Gingell OTHERS PRESENT: Human Resources Nancy Scarlet, Director Heather Mason, Analyst Lori Motyka, Supervisor Dana Cosby, Analyst Jennifer Mason, Manager Tina Ramey, Supervisor Treasurer’s Office Jim Van Leuven, Chief Deputy Board of Commissioners Larry Doyle, Administrative Director Sheryl Mitchell, Sr. BOC Analyst Harvey Wedell, Sr. BOC Analyst Nancy Wenzel, Committee Coordinator Chairperson Douglas requested the agenda be amended as follows: Communications Item I– change the title to read Oakland County Parks Access Permit Policy Approved 06/03/09 Agenda Item A – Should read Direct Referral not Suspension of Board Rules and is a Report to the Board, not Recommend to Board. Supported by Scott. Motion carried on a voice vote. PUBLIC COMMENT None. CIRCUIT COURT/FAMILY DIVISION-REQUEST FOR APPROVAL OF CONTRACT WITH A FORMER COUNTY EMPLOYEE Circuit Court’s Psychological Clinic is in the process of being re -structured as part of the Court’s FY 2010 budget cuts. The Court continues to have a need for coordinating and conducting treatment groups. James Windell was a Court Clinical Psychologist for twenty years. The Circuit Court Family Division is requesting to contract with James Windell for two contracts – High Conflict Divorce Groups not to exceed $21,900 and Adolescent Anger Reduction Groups, not to exceed $30,600 over the life of each contract. Funding is included in the Circuit Court’s Professional Services line item. Coleman moved this resolution be referred directly to the Finance Committee and that the Human Resources Committee Report to the Board with the recommendation the above mentioned resolution be adopted. Supported by Capello. Motion carried unanimously on a roll call vote with Gingell absent. Chairman Douglas indicated she would like the Committee to look at the procedure of allowing employees of the County to participate in a contract bidding process for their current job when they are still employed. TREASURER – APPOINTMENT OF INVESTMENT ADMINISTRATOR Pursuant to MR #91120 the Oakland County Treasurer, Andy Meisner, is requesting approval of the appointment of Natalie Neph to the position of Investment Administrator within the County Treasurer. Coleman moved approval of the appointment of Natalie Neph. Supported by Hatchett. Motion carried unanimously on a roll call vote with Gingell absent. Human Resources Committee Page 3 July 8, 2009 REPORT OF DETERMINATION OF CLASSIFICATION DETERMINATION HEARING SUBCOMMITTEE – KELLY SIDDIQUI, HUMAN RESOURCES ANALYST II Commissioner Middleton reported the Classification Determination Hearing Subcommittees’ decision to take no action to overturn or modify the Human Resources Departments determination that Ms. Siddiqui is appropriately classified as a Human Resources Analyst II – Report attached. Commissioner Middleton also stated this Determination was somewhat cumbersome as a classification study is conducted by the Human Resources Department resulting in an unbiased decision. In this case Ms. Siddiqui works in the Human Resources Department making the process somewhat awkward. Middleton moved approval of the attached Report. Supported by Hatchett.
