Chairperson Potter called the meeting of the Public Services Committee to order at 1:32 p.m. in
Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

COMMUNITY CORRECTIONS – USER NOTICE AND WARNING, AND LICENSE AND USE
INTERGOVERNMENTAL AGREEMENT FOR THE C*STAR DATABASE
C*Star was created to track information on offenders who enter programs op erated or paid for by the
Community Corrections Division. This information may include, but is not limited to, program enrollment,
participation, client/offender progress, demographics and cr iminal history. Some of this information is
considered confidential and restricted by law. Sharing of this information with other agencies requires a
policy as to the access, use and distribution of this information. This intergovernmental agreement
authorizes the use of C*Star software and data by the Ferndale 43 rd, Oak Park 45 -B and Farmington Hills
47th District Courts.

SHERIFF’S OFFICE – CONTRACT AMENDMENT #1 FOR LAW ENFORCEMENT SERVICES IN THE
CHARTER TOWNSHIP OF LYON - 2009
The Charter Township of Lyon has contracted with the Oakland County Sheriff’s Department to provide law
enforcement services. The Township has approved a proposed amendment to add two Deputy II (no -fill)
positions bringing the total number of Deputy II (no -fill) positions to twelve and the total number of
contracted to fifteen. This amendment will be effective March 7, 2009.
Middleton moved approval of the attached suggested resol ution. Supported by Potts.

SHERIFF’S OFFICE – TO AMEND MR #08250 LAW ENFORCEMENT SERVICES CONTRACT
OVERTIME RATE – JANUARY 1, 2009 THROUGH DECEMBER 31, 2009
MR #08250 adopted on November 20, 2008 established the Law Enforcement Services Contract Overtime
Rates for 2009. The resolution inadvertently identified the Deputy II overtime rate as $52.80 when it should
have been $62.80. This resolution correctly identifies the overtime rate for a Deputy II at $62.80
McGillivray moved approval of the attached suggested res olution. Supported by Taub .

SHERIFF’S OFFICE – USE OF DONATED VEHICLE FOR AUTOMOBILE THEFT PREVENTION TEAM
The Board of Commissioners approved the acceptance of the FY 2009 Automobile Theft Prevention
Authority Grant. The Sheriff is in charge of the team including Waterford, Hazel Park, Farmington Hills,
West Bloomfield Township and the Wayne County Sheriff’s Office. The GEICO Insurance Company has
donated a 1999 Jeep Cherokee for use in various undercover operations. The Sheriff esti mates the
estimated expenses at $2,500 and requests this amount from t he Sheriff’s Office Law Enforcement
Enhancement Account to fund these expenses.

SHERIFF’S OFFICE – CONTRACT EXTENSION FOR PRIVATE FOOD SERVICE VENDOR THROUGH
2012
The Sheriff requested the County Purchasing Division to send out a Request for Proposal to privatize the
food service operation within the Sheriff’s Department. The Sheriff’s Department contracted with Aramark
Correctional Services, Inc. for three years star ting August 19, 2000. The contract has been renewed two
times through August of 2009. Aramark has agreed to maintain the current pri ce per meal effective on
August 19, 2008 and to hold that price until August 19, 2009, and to cap the increase for the second year at
CPI or 3% and CPI or 5% for the third year , Aramark will assume the operation of the Commissary and will
continue to fund two Library Technician and one Account Clerk II position as the Commissary did. Aramark
will continue to fund an estimated $65,000 annually for indigent inmates and reimburse the county for
inmate welfare items. Aramark will make payments of $15,000 a mo nth to the County as long as the
eligible inmate population stays above 1,600 and should commissary revenues exceed $1,665,500 by 10%
annually Aramark would negotiate a higher percentage of revenue to the County. Three positions will be
changed from Proprietary to General Fund/General Purpose effective March 14, 2009. Eight positions in
the Jail Commissary Unit will be deleted effective March 14, 2009.

DEPARTMENT OF PUBLIC SERVICES/VETERANS AFFAIRS – UPDATE ON FLAG HOLDERS
MI P.A. 63 OF 1915 (Amended Jan 2007) Provid es “The legislative body of a county in this state, upon
petition of a local, or local affiliate of, a recognized veterans’ organization or of five eligible voters of the
county, may procure for and furnish to the petitioners, at the expense of the county, a suitable flag holder
and United States flag for the grave of each veteran who served in the armed forces of the United States
and who is buried in any public or private cemetery located within the limits of the county . In August 2008
$10,000 was added to the budget of Veterans’ Services for this purpose. The Veterans Services Division
has researched this matter and presented the Committee with two options.
Plan A – Application for Veterans Services Organiza tions and/or government-owned cemeteries to request
funding to purchase flag holders. Limit funding to $1,000 pe r VSO/Cemetery located within Oakland
County. FY2009 - while funding lasts.
Plan B – Veterans’ Services Division to purchase, store and distribute Flag Holders to Veterans S ervice
Organizations (VSO) and/or government –owned cemeteries within Oakland County upon their appl ication
for limited quantity of 200 each. While supplies last.
The Committee recommended Veterans’ Services explore Plan B in depth and report back with a proposal.
OAKLAND COUNTY FRIEND OF THE COURT CITIZEN ADVISORY COMMITTEE
The Oakland County Citize n Friend of the Court Advisory Committee was established und er Michigan
Public Acts 366, 1996 to advise the Court and Board of Commissioners on the office of the Friend of the
Court and the community needs relating to the Friend of the Court . The Advisory Committee has
developed a “Family Conflict Resolution Model” and will be seeking changes in the legislation establishing
this Committee in an effort to institute a pilot program to facilitate an unbiased advocate for the child and
options to effect parenting time conflict resolution.
Runestad moved to Receive & File the Reports of Veterans Affairs and the Friend of the Court Citizen
Advisory Committee. Supported by McGillivray.
