MR #09015 SHERIFF’S OFFICE-CONTRACT AMENDMENT #1 FOR LAW ENFORCEMENT SERVICES
IN THE CITY OF ROCHESTER HILLS-2009
The City of Rochester Hills has contracted with the Oakland County Sheriff’s Department to
provide law enforcement services. The City has approved a proposed amendment to the contract
upgrading one Patrol Investigator to Detective Sergeant bringing the total number of Patrol
Investigators to eleven and the number of Detective Ser geants to two, leaving the total number at
sixty.
Middleton moved the Human Resources Committee Report to the Board with the
recommendation MR #09015 be adopted. Supported by Scott.
Motion carried unanimously on a roll call vote with Douglas and Coleman absent.
Chairperson Douglas assumed the Chair at 9:50 a.m.
HUMAN RESOURCES DEPARTMENT – FISCAL YEAR 2008 – 2009 LABOR AGREEMENT FOR
EMPLOYEES REPRESENTED BY THE COMMAND OFFICERS ASSOCIATION OF MICHIGAN
(COAM)
A two year agreement has been reached covering approximately 104 Command Officers for
October 1, 2007 through September 30, 2009. The agreement provides for a 1% increase for FY
2008 and a 1% increase for FY 2009. Awaiting the result of the Oakland County Deputy
Sheriff’s Association’s 312 Arbitration Award there may be an increase in wages to maintain a
differential between the top of the Deputy II and Sergeant positions and health care
contributions. The contribution rate for Defined Contribution plan employees hired on or after
May 27, 1995 will be 10% by the County and 5% by the employee. New employees hired after
ratification of this agreement will be part of the Health Saving Account Retirement Program.
Gosselin moved approval of the attached suggested resolution. Supported by Scott .
Motion carried unanimously on a roll call vote with Coleman absent.
HUMAN RESOURCES DEPARTMENT – FISCAL YEAR 2008-2010 LABOR AGREEMENT FOR
EMPLOYEES REPRESENTED BY THE GOVERNMENT EMPLOYEES LABOR COUNCIL
The County of Oakland and the Government Employees Labor Council have negotiated a contract
covering approximately 123 Children’s Village employees. A three year agreement has been
reached providing a 1% rate increase for Fiscal Year 2008 and a 1% increase for Fiscal Year 2009,
effective with the execution of this agreement and the same increase as the general, non-
represented employees for 2010. This agreement also provides the health benefit contributions
will be consistent with MR #07216. Any benefit modifications implemented for non-represented
employees during 2010 will be applied to this group at the same time and manner. Presidents’
Day and Veterans’ Day will no longer be considered holidays for Youth Specialists, First Cooks,
Second Cooks, and General Staff Nurses covered by this bargaining unit. They will receive three
Bargaining Unit #22 days annually to be used or paid off annually.
Middleton moved approval of the attached suggested resolution. Supported by Hatchett.

HUMAN RESOURCES – PHARMACY BENEFIT ADMINISTRATIVE ENHANCEMENTS
The County is continually looking for ways to manage the rising cost of health care. Benefit
Outsourcing Solutions has developed a plan to enhance the administration of the pharmacy
benefit. The enhancements include:
Navitus Select Formulary, Prior Authorization, Medical Exception Process, Step Therapy
Generic Co-pay Waiver Program, Tablet Splitting Program, and a 90-day Retail Program
Implementation of these programs will be in July 2009.
Middleton moved to Receive & File. Supported by Jackson.
Motion carried on a voice vote.
