Chairperson Long called the meeting of the General Government Committee to order at 9:32 a.m. in
Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

AGENDA ITEMS
Runestad moved that the agenda be approved with the removal of Item 3 – MR #09099 –
Board of Commissioners – To Establish County Policy and Parameters for Issuance of
Annual Oakland County Park Passes to Oakland County Commissioners, Oakland Parks
and Recreation Commission Members, the Oakland County Executive and Oakland
County’s County -wide Elected Officials. Supported by Gershenson.
Motion carried on a voice vote.
1. CLERK/REGISTER OF DEEDS – POSITION DELETIONS TO REDUCE COSTS
The Clerk is requesting authorization to delete eight vacant General Fund/General Purpose
Summer Clerical positions as part of their FY 2010 – 2012 budget task. These duties will be
redistributed to other divisional employees. Mr. VanLeuven noted that several student positions
within the Clerk’s office would still be available.
Gershenson moved approval of the attached suggested resolution. Supported by Po tts.
Motion carried unanimously on a roll call vote with Nash and Capello absent.
2. BOARD OF COMMISSIONERS – 2009 PROFESSIONAL SERVICES CONTRACT WITH
POLING, MCGAW AND POLING, PC
The resolution would authorize a contract with Poling, McGaw and Poling , PC at $140.00 per hour,
as established for other outside counsel, at a not to exceed amount of $10,000 for the period May 1,
2009 through December 31, 2010 . The contract shall contain the same terms and scope of
services as the most recent contract which previously expired December 31, 2008.
Taub moved approval of the attached suggested resolution . Supported by Jacobsen.
Motion carried on a roll call vote with McGillivray voting no and Nash absent.
3. MR #09096 – BOARD OF COMMISSIONERS – RESOLUTION IN SUPPORT OF THE
STATE OF MICHIGAN TO FULFILL ITS OBLIGATIONS AND PROMISES BY FULLY AND
UNCONDITIONALLY RESTORING STATE REVENUE SHARING TO ALL OF MICHIGAN’S 83
COUNTIES
The resolution was introduced by Commissioner Taub to urge the State of Michigan to fulfill its
obligations and promises to fully and unconditionally restore State Revenue sharing to all of
Michigan’s 83 counties.
Commissioner Taub explained the history of state revenue sharing, indicating that it is
constitutionally provided for to cities, villages and townships (CVTs) only. Statutorily , revenue
sharing is provided to both CVTs and counties. The Michigan Association of Counties (MAC) had
sent out requests asking for support of their efforts in this matter.
Commissioner Hatchett indicated that MAC has been consistently working on the matter of restoring

revenue sharing and, as a result, some counties have benefited .
Taub moved to report to recommend approval of the attached suggested resolution.
Supported by McGillivray.
Motion carried unanimously on a roll call vote with Nash absent.
Potts moved to refer this resolution directly to the Finance Committee per Board Rule XI.E.
Supported by Hatchett.
Motion carried on a voice vote.
4. APPOINTMENTS UPDATE
Chairperson Long indicated that the vacant seat on the Community Mental Health Authority Board
was filled by Board action on May 7, 2009 with Mr. Torres.
Two applications were received by the May 1, 2009 deadline to be considered for the vacant
“Mental Health Professional Wh o Provides Family Counseling” seat on the Friend of the Court
Advisory Committee. It was noted that the current appointee, Dr. Armstrong, has been seated for
two consecutive terms and will no longer be eligible to serve per the statute.
Runestad moved to interview the two individuals who had submitted applications.
Supported by Hatchett.
Motion carried on a voice vote.

OTHER BUSINESS/ADJOURNMENT
Mr. Miller reported that the Center for Disease Control (CDC) a nd the State of Michigan have both
pulled back on their directives regarding the swine flu and as a result schools no longer must close.
The Health Division continues to take calls from physicians on this matter. Type A flu is still out
there but the cases of swine flu have been mild. The message to communities is to continue to
wash your hands. Twenty -eight Oakland County school districts have a Pandemic Flu Plan . The
County has heard from schools whose kids are cleaning their desks every day with sanitizing cloths
or spray. One case of the swine flu was reported late last week . The CDC is working to develop a
vaccine.
