CIRCUIT COURT/FAMILY DIVISION-REQUEST FOR APPROVAL OF CONTRACT WITH A FORMER
COUNTY EMPLOYEE
Circuit Court’s Psychological Clinic is in the process of being re -structured as part of the Court’s
FY 2010 budget cuts. The Court continues to have a need for coordinating and conducting
treatment groups. James Windell was a Court Clinical Psychologist for twenty years. The Circuit
Court Family Division is requesting to contract with James Windell for two contracts – High
Conflict Divorce Groups not to exceed $21,900 and Adolescent Anger Reduction Groups, not to
exceed $30,600 over the life of each contract. Funding is included in the Circuit Court’s
Professional Services line item.
Coleman moved this resolution be referred directly to the Finance Committee and that the
Human Resources Committee Report to the Board with the recommendation the above
mentioned resolution be adopted. Supported by Capello.
Motion carried unanimously on a roll call vote with Gingell absent.

REPORT OF DETERMINATION OF CLASSIFICATION DETERMINATION HEARING SUBCOMMITTEE
– KELLY SIDDIQUI, HUMAN RESOURCES ANALYST II
Commissioner Middleton reported the Classification Determination Hearing Subcommittees’
decision to take no action to overturn or modify the Human Resources Departments
determination that Ms. Siddiqui is appropriately classified as a Human Resources Analyst II –
Report attached.
Commissioner Middleton also stated this Determination was somewhat cumbersome as a
classification study is conducted by the Human Resources Department resulting in an unbiased
decision. In this case Ms. Siddiqui works in the Human Resources Department making the
process somewhat awkward.
Middleton moved approval of the attached Report. Supported by Hatchett.
Motion carried unanimously on a roll call vote with Gingell absent.
