions which are partially reimbursed by the grant. Continuation of this program,
including the positions, is contingent upon continued grant funding.
Scott moved approval of the attached suggested resolution. Supported b y Burns.
Scott moved to amend the resolution by striking the following paragraph: BE IT FURTHER
RESOLVED should funding be discontinued, all four (4) positions will be evaluated and an alternative
funding source will need to be identified, otherwise the positions will need to be deleted . Supported by
Gershenson.

PROSECUTING ATTORNEY – FISCAL YEAR 2009 DISTRICT COURT ADVOCACY PROGRAM –
VICTIMS OF CRIME ACT (VOCA) GRANT ACCEPTANCE
The State of Michigan, Department of Community Health has awarded the Oakland County Prosecuting
Attorney Victims of Crime Act grant funding in the amount of $89 ,915. The State contribution is $71,932
(80%) The County contribution is $17,983 (20%) in the form of $9,883 cash and $8,100 in -kind
commitment. This award is significantly less than the FY 08 amount and will reduce the hours of one Victim
Advocate position from 2,080 to 399 yearly. This grant allows Victim Advocates to provide o n site services
to crime victims in all 16 District Courts in Oakland County, including crisis intervention, court
accompaniment, agency referrals, assistance with compensation and support services. Continuation of this
program is contingent upon continued grant funding.

Burns moved to correct a typographical error in the fifth WHEREAS paragraph, change the amount of
$17,883 to $17983. Supported by Gershenson.
Motion carried on a voice vote.

Commissioner Potts suggested a “volunteer corps” be developed to enlarge an Advocacy program for
victims and requested Ms. Tafel to report back to the Committee regarding the viability and method of
implementing such a program. Commissioner Potts indicated his willingness to provide some contacts.
Chairperson Potter suggested contacti ng Wayne State and the University of Michigan for graduate school
student contacts.

deleted.
