PROSECUTING ATTORNEY, CIRCUIT COURT – FAMILY DIVISION, AND CHILDREN’S VILLAGE –
PROGRAM YEAR 2009 JUVENILE ACCOUNTABILITY BLOCK GRANT (JABG) ACCEPTANCE
The Department of Human Services has awarded grant funding to Oakland County in the amount
of $113,889; $102,500 from the State as a Federal pass-through and a 10% County match of
$11,389. The award provides funding for Circuit Court Peer Groups to address the problem of
high recidivism, a Teen Court to provide a justice model within a peer setting, and Children’s
Village Juvenile Facility Enhancement. The award continues funding for one Probation Officer I
position and discontinues one 289 hour/year PTNE Assistant Prosecutor II position. Acceptance of
this grant does not obligate the County to any future commitment; continuation of the special
revenue position is contingent upon future levels of grant funding.
Middleton moved the Human Resources Committee Report to the Boar d with the
recommendation the above referenced resolution be adopted. Supported by Gingell.
Motion carried unanimously on a roll call vote with Capello, Coleman, Hatchett and Jackson
absent.
MR #09089 DEPARTMENT OF MANAGEMENT AND BUDGET – POSITION DELETIONS TO REDUCE
COSTS
In an effort to meet its share of the County Executive’s budget task, the Department of
Management and Budget proposes the deletion of four vacant positions; Deputy Director,
Equalization Technology Support Supervisor, Clerk and Secretary II. The classification of Deputy
Director will be deleted from the County Salary Schedule. The remaining portion of the County
Executive’s budget task will be included in the Fiscal Year 2010 County Executive’s recommended
budget.
Scott moved the Human Resources Committee Report to the Board with the recommendation
MR #09089 be adopted. Supported by Gosselin.
Motion carried unanimously on a roll call vote with Capello and Coleman absent.
MR #09092 DEPARTMENT OF FACILITIES MANAGEMENT – AUTHORIZATION FOR
CONSOLIDATION OF CLERICAL RESOURCES AND POSITION DELETIONS TO OFFSET COSTS OF
PUBLIC WORKS BUILDING GROUND FLOOR RENOVATION
In an effort to meet the County Executive’s budget task Facilities Management proposes to
renovate its office space to allow for more effective use of current office space and sharing of
resources via a common work area at a cost of $109,193. Facilities is deleting four positions,
Technical Assistant, Account Clerk II, Student Engineer and Property Management Specialist.
They are requesting the creation of a PTNE 1,000 hour/year Property Management Specialist
position and downwardly reclassifying four positions, two Groundskeeper Crew Chiefs and two
Custodial Work Supervisor II positions.
Gingell moved the Human Resources Committee Report to the Board with the
recommendation MR #09092 be adopted. Supported by Middleton.
Motion carried unanimously on a roll call vote with Capello and Coleman absent.

HUMAN RESOURCES DEPARTMENT REPORT ON POSITIONS FUNDED BY FRINGE BENEFIT
FUND
At the request of Chairperson Douglas the Human Resources has detailed the County positions
that are currently covered by the Fringe Benefit fund along with their location, dates cre ated or
transferred into the Fund. The cost of positions funded by the Fringe Benefit Fund is
approximately 1.8 million annually. Mr. Soave stated the Fringe Benefit fund is controlled by
Federal guidelines. Approximately 80% of the funds in the Fringe B enefit Fund come from the
General Fund.
Scott moved to Receive & File. Supported by Jackson.
Motion carried on a voice vote.
