Supported by Jacobsen. Motion carried on a voice vote. AGENDA ITEMS 1. WATER RESOURCES COMMISSIONER (WRC) – ROUGE OAKLAND PUBLIC SERVICE ANNOUNCEMENTS PROJECT The County of Wayne, through the Rouge River National Wet Weather Demonstration Project, has awarded the Oakland County Water Resources Commissioner $100,000 in grant funding, which includes a required $50,000 County match. The funds for the County match will come from donated services ($42,500) and existing WRC personnel time already assigned to this task ($7,500). The grant funding period is from February 2009 to February 2010. The funds would be used to broadcast public service announcements on television and radio and i nclude messages in printed publications. These public service announcements and printed publications would give information about drain awareness and how our local waterways are connected to the Great Lakes. The Southeast Michigan Partners for Clean Wate r 7 Simple Steps to Clean Water campaign spots may also be utilized. The resolution authorizes the acceptance of the Rouge River National Wet Weather Demonstration Project Rouge River General Permit Projects Grant Agreement between the County of Wayne and the County of Oakland. Gosselin moved approval of the attached suggested resolution. Supported by Schwartz. Motion carried unanimously on a roll call vote with Nash and Capello absent. 2. SIEMENS WE CAN CHANGE THE WORLD CHALLENGE- PRESENTATION BY WALLED LAKE MIDDLE SCHOOL STUDENTS Chairperson Scott had received a phone call from Monica Lesnau, Mayor, ProTem, City of Walled Lake, requesting that he allow some students to do a presentation at today’s meeting to raise awareness about the benefits of recycling. Nicholas Lesnau, Alex Czarnik, Demerise Lesnau and Katie Czarnik had participated in the Siemens We Can Change the World Challenge, and the topic that they chose to research is recycling. They submitted reports and did a brief presentation to the commissioners indicating their findings. They found that for every ton of waste recycled, nine jobs are created, but only one job is created if the same ton of garbage is thrown in the landfill. They conducted an experiment by placing recycle bins at two middle schools in Walled Lake, Walled Lake City Hall and the Walled Lake Police Department. The first week, they simply labeled them as recycle bins indicating cans and bottles only . The second week they added posters indicating the positive facts about recycling and the negative effects of not recycling . Planning & Building Committee Page 3 January 27, 2009 The third week they included written announcements that were read at meetings at City Hall and the police department. They found that recycling had increased the most when they included posters in combination with announcements. They found that the State of Michigan is not recycling enough, and they intend to use their data to persuade the local community leaders to increase their recycling efforts. They indicated that 2.5 million plastic bottles are thrown away every hour. Commissioner Schwartz indicated that he would like to write an article on their findings, with the students’ permission. Chairperson Scott thanked the students, on behalf of the Planning & Building Committee, for coming today to give their presentation on recycling. Gosselin moved to receive and file the reports submitted today from the Walled Lake Middle School students. Supported by Burns. Motion carried on a voice vote. CONSENT AGENDA – INFORMATIONAL ITEMS None. OTHER BUSINESS/ADJOURNMENT Commissioner Schwartz inquired about the availability of a list of buildings that the County is currently leasing including the lease expiration dates and then to determine the feasibility of discontinuing those leases by relocating the staff in those buildings to County facilities. Larry Doyle indicated that he would have staff work on obtaining this list for him. Commissioner Capello suggested that another option could be to renegotiate the leases at a lower cost, if there was no space available at this time in any County facilities. Chairperson Scott indicated that once this information is obtained from staff, a presentation could be done at a future Planning & Building Committee meeting.
