The meeting was called to order by Chairperson Douglas at 9:31 a.m. in Committee Room A,
Auditorium Wing, County Service Center, Pontiac, Michigan.

MR #09120 CLERK/REGISTER OF DEEDS – POSITION DELETIONS TO REDUCE COSTS
The County Executive has assigned new departmental budget tasks and declared a triennial
budget plan for fiscal years 2010, 2011 and 2012. The Clerk/Register of Deeds proposes the
deletion of eight vacant Summer Clerical positions with the savings generated to be fully applied
towards the Clerk/Register of Deeds budget task. The duties assigned to these positions wil l be
redistributed to other divisional employees.
Middleton moved the Human Resources Committee Report to the Board with the
recommendation MR #09120 be adopted. Supported by Gosselin.
Motion carried unanimously on a roll call vote with Capello, Coleman, Scott and Hatchett absent.
MR #09053 BOARD OF COMMISSIONERS – ENCOURAGE CONSOLIDATION AND SHARED
SERVICES BETWEEN GOVERNMENTAL ENTITIES
There are 61 independent municipalities, dozens of school districts and numerous other
governmental entities in Oakland County. Due to reductions in property tax and other revenues,
as well as rapidly escalating costs, all of these entities will face substantial financial challenges.
This resolution proposes consolidation of services to eliminate unnecessary administrative
duplication, preserve jobs and provide more efficient public services.
Jackson moved the Human Resources Committee Report to the Board with the
recommendation MR #09053 be adopted. Supported by Douglas.
Gingell moved to amend the resolution by striking the last BE IT FURTHER RESOLVED
paragraph
BE IT FURTHER RESOLVED that Oakland County adopts a policy (will consider) of hiring the
current, qualified employees from other governmental entities, who are affected by
consolidation of services, at least at their current compensation levels, to the extent
practicable. Supported by Gosselin
Motion to amend carried on a voice vote.
Gosselin moved to amend the resolution by adding a third WHEREAS paragraph as follows:
“WHEREAS Oakland County has historically provided to or contracted services with its
municipalities; and” Supported by Capello.
Motion to amend carried on a voice vote.
Main motion as amended carried unanimously on a roll call vote with Scott and Coleman
absent.
