MR #09107 BOARD OF COMMISSIONERS – AUTHORIZATION FOR LAW LIBRARY COLLABORATION Oakland County has been contacted by The Cooley Law School’s President and Dean Don LeDuc to inquire whether the County would be interested in combining the Adams Pratt Law Library Collection with Cooley’s library collection to be housed together at the Law S chool’s Auburn Hills campus. A joint venture of this sort would maximize County facility space and at the same time reduce the County’s financial obligations. This resolution requests authorization to proceed with negotiations with Cooley Law School with a goal of providing enhanced public law library services to the constituents and users of the Adams Pratt Collection. Gingell moved the Human Resources Committee Report to the Board with the recommendation MR #09107 be adopted. Supported by Hatchett. Middleton moved to amend MR #09107 by adding a fourth BE IT FURTHER RESOLVED paragraph: “BE IT FURTHER RESOLVED that once a contractual agreement has been negotiated, it will come through the appropriate committee process, including the Human Resources and Finance Committees for review and final recommendation to the Board of Commissioners.” Supported by Gosselin. Motion to amend carried unanimously on a roll call vote. Main motion as amended carried unanimously on a roll call vote. MR #09109 COUNTY EXECUTIVE/ADMINISTRATION – TRANSFER OF EMERGENCY RESPONSE & PREPAREDNESS UNIT TO DEPARTMENT OF HEALTH AND HUMAN SERVICES Oakland County’s emergency management functions are mandated by the Michigan Emergency Management Act to provide for the coordination of all matters pertaining to emergency services, disaster preparedness, and recovery assistance within the County. The Emergency Response and Preparedness unit has several common activities involving areas within the Department of Health and Human Services and transferring the unit to the Department of Health and Human Services will lead to operational and organizational efficiencies. This resolution proposes to transfer the Emergency Response & Preparedness Unit and retitle it the Homeland Security Division under the Department of Health and Human Services. In addition the proposed transfer requests the transfer of several positions and to retitle their classification. The current appointed position of Administrator – ERP will be upwardly reclassified to Manager-Homeland Security. The transfer of a function from one department to another requires a public hearing. Gingell moved the Human Resources Committee Report to the Board with the recommendation MR #09109 be adopted. Supported by Middleton. Middleton moved to amend the third BE IT FURTHER RESOLVED paragraph Position 10520 from Business Analyst back to ERP Regional SAP (grade 08) as attached. Supported by Capello. Motion to amend carried unanimously on a roll call vote. Main motion as amended carried unanimously on a roll call vote. Human Resources Committee Page 3 May 13, 2009 MR #09108 DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – POSITION DELETIONS AND OTHER ACTIONS TO MEET FISCAL YEAR 2010 - 2012 BUDGET TASK To assist in meeting the County Executive’s budget task reduction, the Department of Health and Human Services/Health Division proposes a reorganization which includes the deletion of nineteen FTE positions, the deletion of seven PTE positions, the deletion of one summer position, the deletion of one PTNE College intern, the transfer of two FTE positions from the Health Division to Children’s Village, the creation of eight PTNE positions and the creation of four FTNE positions. The Department previously designated six Youth Specialist II positions to be deleted effective with the FY 2010 Budget and requests the Budget be amended by removing the deletion of these six positions. Capello moved the Human Resources Committee Report to the Board with the recommendation MR #09108 be adopted. Supported by Coleman. Middleton moved to amend the NOW THEREFORE BE IT RESOLVED paragraph by deleting number 8 – To transfer (1) FTE Public Health Nurse III (1060236-01869) to Children’s Village (1060501-01869). Supported by Gingell. Motion to amend carried unanimously on a roll call vote. Main motion as amended carried unanimously on a roll call vote. HUMAN RESOURCES DEPARTMENT – SALARY ADMINISTRATION PLAN 2ND QUARTERLY REPORT FOR FY 2009 The Salary Administration Plan provides a process for departments and employees to request a review of the salary grade placement of classifications. The Human Resources Department recommends retitling the position of Sr Community & Home Improvement Technician to Housing Counseling & Homeless Services Supervisor raising the salary grade from 12 to 14. Funding is available through Community & Home Improvement grant funds to implement this salary grade change. Coleman moved approval of the attached suggested resolution. Supported by Gingell.
