PUBLIC COMMENT
None.
MR #09140 TREASURER’S OFFICE – POSITION DELETION TO REDUCE COSTS
The County Executive has assigned new departmental budget tasks and declared a triennial
budget plan for fiscal years 2010, 2011 and 2012. The County Treasurer proposes the
deletion of one vacant Summer Business Assistant position with the savings generated to be fully
applied towards the Treasurer’s FY 2010, 2011 and 2012 budget task. The duties assigned to this
position will be redistributed to other divisional employees. Total annual personnel costs of this
position totals $5,716.
Middleton moved the Human Resources Committee Report to the Board with the
recommendation MR #09140 be adopted. Supported by Gingell.
Motion carried unanimously on a roll call vote with Coleman and Hatchett absent.
RECOMMENDED FISCAL YEAR 2010 SALARY RECOMMENDATIONS
The County Executive’s major recommendations regarding salary recommendations for the fiscal
year 2010 Budget are:
• A 2.5% general salary decrease for most non-represented County classifications, effective
September 26, 2009, including County Executive, appointed officials, classes designated as
exceptions to salary grades 1-21, summer, student and season classes, and part-
time/hourly classes (exclusions are listed on Report).
• Decrease current salary ranges for salary grades 1-21 by 2.5%
• Since state statutes prohibit changes/reductions in compensation during their term in
office for Commissioners, Clerk/Register of Deeds, Water Resources Commissioner, Sheriff,
Treasurer, Prosecuting Attorney and Assistant Prosecutors, the administration is
recommending they “voluntarily donate an amount equivalent to 2.5% of their salary,
adjusted for taxes, back to the County.”
• Change the salary range of Lifeguard classification from a 3-year maximum to a 2-year
maximum.
• Create a new classification of Grants Writer at salary grade 11.
• Re-title Chief Deputy Prosecutor classification and position to Chief Assistant Prosecutor.
• Delete Commissary Supervisor classification.
• Elimination of the $300 county match per employee in the Deferred Compensation 457
plan.
• No increase/decrease is recommended for appointed Board & Commission members.
Scott moved the Human Resources Committee Report the above mentioned recommendations
to the Board of Commissioners. Supported by Capello
Motion carried on a unanimous roll call vote with Coleman absent.
Commissioner Gingell requested confirmation that County-wide elected officials and their
appointees have agreed to return County provided vehicles. Mr. Poisson confirmed he has
personally contacted these individuals and they have acknowledged it is their intent to reli nquish
County vehicles.

OTHER BUSINESS / BUDGET HEARINGS
SHERIFF
To meet their FY 2010 Budget Task, the Sheriff is requesting the deletion of 29 positions
assigned to the Trusty Camp and Boot Camp. The Boot Camp has been closed for several
months, residents of the Trust Camp will continue serving their term at Frank Greenan facility,
some Work Release inmates will be reassigned to the tether program. The Sheriff is proposing
to reduce the Marine Safety Unit to meet minimum requirements to respond to emergencies.
Local authorities may request a contractual relationship for more lake patrols. The request is
to reduce the hours of one PTNE Marine Mechanic, delete 23 GF/GP PTNE Marine Safety
Deputy I positions and decrease the hours of 10 GF/GP Marine Safety Deputy I positions to 330
hours each, per year. Additionally the Sheriff is requesting the downward reclassification of
one GF/GP Correctional Health Nurse to Licensed Practical Nurse.
The County Executive is recommending these requests be approved.
PROSECUTING ATTORNEY
To meet their FY 2010 Budget Task the Prosecuting Attorney has deleted five Assistant
Prosecutor II positions and is requesting the transfer of one GF/GP position Supervisor –
Auditing, and funding. This position has a sunset date of 9/30/2010 at which time the
effectiveness will be evaluated and a recommendation made to create a new classification or
allow the position to sunset.
The County Executive is recommending these requests be approved.
CIRCUIT COURT
To meet their FY 2010 Budget Task the Circuit Court/Family Court is requesting the deletion of
the following positions: Sr. Court Reporter, 3 Court Reporter II, 2 Records Clerk, 6 Office
Assistance II, Court Accounts Coordinator, Paralegal, Jury Office Clerk, 4 Youth Assistance
Caseworker II, 2 Court Service Officer II, PTNE Court Service Officer II, 2 Youth and Family
Caseworker II, 4 Court Clerks, Caseflow/ADR Coordinator and 3 Clinical Psychologist Interns;
while creating 1 PTNE Circuit Court Records Clerk, 1 PTNE Court Clerk, 1 Office Assistant II, 3
PTNE Office Assistant II, 8 PTNE Court Clinical Psychologist, 1 Staff Attorney and 2 PTNE Youth
Assistance Caseworker II positions. One Youth Assistance Caseworker II position will be
reclassified as a Youth Specialist I position.
The County Executive is recommending these requests be approved.

PROBATE COURT
The Probate Court has deleted two GF/GP PTNE Student positions by FY 09 Board action.
The Human Resources Department has requested two items be placed on the “List” of
possible Amendments:
For FY 2011 to change the total Division savings to $82,909 and change the total
Department savings from $94,319 to $177,227.
Also, for FY 2012, to change the cost of the creation of 4 PTNE, 1,000 hrs/yr Court Clerk
positions to $69,106 and the total Department savings from $189,962 to $155,409.
There was no objection.
The County Executive is recommending these requests be approved.
The Committee recessed for lunch at 11:20 a.m.
The Committee continued Budget hearings at 12:37 p.m.
CLERK/REGISTER
The County Clerk is requesting the deletion of two Student PTNE positions that are currently
vacant. To change the funding of Supervisor-Register of Deeds from SR to GF/GP; and retitle
the Vital Statistics Unit to Vital Records Unit.
The County Executive is recommending these requests be approved.
TREASURER
The County Treasurer is requesting the deletion of three Student PTNE Student positions
The County Executive is recommending these requests be approved.
DISTRICT COURTS
52-1 – Request is to delete four PTNE student positions and one PTNE Probation Investigator.
The County Executive is recommending these requests be approved.
52-2 – Request is to delete one District Court Clerk II position and create one FTNE District
Court Clerk II position. Decrease the hours of one Probation Investigator from 1,700 to
1,200 hrs/yr. Downwardly reclassify one GF/GP District Court Clerk III position to
District Court Clerk II.
The County Executive is recommending these requests be approved.
52-3 – Request is to delete one Deputy District Court Administrator position and create one
PTNE 1,000 hrs/yr position. Delete one PTNE Probation Investigator position. Reduce
the hours of one Magistrate from 1,846 to 1,482 and reduce the hours of one Certified
Electronics Operator from 1,846 to 1,482. Transfer one GF/GP User Support
Specialist II from Division III to the Administration Division.
