APPROVAL OF MAY 12, 2009 AND JUNE 11, 2009 MINUTES Middleton moved approval of the May 12 and June 11, 2009 Minutes as written. Supported by McGillivray. Motion carried on a voice vote. McGillivray PUBLIC SERVICES COMMITTEE Page 2 July 7 2009 Zack moved to amend the agenda by adding Item L under Informational Items: Circuit Court/Friend of the Court FY 2010 – Cooperative Reimbursement Contract Application. Supported by Middleton. Motion carried on a voice vote. CIRCUIT COURT/FAMILY DIVISION – REQUEST FOR APPROVAL OF CONTRACT WITH A FORMER COUNTY EMPLOYEE Circuit Court’s Psychological Clinic is in the process of being re -structured as part of the Court’s FY2010 budget cuts. The Court continues to have a need for coordinating and conducting treatment groups. James Windell was a Court Clinical Psychologist for twenty years. The Circuit Court Family Division is requesting a contract with James Windell for two contracts – High-Conflict Divorce Groups, not to exceed $21,900 and Adolescent Anger Reduction Groups, not to exceed $30,600 over the life of each contract. Funding is included in the Circuit Court’s Professional Services line item. Potts moved approval of the attached sugg ested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote with Runestad absent Taub moved to refer this item directly to the Human Resources and Finance Committees . Supported by Middleton. Motion carried on a voice vote. DEPARTMENT OF PUBLIC SERVICES/COMMUNITY CORRECTIONS – MICHIGAN DEPARTMENT OF CORRECTIONS, OFFICE OF COMMUNITY CORRECTIONS, COMMUNITY CORRECTIONS COMPREHENSIVE PLAN AND APPLICATION FOR FY 2010 The State of Michigan offers funding to local communit ies to divert non-violent offenders from prison into local jail or sentencing alternatives. This application requests funding in the amount of $3,806,197 for plans and services and probation residential services. The application seeks full -time funding for 15 full and part time positions in Community Corrections and six full and p art time positions in the Sheriff’s Office. Any programs created through these funds become part of the County’s Comprehensive Community Corrections Plan as proposed by their adv isory board. Commissioner Taub noted that the County Prosecutor is not represented on the Advi sory Board and was advised the Prosecutor has not responded to various inquiries regarding representation. Zack moved approval of the attached suggested resolu tion. Supported by Taub. Motion carried unanimously on a roll call vote with Runestad absent COMMUNITY CORRECTIONS – USER AND WARNING, AND LICENSE AND USE INTERGOVERNMENTAL AGREEMENT FOR THE C*STAR DATABASE – SOUTHFIELD 46TH, PONTIAC 50TH AND ROCHESTER HILLS 52-3 DISTRICT COURTS C*Star was created to track information on offenders who enter programs operated or paid for by the Community Corrections Division. This information may be useful to other criminal justice agencies, such as the Michigan Department of Corrections, Field Operations and District Court Probation in the creation of sentencing recommendations and/or in determining compliance with conditions of probation. A License and Use Intergovernmental Agreement has been developed; the Southfi eld 46th, Pontiac 50th and Rochester Hills 52 -3 District Courts have requested access to the information contained in C*Star. This resolution authorizes and approves the use of the C*Star software and data for these courts. PUBLIC SERVICES COMMITTEE Page 3 July 7 2009 Commissioner Potts requested information regarding the actual cost of developing the C*Star database, (general fund funds only, not grants) suggesting an effort be made to recover these costs from users. The information will be provided to Committee members. Circuit Court/Friend of the Court FY 2010 – Cooperative Reimbursement Contract Application Item L: Commissioner Potts questioned the necessity of this item being added to the Agenda today; it involves over thirteen million dollars and does not allow the Committee sufficient tim e to consider this matter. Commissioner Taub questioned how potential required grant match funds are handled. Potential grant match funds are placed in a non -departmental grant match fund until needed. Item A: Commissioner McGillivray requested the Sheriff’s Office to provide the number of auto theft arrests made and conviction rate. Item C: Commissioner McGillivray asked whether communities not protected by the Sheriff’s Office could apply for this grant themselves. Under sheriff McCabe indicated ind ependent communities could apply for this grant, however, the funds are very limited. The Federal government will pay for the first three years, individual communities are required to pay for the fourth year, if not they are required to pay back the first three years to the federal government.
